An organization is AI mature when it can turn promising experiments into repeatable, measurable and trustworthy results. Curiosity generates ideas; strategy, governance, sound data, engineering, skills and clear ownership help determine which ideas should scale—and whether they keep working once they do.

What does AI maturity mean in practice?

AI maturity is not the number of tools an organization has bought, pilots it has launched or employees it has trained. It is the connected ability to choose valuable uses, manage risks, build the capabilities to deliver them, and show that they produce durable outcomes.

That makes maturity a system rather than a single score. Gartner’s enterprise model, published 20 November 2024, spans strategy; use cases and products; governance; engineering; data; ecosystems and operating models; and people and culture. The categories reinforce one another: a high-value use case can stall if the data is unsuitable, while a technically capable team can still create risk without clear decision rights and oversight.

Control should make experimentation safer and more informative, not prevent it. A useful control gives teams boundaries, review points and evidence requirements proportionate to a use case’s impact. Within those boundaries, teams can learn quickly; when evidence shows a use case is valuable and manageable, the organization has a path to scale it.

How can you assess your organization’s AI maturity?

Use the following seven-area lens as a practical self-assessment, not as a standardized scoring model. For each area, record what is actually in place, point to evidence, name the owner and identify the gap between today’s state and the state needed for the organization’s priorities.

Strategy and value Are AI priorities tied to business or public-service goals? Is there a reason to choose one use case over another? Approved priorities, use-case briefs, expected outcomes, baselines and decisions to stop or continue work.
Governance and risk Who can approve, pause or retire an AI use? Are risks reviewed before deployment and when the system changes? Named decision-makers, documented risk reviews, escalation routes, controls, and evidence that required controls are enforced.
Data Is the data suitable for the task, lawfully and appropriately handled, and maintained well enough to support the intended result? Data ownership, quality checks, access rules, provenance where needed, and documented limitations.
Engineering and infrastructure Can teams build, integrate, test, monitor and maintain AI systems in the organization’s environment? Technical standards, testing and monitoring practices, deployment records, security reviews, and support or rollback plans.
People and culture Do decision-makers and delivery teams understand both AI’s possibilities and its limits? Can staff raise concerns? Role-relevant training, clear responsibilities, expert access and routes for staff feedback or escalation.
Operating model and ecosystem How do business, technical, legal, security and risk teams work together? Which outside providers or partners are involved? Cross-functional ownership, procurement and partner checks, defined handoffs, and accountability for third-party dependencies.
Scaling evidence Does a pilot have a path to production, ongoing oversight and a decision about whether it should continue? Outcome measures compared with a baseline, operating ownership, monitoring results, maintenance plans and decisions to scale, change or stop.

A useful assessment distinguishes a stated policy from a working capability. For example, a governance document is evidence of intent; records showing that teams apply its review requirements and resolve exceptions are evidence of operation. The same distinction applies to claimed benefits: a forecast is not proof of an outcome.

Turn the assessment into a roadmap

Do not assume that every area should receive the same target or investment. Set targets based on the organization’s aims, sector obligations and the consequences of each use case. A low-impact internal assistant and a system that affects access to essential services may call for very different evidence and oversight.

For each gap, record its consequence, the action needed, the accountable owner, the evidence that will show it is closed, and the dependency or funding required. Prioritize gaps that block a valuable use case or leave a material risk without an effective control. This makes the assessment useful for decisions rather than a scorecard to file away.

Which AI maturity frameworks fit which organizations?

These approaches serve different purposes and set different expectations for assessment. They are not interchangeable certifications, and the available descriptions do not establish a common scoring scale across them.

OECD’s trustworthy AI framework Organizations and public institutions considering adoption alongside trustworthy and responsible use. Three pillars—“enablers, guardrails and engagement”—combining capability building, risk controls, and participation by citizens and civil servants. Enablers include governance, data, infrastructure, skills, investment, procurement and partnerships. The framework is informed by analysis of 200 AI use cases, according to the OECD’s 18 September 2025 publication. The available description does not specify a universal scoring instrument or mandatory evidence checklist.

Choose an approach based on the question you need to answer. An enterprise-wide view can expose cross-functional capability gaps; a government model can help an agency define its current and desired program maturity; a trustworthy-AI lens can bring enabling conditions, safeguards and participation into the assessment. An organization may use more than one lens, but should map overlaps and keep ownership and evidence requirements clear.

What separates a pilot from AI maturity?

A pilot demonstrates that a team can try an idea. Maturity requires the organization to decide whether the idea merits continued use, support it in the operating environment, monitor its results and risks, and respond when conditions change. The handoff from experiment to routine operation is therefore a test of the whole system, not just the model or application.

Durability is one signal worth examining. Gartner reported on 30 June 2025 that 45% of high-maturity organizations kept AI projects operational for at least three years; the survey was conducted in Q4 2024. In that report, survey scores averaged 4.2–4.5 for high-maturity organizations and 1.6–2.2 for low-maturity organizations. Those figures describe survey findings, not a guarantee that any one project will succeed or a universal threshold for maturity.

Governance also needs to work in practice. The American Arbitration Association reported in 2026 that 60% of extensive AI users had an actively enforced governance framework, compared with 5% of moderate users and 1% of limited users. The figures are reported associations, not proof that governance enforcement alone causes heavier or more successful AI use. They do underscore why written rules and enforced rules should be assessed separately.

Leadership is another part of the operating system. IMD’s 2025 AI Maturity Index, based on a study of 300 global companies, identified five forces aligned in leading companies: committed leadership, responsible governance, cross-functional talent, ecosystem ties and outcome-focused scaling. A maturity review should therefore ask whether leaders make trade-offs and resource decisions across these areas, rather than treating AI as a collection of isolated technical projects.

How can you govern AI without killing innovation?

Make governance a route through which ideas can progress, with the depth of review matched to the potential consequences. Set clear entry criteria for experiments, require stronger checks when a use case has greater impact, and specify what evidence is needed before deployment and during operation. This gives teams room to explore while making responsibilities and escalation paths visible.

  • Set boundaries before experimentation. Define acceptable data use, access, security and human responsibilities for the experiment.
  • Use risk to determine review depth. Require more scrutiny when a use case could materially affect people, sensitive information or essential services than for a bounded, low-impact test.
  • Make decision rights explicit. Identify who sponsors the use case, who reviews its risks, who accepts residual risk, and who can pause or retire it.
  • Require evidence at transition points. Before scaling, check that the intended outcome is measured, the system can be supported, and relevant risks have controls and owners.
  • Keep oversight active. Assign responsibility for monitoring results and handling incidents or material changes after deployment.
  • Make learning part of governance. Capture feedback, exceptions and decisions so that controls can be improved without imposing the same burden on every experiment.

The aim is not to eliminate uncertainty from early exploration. It is to keep uncertainty visible, contain avoidable harm, and make the evidence needed for a scale decision clear before teams invest in production use.

What should you do in the next 90 days?

A 90-day review can produce an actionable first roadmap without pretending to complete an organization-wide transformation. Sequence the work so that decisions about risk, ownership and value inform the investment plan.

  1. Inventory use cases. Collect pilots, production systems and planned applications in one register. Record their purpose, users, sponsor, stage and any external provider involved.
  2. Assign risk and ownership. For each use case, identify accountable business and technical owners, the people or processes it may affect, and a proportionate review path.
  3. Baseline data and infrastructure. Document the data dependencies, access and quality issues, technical environment, integrations, security needs and support arrangements.
  4. Define outcome measures. Set a baseline and specify how the organization will tell whether the use case achieves its intended result. Include measures relevant to reliability and risk, not only anticipated benefit.
  5. Run a gap review. Assess the seven areas against the use cases and organizational priorities. Record missing capabilities, evidence, owners and dependencies rather than relying on an unexplained aggregate score.
  6. Fund the highest-value controls. Prioritize actions that address material exposure or unblock valuable work, assign owners and deadlines, and establish when progress and operating evidence will be reviewed.

The result should be a short, owned plan connecting use-case decisions to capabilities and controls. As evidence accumulates, revise priorities: scale what performs responsibly, improve what has a credible path to value, and stop work that cannot justify its risk or investment.
