AI penetration testing is not one single method. It can mean a human tester using AI for selected tasks, software automating specific steps, or an agent trying to carry out a multi-step assessment. Traditional penetration testing is an authorized, scoped attempt to find ways to defeat security controls. Which approach fits depends on the objective, the systems in scope, and how much human oversight and evidence the engagement requires. The cited standards and industry research do not establish a controlled, like-for-like benchmark proving that either approach is generally more accurate, comprehensive, or cheaper.

What does “AI penetration testing” mean?

The phrase covers different operating models, with different levels of autonomy. It is useful to identify which one a service or tool actually offers before comparing it with a traditional engagement.

AI-assisted human testing

A qualified tester uses AI for tasks such as summarizing information, analyzing data, drafting reports, or supporting selected reconnaissance and enumeration work. The tester remains responsible for validating results and deciding what to investigate.

Automated testing of selected steps

A tool performs specific tasks—such as scanning or enumeration—within a defined workflow. Automation can make those steps repeatable, but it does not by itself mean the tool can independently understand a target or complete an end-to-end penetration test.

Autonomous or agent-based testing

An agent attempts to plan and execute multiple steps, potentially adapting as it encounters new information. The greater its ability to act without approval, the more important explicit scope limits, stopping conditions, monitoring, and accountability become. The OWASP Autonomous Penetration Testing Standard (APTS) is a governance reference for these controls, not a testing methodology or certification of a particular platform.

Testing an AI system is a separate objective

AI penetration testing describes how AI may assist with security testing. AI security testing means assessing an AI model or application itself. That work adds risks and attack scenarios specific to AI, and can be part of a broader security assessment rather than a replacement for conventional testing.

How does AI-enabled testing compare with traditional testing?

Traditional penetration testing is an authorized, constrained effort to identify ways to circumvent security features. NIST’s penetration-testing glossary includes definitions focused on attempts to defeat security features and on evaluators mimicking real-world attacks. NIST’s definition also recognizes that a test may look for combinations of weaknesses that enable more access than any single flaw.

The table compares operating characteristics, not measured performance. A human-led engagement can use automation, and an AI-enabled workflow can still depend heavily on a human tester.

Requires explicit scope enforcement, safe autonomy, stopping conditions, and oversight proportionate to its ability to act.
Data handling Assessment data is handled under the engagement’s agreed procedures. Sending sensitive material to an external AI service can create additional exposure; data controls should be checked. Data access and retention controls must account for information the agent can access, process, or pass to connected tools.
Suitable settings Useful when the assessment requires human judgment, evidence review, or controlled work in sensitive environments. Can support bounded tasks when a qualified person can validate the output. Consider only where the organization can enforce limits, monitor activity, retain audit evidence, and assign responsibility.

These are differences in method and governance, not a ranking. Human-led testing is not automatically complete or error-free, while adding AI does not guarantee broader coverage, better findings, or lower cost.

Where is AI currently used in professional penetration testing?

CREST reports that AI use among the cybersecurity providers it surveyed is concentrated in assistive work: reporting, summarization, data analysis, reconnaissance, enumeration, and configuration review. It also describes practitioners as cautious about relying on AI for core testing in production and high-assurance environments. These are findings and observations attributed to CREST, not proof that every tool performs those tasks reliably. See CREST’s research summary.

CREST reports that 69% of 62 surveyed cybersecurity providers across 19 countries used AI in penetration-testing workflows, and that 76% increased their use over the previous year. The page does not state the research publication year; these sample findings should not be read as a census of the industry.

A separate CREST page reports that 47% of organisations use AI for reporting, 44% for vulnerability scanning and enumeration, and 9% for autonomous, agent-based testing. The displayed summary does not state the publication year or the denominator for these percentages, so they are best read as reported figures with those limits, not as current industry-wide rates. When should you use each approach?

Choose AI assistance for bounded, reviewable tasks

AI assistance may suit high-volume information handling, draft summaries, report preparation, or selected reconnaissance and enumeration work when a qualified tester can check the output against evidence. Treat suggestions as leads to verify, not confirmed vulnerabilities.

Use human-led testing when judgment and assurance matter

A human-led engagement is a sensible fit when the objective involves context-dependent behavior, relationships between weaknesses, sensitive production systems, or high-assurance requirements. The work should still have a defined scope and documented evidence; human involvement alone does not guarantee completeness.

Consider autonomy only with governance matched to its capabilities

Before allowing an agent to act across multiple steps, establish written authorization, technical scope enforcement, allowed actions, approval points, monitoring, auditability, and a way to stop or contain the test. OWASP’s APTS overview lists 173 tier-required requirements across eight domains and three compliance tiers in the project overview displayed in 2026; the standard may evolve, and the overview does not certify an individual platform.

What risks does AI add to a penetration test?

AI can reduce effort on some tasks, but it can also make results harder to assess. CREST identifies concerns including variable output quality, limited explainability, false confidence, hallucinations, validation effort, inadequate documentation, weak audit trails, unclear liability, and data handling by external models. These are CREST’s reported concerns, not a claim that every AI tool exhibits them to the same degree.

The NIST AI Risk Management Framework discussion of AI risks highlights issues such as data quality and context, drift, opacity, difficult-to-predict failure modes, privacy, and challenges in deciding what to test. In a penetration-testing workflow, these risks make it important to keep a traceable link between an output, the evidence that supports it, and the person responsible for accepting or rejecting the finding.

How should you govern an AI-enabled test?

Before testing begins, agree on the scope and controls with the system owner. The following checklist translates the governance concerns raised by OWASP APTS and NIST into practical engagement questions; it does not guarantee a safe assessment on its own.

  • Authorized targets: Which domains, systems, accounts, environments, and data are in scope? Which are explicitly excluded?
  • Permitted actions: What testing activities are allowed, and which actions require prior approval?
  • Stopping and escalation: What conditions require the tool or tester to stop, pause, or contact an approver?
  • Human oversight: Which decisions require review, and who can approve or halt activity?
  • Data exposure: What sensitive information may the system access or transmit? Is use of an external model allowed, and under what data-handling terms?
  • Logging and evidence: Can the organization retain a useful record of prompts or instructions, tool actions, approvals, outputs, and supporting evidence?
  • Reporting and responsibility: Who validates findings, signs the final report, and is accountable for actions taken by the tool?

For an AI application under test, also map the data it uses, relevant training or retrieval pipelines, connected tools, trust boundaries, and deployment context. OWASP AI Exchange describes an AI security-testing process that includes setting objectives and scope, understanding the model and deployment, identifying threats, developing attack scenarios, performing manual or automated testing, assessing risk, mitigating issues, and retesting. Its AI testing guidance distinguishes this work from conventional penetration testing and model-performance validation.

What should you test when the target is an AI system?

Conventional security tests remain relevant, but AI systems introduce additional attack surfaces and failure modes. OWASP AI Exchange names scenarios including evasion, model exfiltration, poisoning, prompt injection, sensitive-data disclosure, and insecure output handling. For agentic systems, examine how tools and persistent state can be manipulated or misused.

Set tests around the actual system boundary: the model, application, data sources, retrieval components, connected tools, and deployment environment. A model-performance check alone does not establish that the application is secure, and a conventional infrastructure test may not cover attacks aimed at prompts, outputs, or agent behavior.

Will AI replace penetration testers?

The available CREST account describes current professional practice as primarily human-led and AI-supported, with caution around core testing in production and high-assurance settings. AI can support particular tasks, but an organization still needs people to define authorization, interpret context, validate evidence, judge impact, and take responsibility for the final findings. The right question is therefore less whether AI replaces a tester and more which actions can be safely delegated, under what controls, and with what level of human review.
