Neither is a universal switch that stops every kind of data collection. Which control to use depends on whether you want to decide about advertising-related tracking, restrict an app’s access to something like your camera, or review when certain resources were used.
What is the core difference?

These are different controls rather than direct equivalents: ATT asks about a particular form of tracking, while Android permissions govern access to protected resources and the Privacy Dashboard gives visibility into selected access. Apple says ATT applies to covered tracking on iOS and iPadOS 14.5 or later. Android features and settings vary by release and device support.
What does App Tracking Transparency actually block?
Apple defines tracking as linking data collected in an app with data from other companies’ apps, websites, or offline properties for targeted advertising or advertising measurement, or sharing data with data brokers. Examples include combining app and website activity to target ads, sharing location data or email lists with a data broker, and giving identifiers to an ad network for retargeting or similar-audience targeting. Apple’s privacy and data-use guidance also says an app may have tracking obligations when a third-party SDK combines its user data with data from other developers for advertising or measurement.
For tracking covered by ATT, an app must request permission using Apple’s framework. A developer must provide a purpose string explaining the request and can check the resulting authorization status. A user can later change the device-level Allow Apps to Request to Track setting, which controls whether apps may ask to track. Apple documents these requirements for covered tracking on iOS and iPadOS 14.5 or later in its App Store privacy guidance and App Tracking Transparency documentation.

Some uses are outside Apple’s ATT definition. Apple says linking data solely on the user’s device without sending identifiable data off-device is not tracking under ATT; specified fraud-prevention, security, and credit-reporting uses are also excluded. So denying an ATT request should not be read as stopping all analytics, first-party data collection, or every data transfer.
How to manage Apple’s tracking choice
Review the device-level request setting
In Settings, open Privacy & Security, then Tracking, and review Allow Apps to Request to Track. Turning this off prevents apps from asking to track through ATT; it is not a blanket ban on every form of app data use.

Review an individual app’s decision
In the same Tracking area, review the listed apps and their tracking permissions. The device-wide request setting and an individual app’s authorization are distinct: the first controls whether apps may request authorization, while ATT permission concerns whether a particular app may perform covered tracking.
Apple’s Human Interface Guidelines say developers cannot offer compensation for permission or withhold functionality or content, or make an app unusable, until a person allows tracking. See the Privacy section of Apple’s Human Interface Guidelines.

What Android permissions and the Privacy Dashboard show
Permissions control access
Android runtime permissions let you grant or deny access to protected data and actions. Android 11 documentation describes one-time permission choices for location, microphone, and camera, plus automatic reset of certain runtime permissions for unused apps. The available choices and behavior depend on Android version and device support; see Android 11’s permission documentation.
The dashboard shows selected recent access
On supported devices running Android 12 or higher, the Privacy Dashboard provides separate timelines for location, camera, and microphone access. Use it to review when those resources were accessed; use the app’s permission settings to change whether it has access. Google’s Privacy Dashboard help page describes the feature. Availability and menu labels can differ by phone maker and software version.

Advertising ID is a separate mechanism
Android’s advertising identifier rules are not the same as the permission dashboard. Google documents that apps targeting Android 13 or later and using the Google Play services advertising ID must declare the AD_ID permission; without it, the identifier is zeroed. This is a developer-facing rule, not a dashboard setting. Details are in Google’s Android 13 behavior changes documentation.
Where to look for more Apple privacy information
ATT is about the authorization decision for Apple-defined tracking. Apple also offers visibility tools that answer different questions. App Privacy Report can show how often apps access certain data and their network activity, while App Store privacy labels describe data types and uses reported for an app. These features complement ATT; neither replaces its tracking authorization decision. Which control should you use?
- Concerned about an app combining your activity with other companies’ data for advertising? Review that app’s ATT choice on Apple devices. ATT is limited to Apple’s definition of tracking.
- Want an app to stop using your camera, microphone, or location? Review and change that app’s permissions in Android settings. On a supported Android 12 or later device, use Privacy Dashboard to inspect selected recent access.
- Want to understand broader app data practices on an Apple device? Check the App Privacy Report and App Store privacy label as additional sources of visibility, not as substitutes for ATT.
Android menu paths and feature availability vary by device maker and Android release, so use your phone’s Settings search if the labels differ.
