AWS’s cloud became generally available in January 2026, starting in Brandenburg, Germany. The offer adds European-specific controls and oversight, but it does not by itself establish that every SAP workload is legally compliant or free of jurisdictional risk.
What is the AWS European Sovereign Cloud?
AWS European Sovereign Cloud is a separate AWS cloud environment designed for organizations with European data-residency, operational-control, or governance requirements. AWS says it is physically and logically separate from its other regions and has no critical dependencies on infrastructure outside the EU. It became generally available in January 2026, with its first region in Brandenburg, Germany. AWS announced planned expansion locations in Belgium, the Netherlands, and Portugal; those should be treated as plans, not operating regions, unless their launch is independently confirmed. AWS reported more than 90 services at initial availability. That figure describes the cloud’s launch offering, not the availability of every AWS service or every SAP product. The initial SAP solutions named in the partnership announcement were SAP Business Technology Platform and SAP Cloud ERP.
What did Amazon and SAP announce?
On September 24, 2025, AWS and SAP announced plans to make SAP Sovereign Cloud capabilities available on AWS European Sovereign Cloud. AWS characterized the arrangement as combining SAP’s enterprise-application expertise with AWS infrastructure and operational expertise. The announcement named SAP Business Technology Platform and SAP Cloud ERP as initial solutions; it did not establish that all SAP offerings would be available there. The original announcement forecast a first region in Brandenburg by the end of 2025. AWS’s January 2026 announcement superseded that forecast by saying the cloud had become generally available. The partnership’s stated aim is to give customers another deployment option for SAP workloads when sovereignty requirements shape infrastructure decisions—not to certify a customer’s particular implementation.
How does the European cloud keep data and operations in Europe?
Data, metadata, and service systems
AWS says customer content and customer-created metadata—including roles and permissions—remain within the EU. It also says sovereign identity and access management (IAM), billing, and usage-metering systems are kept within the EU. These are AWS descriptions of the service design; customers should confirm the precise scope in current service documentation and contract terms for the services they plan to use. Governance and operational access
AWS describes a dedicated European governance structure involving a parent company and local German subsidiaries, EU-citizen leadership, and a five-member advisory board with three Amazon employees and two independent members. The governance structure and its independence are AWS’s account of its model, not proof that corporate ownership or all legal jurisdictional questions have been eliminated.
Operational staffing has an important distinction. AWS’s technical blog says it is gradually transitioning the cloud toward operation exclusively by EU citizens located in the EU. During that transition, AWS says the operating team blends EU residents and EU citizens located in the EU. “Resident” and “citizen” are different criteria, and the blog describes the citizenship transition as underway rather than complete. Technical isolation and assurance
AWS describes Nitro-based compute isolation, encryption and key management, separate IAM and billing systems, and an AWS European Sovereign Cloud Sovereignty Reference Framework as elements of its controls. Its technical blog also lists programs and reports including ISO/IEC 27001:2013, SOC 1/2/3, and BSI C5. Certifications and attestations apply within defined scopes and periods; a buyer should review the current reports and scope rather than treating their existence as a blanket compliance finding.
Does the AWS European Sovereign Cloud mean SAP Cloud ERP data stays in the EU?
AWS says customer content and customer-created metadata in the sovereign cloud remain in the EU, and SAP Cloud ERP was one of the initial named offerings for the platform. That supports describing it as an intended deployment option for customers seeking EU data residency. It does not, on its own, settle where every data type associated with a specific SAP service, integration, support workflow, backup, or customer configuration is handled. Confirm the applicable SAP and AWS service terms, architecture, and data flows for the particular deployment.
Data residency is also only one part of sovereignty. A legal or risk assessment may need to consider who can administer and support the service, governance and escalation authority, dependencies outside the jurisdiction, contract protections, applicable law, audit evidence, and the customer’s own configuration and regulatory obligations. Neither the partnership announcement nor AWS’s service descriptions establish legal immunity, EU ownership, or automatic compliance for every workload.

AWS lists SAP among the launch partners and describes partner offerings spanning security, analytics, application development, and industry-specific solutions. That signals an ecosystem around the cloud, not a finding that any particular partner product or implementation is available for every workload. AWS Partner Network

AWS also reported plans to invest more than €7.8 billion in the German cloud, estimated a €17.2 billion contribution to Germany’s GDP, and projected support for about 2,800 full-time-equivalent jobs annually. These are company-reported investment plans and economic estimates, not realized or independently audited outcomes in the launch announcement. AWS has not established through those figures how effectively the service delivers sovereignty for a specific customer.
For SAP teams evaluating a deployment, the practical next step is to validate the details against the workload rather than infer them from the platform label:
- Map customer content, metadata, identity data, logs, backups, integrations, and support interactions.
- Confirm which SAP and AWS services are available in the relevant sovereign region and whether the planned architecture depends on services outside it.
- Review current operator-access controls, governance arrangements, contracts, and audit reports, including their scope and validity.
- Assess the controls against the organization’s own regulatory duties and threat model, with legal and security reviewers where appropriate.
At the January 2026 launch, Lukáš Kintr, director of Czechia’s National Cyber and Information Security Agency (NÚKIB), said the focus on keeping customer content and customer-created metadata in the EU, independent European oversight, EU-resident operational teams, and security controls addressed key needs for organizations seeking additional assurances.
