AP2 helps verify that an AI agent has authority to pay for a particular checkout. It does not move the money or define a universal way to clear and settle payments. Merchants still need payment credentials, processors and the infrastructure tied to the chosen payment method.

What AP2 does—and what it does not

Google announced the Agent Payments Protocol (AP2) on September 16, 2025, describing it as an open, payment-agnostic protocol developed with payments and technology organizations to support agent-led payments across platforms. The official specification reviewed here identifies itself as AP2 v0.2; protocol documentation can change, so that version label describes the specification cited, not necessarily the latest release. The problem it addresses is authorization and trust: how can a merchant tell whether an agent’s request matches what the user authorized, and how can the payment actors verify that authority? AP2 uses signed mandates and receipts to link authority to a specific checkout and payment. It does not define the catalog, merchant checkout API, or a single payment rail. Google Merchant Center describes the Universal Commerce Protocol (UCP) as standardizing programmatic exchange between agents and merchant backends for journeys such as product discovery and checkout, and lists AP2 as compatible with UCP. How AP2 links authority to a purchase

AP2 distinguishes the authority to buy an assembled checkout from the authority to pay for it. Its mandates are signed artifacts that can be verified by the roles involved.

Checkout Mandate

A Checkout Mandate gives the merchant cryptographic evidence that the shopping agent is authorized to purchase the assembled checkout. The checkout is represented by a merchant-signed object and bound to the mandate, tying the authorization to what the merchant is offering for purchase rather than to a vague instruction to shop.

Payment Mandate

A Payment Mandate gives the credential provider, the payment network where applicable, and the merchant payment processor cryptographic evidence that the agent is authorized to pay for that particular checkout. It is bound to the checkout using a cryptographic hash, helping verifiers check that the payment authorization corresponds to the intended purchase.

Receipts as evidence

Relevant roles can issue signed receipts after accepting or rejecting a checkout or payment mandate. Mandates and receipts preserve verifiable evidence of what the user and each role saw, which may help establish the authorization chain in a later dispute. They are evidence, not a guarantee that every dispute will be resolved in a particular way.

Direct approval and autonomous shopping

AP2 supports both human-present (“direct”) and human-not-present (“autonomous”) flows. The difference is when the user sets the authority and how the agent reaches the final checkout.

Flow What the user authorizes What the agent does What verifiers receive
Direct The user sees and approves the finalized checkout and payment. The agent presents the completed purchase for approval. Closed mandates covering the finalized checkout and payment.
Autonomous The user first approves constraints or goals. The agent builds a checkout and closed mandates within those constraints. Closed mandates; the authorization chain reflects the prior constraints rather than approval of the final checkout at the moment it is assembled.

“Autonomous” therefore does not have to mean unrestricted: authority can be bounded by the user’s approved goals or constraints. In either mode, the verifier receives closed mandates; the difference is how the agent obtained authority to create them.

Why AP2 does not settle the transaction

Authorization answers, “Was this agent allowed to pay for this checkout?” Settlement concerns how funds are carried through the payment method and infrastructure and ultimately reach the merchant. AP2 specifies authorization evidence, verification duties, credentials and receipts; it does not prescribe one clearing-and-settlement mechanism or universal settlement timing.

The AP2 specification describes a merchant using a merchant payment processor to complete a checkout. It also describes a case in which the payment method pushes funds to the merchant, who then confirms receipt. These examples involve payment infrastructure and instruments, not a settlement rail defined by AP2. The distinction also fits a broader layered view of agentic payments. An April 2026 IMF note discusses separate intent/orchestration, control/authorization, and settlement layers. Who does what in an AP2 flow

AP2 assigns functions to a shopping agent, trusted surface, merchant, credential provider, payment network where applicable, and merchant payment processor. These are roles, not necessarily separate companies: an organization may perform more than one function.

For merchants, the implementation guidance describes responsibilities including providing catalog and checkout endpoints, generating a signed checkout object, verifying the Checkout Mandate (or delegating verification), completing checkout with the merchant payment processor using the relevant mandate and payment token, and returning a signed checkout receipt. What AP2 changes for merchants and payment teams

AP2 supplies a way to represent and verify delegated authority, but an implementation still has to fit the surrounding commerce and payments stack. When evaluating an agent-commerce design, identify:

  • Intent and delegation: how the user’s instruction, limits or approval are represented.
  • Binding: how checkout details and payment authority are cryptographically linked.
  • Verification and evidence: which roles verify mandates and issue signed receipts.
  • Commerce interfaces: which protocol and APIs handle product discovery and checkout.
  • Funds movement: which credential, payment instrument, processor and settlement infrastructure carry the payment.

Google’s September 2025 announcement said it was collaborating with more than 60 organizations to help shape agentic payments, naming Adyen, American Express, Coinbase, Etsy, Mastercard, PayPal and Worldpay among its examples.
