Google’s experience shows the gap between finding a possible vulnerability and proving it is real: reports can be generated quickly, but validating them still requires reproducible evidence, security context and human judgment. In October 2026, Google paused product-vulnerability submissions to its Open Source Software Vulnerability Reward Program (OSS VRP); separately, its Chrome team said Chrome VRP report volume in 2026 had already surpassed all of 2025 by March. Those are different programs and developments—not evidence that Google has closed every bug bounty program or that every AI-assisted report is invalid.
What Google paused—and what it did not
Effective October 1, 2026, Google stopped accepting product-vulnerability submissions to its OSS VRP. In a statement reported by ITPro, Google attributed the pause to “a significant rise in automated submissions, the vast majority of which are not valid.” The pause is expected to last at least through the end of Q1 2027, when Google said it would provide an update. ITPro’s report also says some product-vulnerability reports may still be accepted through Cloud VRP; Google directed researchers to other VRP programs or its Patch Rewards Program.
The scope matters: this is a pause on a specific submission category in the open-source program, not a blanket shutdown of Google vulnerability rewards. Google’s announcement describes the submissions as automated; its separate OSS VRP rule update names AI-generated reports as one source of quality problems. Automated and AI-written are not interchangeable descriptions, and neither means that every such report is wrong.
Why more reports create a verification bottleneck
A vulnerability claim is not useful to a product team just because it sounds plausible. Someone must determine whether the report describes a security flaw, whether its proof of concept works on affected versions, whether an attacker can reach the relevant code, and whether the issue has meaningful impact under the project’s security model. Reports may also be spam, duplicates or based on trigger conditions that do not exist.

Google’s Chrome Security Team describes a triage process that illustrates the work involved:
- Screen the report: filter spam and duplicates, and check that it describes a Chrome security vulnerability.
- Test the claim: run proof-of-concept reports against relevant browser and operating-system versions, then attach useful details such as stack traces.
- Enrich the finding: add metadata, including when the bug was introduced and its severity.
- Route it: send the issue to the appropriate component and human owner.
The Chrome team said historical manual triage took “5 to 30 or more minutes” per report. It estimates that its newer automated approach saves hundreds of developer hours per month, while noting that the savings are difficult to measure precisely. These figures describe Google’s Chrome process, not a universal triage rate or the OSS VRP pause. Google’s July 30, 2026 account of Chrome security work also says Chrome VRP report volume rose gradually early that year and had exceeded the full 2025 total by March. Google responded by adjusting the program to prioritize reports that add to its internal discoveries and are easier for automated pipelines to process.

What can make a report invalid or low-value
Google’s OSS VRP rule update distinguishes a coding defect from a reward-worthy security vulnerability. A report can identify a genuine coding error and still fail to demonstrate a meaningful security impact. It may rely on a hallucinated trigger condition, or describe code that an attacker cannot reach. Google says it raised evidence expectations for some tiers and changed reward eligibility for certain lower-tier findings. The OSS VRP rule update provides the program-specific details.
That is why “AI-generated” should not be treated as a synonym for “invalid.” The relevant question is whether the evidence holds up: can the issue be reproduced, does it violate the target’s security assumptions, and does it create a real attack path? Google Product Security engineer Michał Bentkowski described the challenge as distinguishing “a genuine, exploitable flaw from a convincing hallucination,” which can add work for product teams instead of reducing it.

How Google is using automation to check findings
Google’s response is not simply to ask people to review more reports manually. Its Chrome triage pipeline automates screening, testing, enrichment and routing. A separate internal Product Security system, PageBreak, uses specialized validators to execute suspected attack payloads in a running environment instead of forwarding every hypothesis to product teams.
Google reports that PageBreak found more than 500 cross-site scripting (XSS) vulnerabilities across first-party web applications. In a September 4, 2026 update, Google said its scanner found only two XSS vulnerabilities across hundreds of applications using its high-assurance web frameworks; it said those cases were limited to internal applications or debug endpoints with hardening gaps. These are Google’s reported results, not an independent evaluation of the system. Google’s PageBreak account also makes an important limitation clear: validators do not cover every vulnerability type or complex scenario, so they can miss real flaws. Google says unverified candidates are used to seed later scans or improve validators, rather than being sent to product teams as confirmed findings.

How to verify an AI-assisted report before submitting it
For a researcher, the practical standard is not whether a model produced a plausible explanation. It is whether the report gives the program enough evidence to independently confirm the issue and understand its risk.
- Reproduce it on an affected version. Include the exact version, configuration and steps needed to trigger the behavior. Keep the proof of concept minimal and repeatable.
- Show the security impact. Explain what an attacker can do, under what conditions, and why that violates the target’s security model. A crash or unexpected result alone may not establish a security vulnerability.
- Establish reachability. Identify how attacker-controlled input reaches the vulnerable code path. If the path requires privileged access, a debug setting or an unavailable configuration, state that clearly.
- Check novelty and scope. Look for known issues or duplicates, and confirm that the affected product and vulnerability category are currently eligible under the specific program. Program policies can change.
- Separate observation from inference. Label what you directly reproduced versus what you suspect. Remove unsupported claims, invented trigger conditions and conclusions the proof of concept does not establish.
Submitting a shorter, reproducible report is more useful than submitting several speculative variants. Before filing, read the current program rules and include enough detail for a reviewer to rerun the test without relying on the model’s account of what happened.

Why this is a broader security-process problem
AI can lower the cost of generating candidate findings, but it does not automatically lower the cost of establishing that those findings are exploitable, in scope and new. The same is true of automated scanners: they can help teams process volume and validate common cases, but their coverage has limits. Google’s examples point to a shift in the bottleneck—from producing hypotheses toward proving, prioritizing and routing the ones that matter.
The available figures describe Google’s own programs and systems. They do not establish a general false-report rate across the security industry, and Chrome’s report-volume trend should not be read as a measurement of OSS VRP submissions.
