AI coding tools can help people produce code faster, but that does not guarantee faster delivery: every change still has to be understood, tested, reviewed and maintained. Evidence points in both directions. Some studies find gains in coding speed, builds or approvals; others report more review work or slower completion in particular settings. The practical question is whether AI improves your team’s end-to-end delivery and quality—not how much code it generates.
What the evidence says about AI code and review work
There is no single result that applies to every developer, task or team. The findings below measure different things, from survey responses to project activity and controlled exercises, so their percentages should not be compared as though they came from one experiment.

Together, the findings make the bottleneck concern credible but conditional. More code can mean more work for maintainers, while better build or approval outcomes show that added output does not automatically mean worse quality. Neither review burden nor productivity gains are established as universal industry-wide outcomes.

Why AI can make the review queue the constraint
Generating a change is not the same as owning it
A generated change still needs someone to understand what it does, decide whether it fits the surrounding system, check its tests and edge cases, and accept responsibility for maintaining it. If an assistant helps more people submit changes while experienced maintainers remain responsible for integration, verification work can shift toward those maintainers. Xu and co-authors’ open-source analysis is evidence of that pattern in the projects they studied, not a rule for every team.

Confidence and verification are separate from speed
Survey respondents’ reported distrust and verification habits help explain why code that arrives quickly may not clear review quickly. These are perceptions from a company survey, not direct timing data. They indicate that developers often feel they need to check AI output; they do not establish how long those checks take or whether the output is less accurate.
Short exercises and established codebases pose different problems
A bounded task with a clear specification and test suite rewards rapid implementation. Work in a mature system also involves implicit conventions, dependencies, architectural constraints and future maintenance. The constrained GitHub study and METR’s complex-project experiment therefore answer different questions. A result from one should not be used to cancel out or universalize the other.
Why some studies find better outcomes
The counterevidence matters. GitHub and Accenture reported stronger merge and build outcomes in an enterprise setting, while GitHub’s constrained task found higher test-passing likelihood and a modestly higher approval likelihood for Copilot-assisted work. These measures suggest AI assistance can support changes that pass checks and enter a team’s workflow.

They do not show that every generated change is easy to review, nor that approval rates alone capture long-term maintainability. GitHub’s coding study used a particular task and rubric; the enterprise findings came from one participating organization’s workflow. The useful reading is that outcomes depend on how the tool is used, what work is being done and which quality or throughput measure is examined.
How to tell whether AI is helping your team
Evaluate the entire path from a work item to a reliable change. Compare a baseline with an AI-assisted period, or compare closely matched teams or tasks. Keep the work type, team experience and review policy visible; a change in any of them can affect the result.
- Delivery time: Track elapsed time from starting a task to merge or release, not just time spent producing the first draft.
- Review latency and effort: Measure how long changes wait for review and how much reviewer time they consume. Separate queue delay from active review where possible.
- Rework: Count substantial revisions, follow-up fixes and reverted changes. A quick initial submission can still create downstream work.
- Automated checks: Monitor test and build pass rates, while recording what the checks cover. Passing a limited test suite is not equivalent to proving correctness.
- Quality after merge: Watch defects, incidents and maintenance work over an appropriate period. Immediate approval cannot reveal every later cost.
- Code volume and acceptance: Use generated lines or accepted suggestions as context, not as productivity measures on their own. More output is beneficial only if the team can validate and maintain it.
Also record who does the work. A team-wide average can hide a redistribution in which less-experienced contributors complete more changes while senior reviewers absorb additional verification or rework. IBM Research’s internal study of its code assistant—surveys across two user cohorts (N=669) and unmoderated usability tests (N=15)—likewise found that perceived productivity benefits did not necessarily apply to every user and raised questions about ownership and responsibility for generated code.

What engineering leaders can change
The studies do not prove a particular management practice will eliminate review pressure. These are operational responses to the risks the evidence raises:

- Ask contributors to explain generated changes and identify assumptions, rather than treating generated output as self-validating.
- Pair code generation with tests and appropriate quality and security checks; automated checks can catch some problems but do not replace contextual review.
- Protect reviewer capacity and treat review work as part of delivery, not as an invisible cost absorbed by senior developers.
- Revisit local results regularly. A workflow that helps with a small, well-tested task may not help with a broad refactor or a change in a complex, established system.
AI capability is also changing, but that should not be confused with evidence about today’s review speed. METR reported that, over the prior six years, the length of tasks frontier AI agents could complete at 50% reliability doubled at roughly seven-month intervals. That is a task-horizon capability measure, not a measure of current team throughput, code quality or reviewer workload.
How to interpret the claim
“AI can write code faster than we can review it” describes a plausible operational mismatch, not a universal law. The strongest reason to take it seriously is that output can rise while verification and maintenance remain human responsibilities; project-level analysis and developer survey responses point to that risk. The strongest reason to avoid a blanket verdict is that controlled and enterprise studies also report better testing, approval, merge or build outcomes in their particular settings.
For an individual team, the answer is empirical: check whether changes reach production sooner and remain reliable after including review effort, rework and maintenance. If generation accelerates but those downstream measures worsen, review capacity may have become the constraint. If delivery improves without degrading them, the tool is helping rather than merely moving work around.
