AI coding tools can help developers change existing code, and one 2026 study found a shorter median completion time on a particular task. That does not establish that AI refactoring is universally faster, or that the resulting code is more maintainable, secure or quicker to deliver across an organization. The evidence points to a conditional answer: outcomes depend on the task, the developer, the codebase and the team’s ability to validate changes.

What AI-powered code refactoring means

Refactoring changes a program’s internal structure with the aim of improving code quality while preserving externally observable behavior. An AI assistant may suggest a local edit; a more autonomous agent may plan and carry out a sequence of repository changes. Either way, the proposal is a change to evaluate, not proof that behavior or quality has been preserved.

The distinction matters because a patch can look cleaner while changing behavior or making another quality attribute worse. Tests, review and security analysis each provide a different check; none should be treated as a substitute for the others.

What the 2026 numbers do—and do not—show

These findings come from different populations and methods. They are useful evidence about reported adoption, a study task, selected commits and particular benchmarks—not a single, comparable measure of AI refactoring quality.

Finding What was measured How to interpret it
54% average AI-generated code share in 2026, compared with 28% in 2025 State of AI 2026 open Web survey; 6,420 respondents answered the code-share question, out of 7,258 total respondents. Respondents’ self-reported share, not an estimate of all code written. The publisher cautions that an AI-focused open survey may have selection bias.

56.1% had a lower Maintainability Index; 42.7% had increased Cyclomatic Complexity MSR 2026 analysis of 403 selected agent commits identified by readability-related keywords. These are outcomes in a selected observational sample, not general failure rates for AI refactoring.
42.4% targeted logic complexity; 24.2% targeted documentation The same MSR 2026 commit sample. The study found more attention to these areas than to surface changes such as naming or formatting.
Roughly twice the security-risk violations in AI-generated code versus human-written code Software Improvement Group (SIG), based on its own 2026 testing. A SIG finding, not a universal rate across languages, tools or organizations.

Other figures in SIG’s 2026 State of Software report have different scopes: SIG says 90% of technology professionals use AI at work; its benchmark/report also says 86% of code falls below its recommended maintainability rating and 71% has a low degree of security controls. SIG estimates €870,000 in annual developer-time savings per system from reducing code-level technical debt. These are SIG’s reported figures and benchmark conclusions, not outcomes from the controlled refactoring study or a guarantee of savings for a particular team.

GitLab and The Harris Poll’s 23 June 2026 AI Accountability Report summary surveyed 1,528 developers and technology buyers across six countries. In that survey, 85% agreed AI had shifted the bottleneck from writing code to reviewing and validating it; 82% thought AI-generated code risked creating technical debt their organization was not prepared to manage; and 43% said they could not reliably distinguish AI-generated from human-written code in their codebase. These are respondents’ views, not audited measurements of every organization.

For wider context, DORA’s 2025 report describes AI as an “amplifier” of organizational strengths and dysfunctions. That framing fits the 2026 results: more generated code or faster task completion alone cannot establish better delivery outcomes.

Why faster code changes may not mean faster delivery

Task time, code quality and organizational delivery are separate outcomes. A developer may finish a bounded change sooner, yet a team can still spend more time understanding, testing, reviewing, securing and maintaining the change. Delivery also depends on work beyond code generation, including whether a change fits the architecture and can be safely released.

  • Task speed: how long it takes to complete a defined change. The 30.7% shorter median in the 2026 study applies to Task 1, not every refactoring task.
  • Code quality: whether the change preserves behavior and improves relevant properties such as maintainability, readability or security. The study results vary by measure, and the MSR sample shows why readability intent is not enough to establish improvement.
  • Delivery outcomes: whether the organization can review, validate and release changes effectively. GitLab’s survey suggests many respondents perceive review and validation as a bottleneck, even as AI makes code production easier.

A useful evaluation therefore tracks these outcomes separately. Measure time to a reviewed, accepted change—not just time to a generated patch—and assess quality with criteria appropriate to the codebase.

Which kinds of refactoring tools to compare

There is no supported current vendor ranking in these findings. Compare workflows and capabilities rather than assuming that a product category or a vendor’s claims establish safe output.

For any category, compare repository context, ease of diff inspection, test execution, traceability, governance, security checks and fit with existing review processes. Verify current pricing, usage caps, supported models, language support and enterprise terms directly with the vendor: those details vary and are not established here.

A practical workflow for AI-assisted refactoring

  1. Define the boundary. Write down the intended structural change and the externally observable behavior that must remain unchanged. Keep the task narrow enough that reviewers can tell whether the proposed work stayed in scope.
  2. Set a baseline. Identify relevant tests, quality checks and project conventions before asking an assistant or agent to edit. Record which checks are available and any known gaps.
  3. Choose the level of autonomy deliberately. Use inline suggestions or a conversational workflow for changes that benefit from close developer control; use an agent for multi-step work only when the team can inspect its plan and resulting changes.
  4. Inspect the complete diff. Check for scope drift, unintended behavior changes, unnecessary edits and effects on complexity or maintainability. Do not treat cleaner comments, fewer lines or a persuasive explanation as evidence of better code.
  5. Validate independently. Run the relevant tests and the team’s normal quality and security checks. Tests can reveal behavior regressions but do not prove every non-functional property; preserve human review and security analysis.
  6. Keep provenance and ownership clear. Record AI assistance where the organization’s process requires it, the purpose of the change and the accountable developer or reviewer. The need is practical as well as administrative: GitLab’s 2026 survey found many respondents could not reliably identify AI-written code in their codebase.
  7. Evaluate outcomes over time. Compare task time, review effort, defect or rework signals and maintainability measures separately. Use representative work from your own repository rather than extrapolating a study-task result or another organization’s survey response.

Risks and safeguards to prioritize

Behavior changes disguised as structural cleanup

Refactoring has a behavior-preservation goal, so test coverage should target the affected behavior and reviewers should check that the patch stays within the agreed scope. Passing tests is useful evidence, not a guarantee that every behavior or security property is unchanged.

Readability intent mistaken for quality improvement

The MSR 2026 study found lower Maintainability Index in 56.1% of its selected readability-related commits and increased Cyclomatic Complexity in 42.7%. Those percentages should not be generalized beyond that sample, but they are a warning against judging a change by its stated purpose or surface appearance alone.

Review capacity and traceability falling behind generation

GitLab’s survey responses point to a review bottleneck and concerns about technical debt and provenance. Set review expectations before expanding use: changes still need an accountable owner, a comprehensible diff and an agreed validation path.

Security treated as an assumed tool capability

SIG’s 2026 testing reported roughly twice the security-risk violations for AI-generated code compared with human-written code. That result is specific to SIG’s testing; it does not predict an individual team’s rate. Treat security analysis as part of the team’s existing validation process rather than assuming generated code is safe.

Public-sector guidance from eu-LISA’s 9 July 2026 report recommends monitoring technological developments, regularly evaluating AI tools and ensuring sufficient resources to review generated code. It is guidance, not a universal regulation or a guarantee that one workflow will be safe.

How to decide whether AI refactoring fits your team

  • Start with a bounded use case: choose a change whose intended behavior and acceptance criteria can be made explicit.
  • Check review readiness: make sure the team has capacity to understand and validate generated diffs, not just produce more of them.
  • Match autonomy to oversight: greater ability to make multi-step repository changes calls for clear limits, traceability and human accountability.
  • Use evidence from your codebase: track reviewed outcomes and quality signals alongside speed; do not treat survey adoption or a single study result as a forecast for your team.
  • Reassess regularly: tool capabilities and organizational needs change, so evaluate whether the workflow continues to meet quality, security and governance expectations.
