Choose a consultant when the harder problem is deciding who is accountable, what risks are acceptable, how governance applies to your operations, or what assurance is appropriate. If you have both problems, combine the approaches: establish the governance decisions first, then select software to support the recurring work.
What each option is meant to solve
The useful distinction is between repeatable coordination and context-dependent judgment. A platform can help organize recurring work across multiple AI systems; people with organizational authority and relevant expertise still need to decide what the rules mean and who is responsible for exceptions.

These are practical evaluation questions, not a standardized procurement scorecard. No independent head-to-head product testing or comparative cost, duration, or return-on-investment evidence is established by the sources reviewed for this article.
When an AI governance platform makes sense
Software is a stronger candidate when governance decisions and ownership are already clear, but spreadsheets or disconnected processes make the work difficult to repeat. Common platform use cases include keeping an inventory of AI systems and owners, coordinating risk assessments and approvals, recording incidents, monitoring changes, and assembling evidence.

Regulativ AI describes its AI Governor product as offering an AI asset registry, automated guardrails, policy packs, approval workflows, vendor-risk management, cross-framework mapping, and continuous monitoring. Those are the vendor’s descriptions, not independently verified capabilities or proof that the product meets a legal duty. In a demonstration, test whether it can:
- Find the AI systems actually in use, including embedded vendor features and tools adopted by staff.
- Record accountable owners, changes, approvals, exceptions, and escalation routes.
- Preserve evidence with enough provenance to review it later and export it when needed.
- Fit your existing risk and privacy workflows and support the jurisdictions relevant to your organization.
- Distinguish automated steps from decisions that require human review.

When to bring in a consultant
Consulting is a stronger candidate when responsibility is unclear, leaders disagree about acceptable risk, the organization needs to translate a framework into its own processes, or it needs an assessment with appropriate independence. Provider-described work includes system inventories, risk assessments, policies, framework mapping, governance roadmaps, assurance, and staff training.
Before engaging a firm, ask for named personnel, methods, sample deliverables, scope assumptions, and references relevant to your sector. Define what decisions the consultant will recommend versus make, and who inside your company will own the result. If you need assurance, ask whether it is separated from advisory or implementation work. How to decide: a practical sequence
- Find the systems in use. Build an inventory that includes embedded vendor features and staff-adopted tools. Identify owners and the business decisions or people affected by each system.
- Set decision rights. Establish accountability, risk appetite, thresholds, human review, and escalation routes. Involve internal leaders and qualified advisers if the organization lacks the expertise to make these decisions.
- Specify the evidence you need. Depending on your obligations and governance goals, this may include inventories, risk assessments, testing records, supplier information, incident logs, and assurance reports. Decide who will use each record and how it must be maintained.
- Choose the support that addresses the gap. If the work is repeatable at scale and your people can interpret the rules, evaluate software against your workflows and evidence needs. If ownership, interpretation, or assurance design is unresolved, scope expert support first. If both gaps exist, a combination is reasonable.
- Verify the applicable requirements. Check legal duties against official sources for the relevant jurisdiction; do not assume a framework or product claim substitutes for applicable law.
This sequence matters: name owners, thresholds, and escalation routes before buying a tool. A platform is more useful when it can reflect decisions the organization has actually made.

The National Institute of Standards and Technology (NIST) says its AI Risk Management Framework (AI RMF) is intended for voluntary use and is designed to improve the incorporation of trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. NIST released AI RMF 1.0 on 26 January 2023. It is a framework, not a substitute for applicable law or a determination that a particular company is compliant.

NIST’s framework page says AI RMF 1.0 is being revised as part of the White House AI Action Plan. The same page records a Generative AI Profile released on 26 July 2024 and a critical-infrastructure profile concept note released on 7 April 2026. Because revision status can change, check NIST’s official AI RMF page for the current status before relying on a particular version.

What to verify before signing
- For a platform: request full pricing, implementation assumptions, data-handling terms, relevant framework and jurisdiction coverage, evidence export details, and exit terms. Test the actual workflows you need rather than relying on a feature list.
- For a consultant: request fees, scope, exclusions, named staff, methods, concrete deliverables, and relevant references. If assurance is part of the engagement, establish how independence will be protected.
- For either: define what your team must supply, who owns decisions, what success deliverables look like, and how the work will fit existing processes. Neither a vendor’s product claims nor a consultant’s credentials alone establish effectiveness or legal compliance.
