AI plans are priced by access, consumption, or a combination of both. A per-seat fee can cover platform access while tokens cost extra; a usage-based bill changes with the work performed; and a recurring flat fee does not necessarily mean unlimited use. To estimate what a plan will cost, identify its billable unit, included limits, and rules for usage beyond those limits.

How the main AI pricing models work

These labels describe different parts of a bill, not necessarily mutually exclusive plans. A provider may charge for users and also meter their consumption, or sell credits for specific actions.

Per-seat pricing

A per-seat charge is based on the number of licensed users over a billing period. It can make access costs easier to estimate when the team’s headcount is stable, but the seat fee may not include the AI work those users generate. Anthropic’s Enterprise help page says its seat fee provides access and that token use is billed separately at standard API rates: Anthropic’s explanation of Enterprise usage and costs.

Usage-based pricing

Usage-based pricing charges for a metered unit. Depending on the service, that unit may be input, cached-input, or output tokens; a fixed number of credits per message or task; a generation; or connected minutes. The bill therefore depends on both the amount of work and the rates for the relevant models or features. Flat-rate and subscription pricing

A recurring plan price can help make budgeting predictable, but “flat rate” by itself does not establish that use is unlimited. A subscription may have session windows, other caps, or optional paid usage after a limit is reached. Hybrid pricing

Hybrid plans combine two or more mechanisms: for example, a seat or subscription fee plus token charges, credits, usage caps, or discounts tied to committed spend. Check each component separately rather than assuming one label describes the whole bill.

What current provider examples show

The examples below illustrate billing mechanics, not a market-wide price comparison. AI rates, model availability, plan limits, and agreement terms can change; check the provider’s live rate card and your contract before relying on an exact figure.

Token rates can vary substantially by model and token type

OpenAI’s eligible Enterprise token-based rate card lists USD prices per one million tokens. At the time the page was reviewed, it listed GPT-6 Astra at $10 per million input tokens, $1 per million cached input tokens, and $50 per million output tokens; GPT-6 Luna was listed at $0.10, $0.01, and $0.50 for those same categories, respectively. These are volatile, plan-eligible examples—not general AI prices—and the applicable rate card depends on the customer’s plan or agreement. OpenAI also notes that actual costs vary with model, task size, input/output mix, automations, fast mode, and concurrent instances: OpenAI’s Enterprise token rate-card details.

Enterprise access and consumption can be separate charges

Anthropic’s current Enterprise help page states, “Every token your team consumes is billed separately at standard API rates.” Its documentation says self-serve usage is purchased upfront in shared credits, while sales-assisted usage is billed monthly in arrears. The pricing page gives an example of Enterprise at $20 per seat per month plus usage billed at API rates, billed annually; treat that as a volatile, plan-specific page detail and confirm current terms before budgeting: Anthropic’s pricing page.

Credits may represent actions rather than tokens

On OpenAI’s credit-based business and Enterprise/Edu rate card, some experiences use a fixed credit amount per message, task, generation, or connected minute; other experiences use credits per million input, cached-input, and output tokens. The customer agreement determines which rate card applies, so a credit balance is not meaningful without knowing the action or token rates attached to it. See OpenAI’s credit rate-card explanation.

Commitment discounts exchange flexibility for a term

Google Cloud’s Flexible Savings Plans require a specific monthly spend commitment over a one- or three-year term for discounts on eligible usage. Its documentation states that eligible Gemini Enterprise SKUs receive a 10% discount on a one-year plan or 20% on a three-year plan, subject to exceptions. It also says these commitments cannot be cancelled and that third-party products do not receive the discount. How to compare plans and estimate your bill

Compare plans using your own workload, not a headline seat price or per-token rate in isolation. Model light, typical, and heavy usage so you can see both expected spend and what happens when usage rises.

  1. Name the billable unit. Is the charge per user, input token, cached input token, output token, request, minute, credit, or committed spend? Check whether tools, automation, or agent activity have separate rates.
  2. Separate access from consumption. Determine whether the seat or subscription includes AI usage or only access to the platform. If consumption is separate, estimate it as an additional cost.
  3. Map allowances and limits. Record what is included, whether limits reset, whether usage is pooled across the team, and whether work stops, overages apply, or paid credits become available when a limit is reached.
  4. Build representative workload scenarios. Estimate input and output sizes, model mix, caching, reasoning or fast modes, and concurrent usage for light, typical, and heavy periods. Multiply usage by the relevant rates; token prices alone do not predict a team’s bill.
  5. Check budget and billing controls. Look for user- or organization-level spending caps, usage visibility, prepaid credits, and billing in arrears. These affect how easily you can monitor and manage costs.
  6. Evaluate any commitment. For a committed-spend discount, confirm the term, covered SKUs, spend window, exclusions, and cancellation rules. Compare the discount with the cost and risk of committing if actual usage falls short.

Which pricing model fits your situation?

  • Stable headcount, uncertain workloads: a seat fee may make access predictable, but budget separately for consumption if it is metered.
  • Variable workloads or pay-for-what-you-use needs: usage-based pricing ties the bill to activity, but requires realistic forecasts and attention to model and feature rates.
  • Predictable budget needs: a subscription can simplify forecasting when its included allowance and over-limit behavior match your workload; do not infer unlimited usage from a fixed recurring price.
  • Large, steady, eligible usage: a term commitment may reduce rates, but the discount’s covered services, exclusions, and cancellation rules matter as much as its percentage.
