A proposal to moderate some AI development does not, on its own, show that companies are adopting AI more slowly.
What does “pacing” mean in AI policy?
The AI Policy Institute describes pacing as allowing AI progress to continue while putting mechanisms in place to slow its rate if it becomes too fast. That is the Institute’s policy framing, not a universal technical definition, and proposals described as “pacing” may differ in what they would govern or how they would work. (AI Policy Institute)
The term concerns the rate or conditions of AI progress. Adoption statistics, by contrast, ask whether businesses or public agencies use AI. Those are related policy questions, but one measure cannot stand in for the other.
Is business AI adoption actually slowing?
There is no useful answer without specifying the comparison: slower than expectations, slower than a previous period, or slower than another country or industry? The population, dates, and definition of AI use matter too.

A July 2026 analysis by the U.S. Bureau of Economic Analysis, using Census Bureau Business Trends and Outlook Survey data from 2023–2026, found that business adoption was initially slower than expected, briefly faster than expected, and more recently closer to expectations. That pattern is more precise than calling adoption simply “slow.” The paper also found that the relationship between firms’ stated motivations for AI use and outcomes was murky; adoption alone does not establish productivity gains. Why AI adoption figures can appear to conflict
Rates depend on what counts as AI, who is being counted, and how the survey asks the question. A firm-weighted rate gives each firm equal weight; an employment-weighted rate gives more weight to firms with more workers. Neither is inherently the “real” rate: they answer different questions.

The two Census studies are not a clean trend line. The earlier study measured a specified set of technologies using 2018 data; the newer study examined AI use in business functions in a different survey period and with different measures. The older technology set also predates today’s generative-AI survey measures. (2018 Annual Business Survey analysis; 2025–2026 AI diffusion analysis)
Using AI is not the same as integrating it deeply
“Adoption” can refer to several layers: whether a firm uses AI at all, how many business functions use it, and whether individual workers use AI for particular tasks. A firm may report formal AI use without workers using it for a task captured by a survey, or workers may use AI for tasks without the firm reporting formal adoption.

The April 2026 Census working paper examines these layers separately. Among firms that had adopted AI, 57% used it in three or fewer business functions. That finding illustrates why a yes-or-no adoption rate says little about how broadly AI is embedded in operations. (U.S. Census Bureau)
A UK government plan for the digital and technologies sector likewise distinguishes headline adoption from depth of use. Its author, Katie Gallagher OBE, writes that “depth of integration, not headline adoption, drives productivity.” This is the report’s stated position, not a universal causal finding. Can AI safeguards and adoption move forward together?
Yes. A policy can aim to manage risks while still enabling adoption. Australia’s Policy for the Responsible Use of AI in Government says its framework is intended to enable accelerated and sustainable agency adoption and to evolve with technology and governance maturity. That describes the policy’s aim; it does not prove that the framework has made adoption faster. (Australian Government AI policy, version 2.0)
Governance can involve practical requirements. The U.S. Government Accountability Office’s framework for AI accountability centers on governance, data, performance, and monitoring, and discusses responsibilities and oversight challenges. It does not establish that accountability work necessarily slows deployment. The effect of a specific requirement depends on its design and context; the evidence here does not support a universal claim that governance either accelerates or delays adoption. Policy Horizons Canada’s 2025 foresight report frames one concern as technological development potentially outpacing decision makers. That is a policy concern about the pace of change, not a measurement of how quickly businesses adopt AI. (Policy Horizons Canada)

How to read a claim that AI adoption is “slow”
- Check the population and geography. A finding about U.S. firms cannot automatically describe UK businesses or government agencies.
- Check the dates. A paper’s publication date may differ from the period when it surveyed organizations.
- Check the definition. “AI” may mean a named set of technologies, any business-function use, or a specific worker task.
- Check the denominator. Firm-weighted and employment-weighted rates describe different things.
- Check the layer and outcome. Firm use, functional integration, task use, productivity, revenue, and employment are distinct measures.
