Anthropic’s Cyber Verification Program (CVP) is not a standalone security scanner. It is a tiered, application-based route for verified security professionals to use Claude with advanced cyber capabilities and, depending on their tier, fewer safety-classifier interruptions. Compared with other AI cybersecurity tools—and especially OpenAI’s Trusted Access for Cyber—the key differences are eligibility, access tiers, safeguards, deployment options, and the strength of public evidence. The available sources do not establish that one program or model performs better overall.
What Anthropic’s Cyber Verification Program changes
Anthropic announced an expanded CVP on October 6, 2026. It says approved security teams can access Claude Opus 5.5, Claude Sonnet 5.5, Claude Mythos 5.1, and future models through three tiers. Anthropic’s stated aim is to give qualifying defenders access to advanced capabilities with reduced blocking from cyber safety classifiers; ordinary Claude access retains more conservative safeguards. Anthropic’s announcement describes the program as a response to cybersecurity’s dual-use nature: capabilities useful for finding and fixing vulnerabilities can also be misused.
CVP changes access and safeguards; it does not turn Claude into an independent security scanner or replace an organization’s security program. Anthropic says ordinary Claude use is suitable for secure code review, threat modeling, patching known issues, finding vulnerabilities in a user’s own source code, and triaging security alerts. More sensitive work, such as malware analysis or exploit validation, may be interrupted by safety classifiers. Cybersecurity professionals whose work is blocked can apply. Who can apply and how access is granted
Applications go through Anthropic’s Verification Portal. Applicants provide organization and applicant details, describe their security work, and attest to the controls required for the tier they request. An organization applies once, then its administrators assign seats. Independent researchers, maintainers, and bug bounty hunters may apply individually; Anthropic currently limits individual applicants to Tier C. The company says it aims to decide or request more information within seven business days, which is a target rather than a guaranteed turnaround. How CVP compares with other AI cybersecurity tools
The most useful comparison is with other controlled-access programs, not with every product marketed as an AI cybersecurity tool. CVP is a framework for qualifying users to access Claude under tier-specific controls. Other tools may instead be security products or workflows integrated into a vendor’s platform; their product capabilities and access rules are not necessarily comparable.

Axios described OpenAI’s rollout as gradual, with access expanding as verification proceeded. Because that account is secondary reporting from April 2026, it should not be treated as a current operational guide. Axios’s report provides that limited comparison. For either program, compare the current application rules, work permitted, safeguards, and deployment route before deciding which fits a team.

What the comparison does—and does not—show
- Eligibility and verification: Check whether individuals or organizations can apply and what review is required.
- Access and safeguards: Compare which models and capabilities each tier unlocks, and when safety controls may interrupt work.
- Security obligations: Review authentication, credential handling, user limits, monitoring, and incident-response requirements for the relevant tier.
- Deployment: Confirm whether access is available through the provider’s own product, a cloud platform, or an integration—and whether any capabilities are excluded.
- Evidence: Separate vendor-reported outcomes from independent evaluations that compare systems under the same conditions.
Anthropic’s cybersecurity solution page describes workflows across threat modeling, vulnerability discovery, verification, triage, and patching, and names ecosystem partners including CrowdStrike, Microsoft Security, Palo Alto Networks, and SentinelOne. Those descriptions and listings indicate vendor positioning and partnerships; they do not establish equivalent access controls or comparative performance across those offerings. Anthropic’s cybersecurity page also includes a statement by its Head of AI, Anirudh Ravula, about Claude’s performance on complex, agentic workflows. That is a vendor-page testimonial, not an independent comparative finding.
What Anthropic’s published results can prove
Anthropic has published vulnerability counts and a safety evaluation, but they answer different questions. The counts are company-reported discoveries, not an independent measure of how much risk was removed; the model evaluation is a narrow test of task completion and blocking, not a ranking against commercial cybersecurity tools.

- Anthropic says Project Glasswing partners uncovered at least 129,000 verified software vulnerabilities between April and July 2026, based on partial data from 33 partner reports and open-source partnerships. It reports that more than 33,000 were rated critical or high severity and warns the total may be an undercount. The Project Glasswing announcement provides the company’s account.
- Anthropic separately reports finding 5,500 additional verified software vulnerabilities through its own open-source scanning between April and October 2026. This is also a company-reported result, not an independent audit. The announcement describes the scanning effort.
- Anthropic says fewer than half of partners disclosed patch counts, often because fixes were still in progress. The company therefore characterizes the patch rate as undercounted; discovery totals should not be presented as vulnerabilities fixed or risk eliminated. Its published qualifications explain the limitation.
- In Anthropic’s CyScenarioBench evaluation, 46 of 50 tasks were blocked in Defense Access, while 34 of 50 were completed in Red Team Access with no tasks blocked. Anthropic says the Red Team Access completion rate matched its no-safeguards condition. These figures describe that evaluation only, not general performance across cybersecurity tools. Platforms and tier-specific requirements
Anthropic lists the Claude Platform, Google Cloud Vertex AI, and Microsoft Foundry as CVP channels. Amazon Bedrock is limited to customers eligible for Enterprise Frontier Safeguards. The Help Center also describes setup paths for Anthropic products, AWS, Google Cloud, Microsoft Foundry, and third-party apps that support enrollment; third-party platform access does not include Specialized Access. Check the current instructions for the chosen platform because access and setup are not identical across channels. The announcement lists availability, and the Help Center provides setup guidance.
Specialized Access organizations receive in-depth review in collaboration with the US government, according to Anthropic. Existing Project Glasswing members transition to that tier without reapproval for current models. Anthropic’s announcement and Help Center describe this arrangement.

Preparing to meet the security requirements
Requirements depend on the tier and platform. Anthropic lists phishing-resistant MFA methods including a FIDO2/WebAuthn security key, a passkey, or a smartcard/PIV; a physical security key is therefore one option, not a universal purchase requirement. Applicants should check the exact rules for the tier they seek. Anthropic’s security requirements page sets out the current controls.
Anthropic’s stated December 15, 2026 cutoff for Defense Access requires phishing-resistant MFA and disables email magic-link sign-in. The page also addresses credential handling and prohibits long-lived static credentials after that cutoff, subject to specified platform conditions. Red Team Access already has phishing-resistant MFA requirements and additional rules for users, credentials, and workspaces. Because requirements are tier- and platform-specific—and dates can change—use the security page and platform instructions rather than assuming one rule applies to every applicant.
