Apple says Private Cloud Compute (PCC) uses personal data sent to it only to fulfill your request, and that the data is unavailable to Apple staff during processing and not retained after the response. Those are Apple’s published commitments for PCC—not proof that every Apple Intelligence request stays inside PCC, or that every claim has been independently verified.
What Apple says happens to data sent to PCC
Apple’s core security and privacy requirements state two direct promises about personal data PCC receives:
- Purpose: PCC uses the data exclusively to fulfill the user’s request.
- Access and retention: Apple says the data is not available to anyone other than the user, including Apple staff during processing, and is not retained after the response is returned. Apple’s guide states: “User data must not be accessible after the response is returned to the user.”
Apple frames these commitments within five broader requirements: stateless computation on personal data, enforceable guarantees, no privileged runtime access, non-targetability, and verifiable transparency. The commitments described here concern PCC’s documented trust boundary; they should not be generalized to every component involved in Apple Intelligence.

What those promises do not mean
Not every request-related detail necessarily stays inside PCC
Apple says some requests use external tools, such as world-knowledge lookups. Those calls can carry query-derived data outside PCC’s boundary. Apple describes these calls as using limited routing metadata without a user or source-device identifier; it also says they are recorded in the request execution log and surfaced in the Apple Intelligence Report. The existence of such calls means the PCC promises are not a claim that no request-related information ever leaves PCC. Apple’s account of anticipated attacks describes these scenarios.

Routing still requires some metadata
Apple says a request includes limited contextual metadata needed to route it to an appropriate model. It says this metadata omits personally identifying information about the user and source device. Traffic also passes through an OHTTP relay operated by a third party, which Apple says hides the device’s source IP address before the request reaches PCC infrastructure. These are Apple’s descriptions of the design, not evidence that a request has no metadata or that every routing path has been independently audited. See Apple’s non-targetability documentation.
“Stateless” has a described future-cache exception
Apple’s requirements page says certain future use cases may allow a limited cache encrypted with a key supplied by the user’s device. In that described design, PCC would wipe its own copy of the key after the request. Apple presents this as a possible future use case; it is not evidence that PCC currently retains user data in such a cache.

How Apple says PCC limits operator access
Apple says PCC nodes omit traditional administrative access paths, including remote shells and interactive debugging. It describes restricted operational metrics and structured, audited logging intended to avoid exposing request data. These architectural measures are part of Apple’s stated protections, not a guarantee that security risks are impossible. Details appear in Apple’s no privileged runtime access documentation.

Apple says each production PCC software build is represented in a public, append-only cryptographic transparency log. A device checks a node’s attested software measurements against that log before sending a request. Apple also says production software images are available for binary inspection within 90 days of release, or after relevant software updates become available, whichever is sooner. This creates a way for researchers to compare published software with the measurements a device accepts; it does not, by itself, establish that an independent review has confirmed every privacy promise. Apple describes the mechanism in its verifiable transparency documentation.

Apple also publishes selected security-critical source code and a Virtual Research Environment (VRE) for examining PCC software. In an October 24, 2024 announcement, Apple said the VRE can inspect releases, check log consistency, download binaries, boot software in a virtualized environment, and modify and debug the software. Apple documented a requirement of an Apple silicon Mac with at least 16 GB of unified memory to use the VRE. That is a research-tool requirement, not a hardware requirement for ordinary Apple Intelligence users. The announcement is available from Apple Security Engineering and Architecture.
That same 2024 announcement listed maximum bounty amounts for specified vulnerability categories. These are announced ceilings, not average payouts or evidence that a vulnerability or breach occurred.

What changed with Apple’s 2026 cloud expansion
On June 8, 2026, Apple announced that PCC would expand to Google Cloud. Apple said the five core requirements would remain while the implementation uses NVIDIA GPUs, Intel CPUs with TDX, and Google’s Titan chip. Apple described the deployment as ramping toward the complete protections during a summer preview. That announcement establishes the plan and stated direction at that date; it does not establish that the rollout is now complete. Apple’s announcement is at Expanding Private Cloud Compute.

What a reader can reasonably conclude
Apple has published specific PCC commitments about purpose, staff access, and post-response retention, alongside technical mechanisms intended to make deployed software inspectable and reduce operator access. The public materials provide a basis for scrutiny, but the available evidence does not establish a named independent audit verdict confirming or refuting the current claims. Treat the privacy statements as Apple’s design commitments, keep them scoped to PCC, and distinguish them from the separate routing or external-tool steps Apple describes.
