AI infrastructure is only as reliable as the full chain that supports it: grid connections, power distribution, cooling, storage, equipment supply, commissioning, and skilled operations as well as the servers themselves. As rack densities and electricity demand rise, operators need to assess how those dependencies behave together—and what happens when one is delayed, constrained, or unavailable.
Why does AI infrastructure reliability extend beyond the rack?
A server rack depends on a facility to deliver usable power and remove heat; the facility, in turn, depends on equipment, energy supplies, grid access, maintenance, and people. A weakness at any link can limit the service delivered by the compute inside the rack. Redundancy within the server or facility cannot, by itself, resolve every upstream constraint, such as a delayed grid connection or unavailable replacement equipment.
The scale and pace of AI growth make those dependencies more consequential. In its 2026 analysis, the International Energy Agency (IEA) projects global data-center electricity consumption to rise from 485 TWh in 2025 to 950 TWh in 2030, or around 3% of global electricity demand in 2030. It projects electricity consumption at AI-focused data centers to triple between 2025 and 2030. These are global outlook figures, not measurements of demand at a particular site.
The IEA also says AI-server power density increased 11-fold from 2020 to 2025 and projects a further fourfold increase by 2027. It compares the peak power demand of a future advanced rack with the electricity use of 65 households. That is an illustrative comparison for an advanced rack—not a load estimate for every rack or facility.

As the IEA puts it in Key Questions on Energy and AI, “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.” Reliability planning has to account for that gap between fast-changing compute requirements and the slower processes of connecting, equipping, and operating facilities.
Which dependencies should operators assess?
Grid connection and regional adequacy
A site needs more than a planned connection: planners must understand when power will be available, whether the regional system can supply it under relevant conditions, and how regional constraints could affect the site. Grid connection delays can disrupt schedules, while a high-level peak-demand check alone may not describe the frequency, magnitude, or duration of possible shortfalls.
The U.S. Department of Energy (DOE) made this point in its July 2025 grid reliability analysis. The DOE described a U.S. scenario in which 104 GW of firm generation retires by 2030 without timely replacement. Its accounting also refers to 209 GW of replacement generation by 2030, including 22 GW of firm baseload. Under the modeled scenario, annual outage hours could exceed 800, compared with single-digit hours. Those figures reflect the DOE’s scenario and agency framing, not an uncontested forecast or a global outlook. The analysis highlights the importance of assessing outage frequency, magnitude, and duration, as well as regional interdependence, rather than relying only on peak-hour tests.

Electrical distribution and rack load
Facility power systems must deliver electricity from the incoming supply through distribution equipment to the IT load. Higher rack density makes the capacity and configuration of that path more important. Operators should check that plans address the intended rack loads and can accommodate rapid load changes, rather than treating the rack’s rated or expected demand as the only relevant value.
Cooling and heat removal
Power delivered to IT equipment becomes heat that the facility must remove. Cooling architecture therefore belongs in the same reliability assessment as electrical capacity: a power plan that supports a dense rack is incomplete if heat removal cannot support it. The Telecommunications Industry Association (TIA) says its proposed AI addendum to ANSI/TIA-942-C is intended to address high-density cabling, cooling, and electrical systems, including liquid cooling.
Storage, fuel, and on-site generation
AI training and model use can produce large, rapid swings in power demand, according to the IEA. Storage is one possible way to help manage those changes. The IEA estimates that 20–25 GW of battery storage could be installed in data centers globally by 2030; it says that storage could also provide grid value if incentives support it. This is a potential deployment estimate, not a commitment or a guarantee that storage at any given site will be available for a particular service.

On-site generation can be another part of a supply strategy, but it does not automatically remove timing or reliability risks. For on-site natural-gas generation serving critical, variable data-center load, the IEA says reliable supply would require generation capacity 30%–70% above demand. It also points to turbine shortages, so building generation on site is not necessarily faster than securing grid power. Fuel access, equipment availability, regulation, delivery schedules, and cost all need site-specific assessment.
Equipment, supply chains, and people
Power and cooling systems rely on components that must be available, installed, tested, maintained, and replaceable. The IEA identifies energy-equipment bottlenecks and supply-chain concentration as constraints. TIA’s announcement also emphasizes the risk of quality problems cascading through integrated supply chains. Meanwhile, Uptime Institute’s 2026 survey summary says more than half of respondents have difficulty finding qualified candidates. A design that depends on equipment or expertise that cannot be obtained when needed may be difficult to operate or recover, even if its planned capacity looks adequate.

How should operators compare power and resilience options?
No single supply choice is best for every site. Compare options against local grid timing and resource adequacy, the facility’s load profile, fuel or energy access, equipment delivery, regulation, cost, and the consequences of an interruption. The table outlines questions to investigate rather than prescribing a design.

Whichever approach is considered, assess redundancy and maintenance across both power and cooling systems. The appropriate configuration depends on site requirements; a label such as “redundant” does not explain which components can fail, what maintenance can be performed without interruption, or how a real disruption affects the full chain.

Uptime Institute’s 2026 survey summary puts reliability in the context of day-to-day business pressures. It identifies high costs as the leading concern, with capacity forecasting, power availability, and supply-chain disruption growing in importance. The summary reports that one in ten outages is still serious or severe. It also says more operators report peak rack densities of at least 30 kW, without specifying in the summary how many or what share of operators this represents.
These findings are survey results, not a prediction for every operator or facility. Uptime Institute’s published 2026 page is a summary; the complete report requires an evaluation or login, so the summary does not establish the survey’s full methodology or provide its underlying respondent data. Its broad operational takeaway is that modernization has to be managed alongside resilience: “Maintaining resiliency while modernizing infrastructure will be critical in the years ahead.”

What can standards and certification establish?
TIA announced in March 2026 that an AI-focused addendum to ANSI/TIA-942-C was in development, with publication targeted for mid-2027. The planned work addresses high-density cabling, cooling, and electrical systems, including liquid cooling. The addendum should be treated as forthcoming, not as an already published requirement.
TIA says its certification assesses facilities against standard requirements and four rated levels. Its March 2026 announcement reports more than 1,000 certifications in more than 800 data centers across more than 60 countries; those figures are TIA-reported tallies. Certification can provide evidence that a facility has been assessed against a defined standard and rating level. It does not guarantee uninterrupted operation, prove that every operational risk has been removed, or substitute for reviewing a site’s actual performance and recovery arrangements.
What should a practical reliability review cover?
Use a cross-system review to expose dependencies that a rack-only assessment can miss. Ask for evidence about both planned capacity and the ability to operate, maintain, and recover the infrastructure.
- Supply and timing: Identify the expected grid-connection schedule, regional resource assumptions, and any on-site or storage resources. Check the status and delivery timing of critical equipment.
- Load and thermal fit: Compare the planned rack density and changes in demand with electrical distribution and cooling capacity. Include the effects of rapid load swings.
- Failure and maintenance: Review how power and cooling systems are maintained, what can be unavailable during planned work, and how the facility responds to outages of different frequency, magnitude, and duration.
- Recovery readiness: Check whether essential components, qualified staff, commissioning capacity, and repair arrangements will be available when needed.
- Evidence and assurance: Separate modeled scenarios, projections, survey findings, operational records, and certification claims. Confirm what each source covers and what it does not establish.
The investment scale is also a planning consideration, but it should not be mistaken for a reliability metric. McKinsey’s October 2025 article on power and cooling cites a separate McKinsey report’s projection of $6.7 trillion in cumulative global capital outlays by 2030. That is a McKinsey forecast, not an official statistic or consensus estimate; the article’s relevant infrastructure point is that power, cooling, and IT components need to be considered together.
