Good app modernization starts with the business outcome and the workload—not with a decision to move everything to serverless. Assess the application portfolio, choose a migration path that matches each workload’s constraints, and design for event delivery, concurrency, durable state, and recovery. Then compare the result with explicit baselines and keep improving it after cutover.

Assess the application before choosing its architecture

Modernization is a continuing cycle of assessment, planning, execution, and maintenance, not simply a one-time infrastructure move. Start by understanding what an application does, whom it serves, what depends on it, and what outcome the business expects. AWS recommends evaluating business, functional, technical, and financial significance as part of application readiness; Microsoft advises involving development, operations, security, and architecture teams in cloud modernization.

Microsoft Learn puts the collaboration requirement plainly: “Modernization requires collaboration between development, operations, security, and architecture teams.” (Microsoft Cloud Adoption Framework: Prepare for cloud modernization)

Build an evidence-based view of the workload

Document the current application and its operating context before evaluating target designs. At a minimum, capture:

  • Business importance: the users and processes the application supports, the impact of an outage, and the outcome modernization is meant to improve.
  • Function and data: key workflows, data stores, interfaces, and any requirements for retaining or moving data.
  • Dependencies: upstream and downstream services, shared components, identity systems, network connections, and operational handoffs.
  • Technical condition: known reliability, security, performance, scaling, and maintainability issues, plus constraints that could limit change.
  • Financial and operational context: how the workload is used and supported, what it costs to operate, and which teams will own it after a change.

These are assessment categories, not a claim that every application needs the same questionnaire or architecture. AWS Prescriptive Guidance recommends using an application questionnaire and describes three possible outputs: a roadmap for core applications that records benefits, risks, and dependencies; a target-state blueprint for one or two applications that includes a proof of concept for a minimum viable product; and an action plan for readiness gaps. Prioritize by value, risk, and readiness

Rank candidate workloads by combining business value with technical risk, then check whether the organization and the application are ready for the proposed change. A high-value application with tightly coupled dependencies may need staged work and a proof of concept; a lower-risk workload with a clear benefit may be a better early candidate. This is a decision aid, not a universal scoring formula. Microsoft’s preparation guidance recommends prioritizing workloads using business value and technical risk and using a Well-Architected review to find improvement opportunities (Microsoft Cloud Adoption Framework).

A practical sequence is to define the business outcome, establish a current-state baseline, map dependencies and constraints, assess readiness, rank candidates, and test the proposed approach with a small proof of concept before scaling. This sequence combines vendor guidance; it is not a required methodology prescribed by either provider.

Choose a migration path that fits the workload

Migration strategies differ in how much they change the application and its operating model. A serverless destination is one possible architectural choice, not a required endpoint for every workload. Consider the code changes involved, dependencies, delivery risk, timeline, expected business value, and the team’s ability to operate the result.

Common paths described by Microsoft

Approach What changes When to consider it
Rehost Move the workload without code changes. When moving is the immediate goal and a larger redesign is not yet justified or feasible.
Replatform Make limited changes to use platform services. When a targeted platform change can improve the operating approach without restructuring the application substantially.
Refactor Restructure code to improve qualities such as performance, scalability, or maintainability. When the desired improvement requires changing the application itself and the time, dependencies, and risk are manageable.

These descriptions follow Microsoft’s migration guidance. Its guidance recommends choosing in light of workload complexity, timeline, and the desired degree of change. The categories help frame a decision; they do not guarantee a particular outcome. See Microsoft’s workload migration guidance.

AWS’s seven-strategy taxonomy

AWS uses its own “7 Rs” terminology. The names are useful when discussing AWS migration planning, but should not be treated as perfectly interchangeable with another provider’s categories.

Retire Decommission an application that is no longer needed.
Retain Keep an application in its current environment for now.
Rehost Move the application without redesigning it.
Relocate Move the workload to another environment with limited application change.
Repurchase Replace the application with a different product or service.
Replatform Make limited changes to use a new platform.
Refactor Modernize the application as part of the migration.

AWS’s Migration Lens focuses on rehost, relocate, replatform, and retire, while describing refactoring as modernizing the application during migration. See the AWS Migration Lens for its provider-specific framing.

Design serverless applications for events and failure

Serverless execution changes how a workload runs; it does not remove the need to design for state, load, errors, or operations. AWS’s Serverless Applications Lens recommends concise, single-purpose functions, evaluating designs around concurrent requests, using durable storage for data that must persist, and coordinating multi-step work with state machines rather than chaining function executions in application code. Its serverless design principles also call for event-triggered operations to be idempotent, because delivery can repeat and failures can occur.

Keep function responsibilities clear

Give a function a focused responsibility that can be understood, tested, and operated independently. Review how many requests may run concurrently and what that load means for downstream services. A function that can scale its invocations does not make a database, third-party API, or other dependency unlimited; account for those dependency limits in the design.

Separate durable state from temporary execution resources

Do not rely on local execution resources to survive between invocations. Put data that must persist in an appropriate durable store, and make the ownership and lifecycle of that data explicit. This distinction matters when an application is divided into event-driven components: temporary work belongs to an execution, while durable business state belongs in a storage system designed to retain it.

Make duplicate delivery safe and assign retry ownership

Events and requests may be retried, and the same work may be delivered more than once. Design operations that create business effects—such as recording a payment or provisioning a resource—to be idempotent where possible, so repeating the operation does not unintentionally repeat its effect. Decide which component owns retries, what failures merit a retry, and how repeated failures become visible to operators. Microsoft’s cloud application guidance recommends handling transient faults with appropriate retry strategies; pair that retry policy with idempotency when the operation is event-driven (Microsoft cloud application best practices).

Orchestrate multi-step workflows explicitly

For a process spanning multiple functions or services, make the workflow’s state and transitions explicit rather than embedding a fragile chain of function calls in application code. Define what happens when a step fails, when it is safe to resume, and how partial completion is handled. AWS recommends state-machine orchestration for workflows that need coordination across steps.

Useful architecture-review questions include:

  • Where does durable business state live, and which component owns it?
  • What happens if a request or event is delivered twice?
  • Which component owns retries, and how are repeated failures surfaced?
  • How are multi-step processes coordinated and resumed after failure?
  • What concurrency and downstream limits must the design tolerate?

Compare architecture options against the same criteria

When multiple designs are plausible, evaluate them against the workload’s requirements rather than assuming that a newer architecture is automatically better. Use the same criteria for the current design and each candidate target so that trade-offs are visible.

  • Reliability: failure handling, recovery expectations, and the effect of a dependency outage.
  • Security: identity boundaries, access to data and services, and responsibility for securing each component.
  • Operations: observability, alerting, deployment practices, and clear ownership between teams.
  • Performance: response-time and throughput needs, concurrency behavior, and downstream capacity.
  • Cost: expected usage patterns and the cost of the complete workload, including dependencies and operations.
  • Sustainability: include it when it is a requirement or part of the framework being used.
  • Migration fit: effort, dependency changes, delivery risk, timeline, and time to business value.

Provider frameworks do not use identical sets of pillars. AWS’s Serverless Applications Lens includes sustainability among its six pillars; Microsoft’s Azure Functions guidance maps recommendations to five Azure Well-Architected pillars: reliability, security, cost optimization, operational excellence, and performance efficiency. Treat these as framework-specific review structures, not as a guarantee that a service meets a requirement. Microsoft’s Azure Functions architecture guidance also recommends monitoring function performance and costs.

Set baselines, validate the migration, and keep operating

Before changing a workload, record what acceptable behavior means. Otherwise, “modernized” can describe a completed move without demonstrating whether the application still meets its needs. Microsoft’s migration guidance recommends evaluating the migrated workload against a baseline for functional, performance, security, and cost requirements.

Validate against explicit requirements

  • Functional: confirm that important workflows and integrations behave as required.
  • Performance: compare behavior under representative workload conditions with the baseline and required targets.
  • Security: verify the required identity, access, and protection controls for the new design.
  • Cost: assess actual operating cost against the stated expectation and usage assumptions.

Set the comparison method and acceptance criteria before cutover, and investigate gaps rather than treating deployment completion as proof of success. The specific targets depend on the application; the cited migration guidance does not prescribe universal performance or savings figures. See Microsoft’s migration guidance.

Use production feedback as the next assessment

After release, monitor the signals that show how the workload behaves in operation, including performance and cost. Azure Functions guidance specifically recommends monitoring both. Use production feedback to identify further reliability, security, performance, or cost work, then reassess and plan the next change. Microsoft describes application modernization as a lifecycle that continues through assessment, planning, execution, and maintenance (Microsoft’s application modernization lifecycle).
