Use AI code completion for quick, local suggestions; use chat when you need to explain, test, or fix a focused piece of code; and consider a task-oriented agent when the work spans files or requires repository inspection and commands. The right fit depends less on a blanket ranking than on the task, the context the tool can access, its permissions, and how much review you want to do.

What’s the difference?

AI code completion

Completion offers a suggestion while you write, typically for the next code fragment or a repetitive addition. It is a low-friction way to keep working in the editor: inspect the suggestion, accept or modify it, or ignore it. GitHub documents Copilot suggestions as one part of its IDE experience, alongside chat features (GitHub Docs: Chat in your IDE).

Chat-based assistance

Chat lets you state a request in natural language, such as asking for an explanation, a unit test, a code suggestion, or a focused fix. IDE chat can use a selected snippet or file as context, and you can follow up to refine the answer. GitHub documents these uses for Copilot Chat; available context and controls depend on the IDE integration (GitHub Docs: Chat in your IDE).

Task-oriented agents

An agent starts from a goal and may inspect repository files, edit multiple files, and run or propose terminal commands. That broader reach can suit work that is hard to express as one local suggestion, but it also makes scope, command permissions, and review of the resulting changes more important. For example, GitHub describes Copilot agent mode as streaming edits, updating the working set, and running terminal commands when needed (GitHub Docs: Agent mode in your IDE).

Which approach fits each task?

GitHub documents IDE chat for code suggestions, explanations, unit tests, and fixes, with file or selection context and inline interaction. Its IDE documentation also describes plan and agent modes (GitHub Docs: Chat in your IDE).

In agent mode, GitHub says the agent can stream edits, update the working set, and run terminal commands when necessary. You can redirect an active agent and review its edits; proposed terminal commands can be confirmed or rejected unless automatic execution is configured. GitHub states that each agent-mode prompt consumes GitHub AI Credits, and that organization administrators may disable agent mode. These controls and usage details can change, so check the current product documentation and your organization’s settings (GitHub Docs: Agent mode in your IDE).

Claude Code

Anthropic’s FAQ describes Claude Code as able to read repository files, edit files, run commands, and make multi-file edits. It also says extensions are available for VS Code and JetBrains IDEs, so an agent-style workflow is not necessarily restricted to a terminal (Claude Code user FAQ). These are vendor-described capabilities, not independent performance measurements.

OpenAI Codex CLI

OpenAI’s Codex CLI documentation describes working with a local repository, inspecting and editing files, running installed tools, and selecting permissions. It also describes interactive use as well as scripts and CI workflows (Codex CLI documentation). OpenAI separately describes its own Codex deployment approach as using technical boundaries, constrained execution, network policies, explicit handling of higher-risk actions, and agent logs (Running Codex safely at OpenAI). That account concerns OpenAI’s deployment; it is not a general guarantee about every coding assistant or configuration.

Where tools run is not the whole distinction

Inline completion and chat often live inside an IDE, while CLI agents work from a terminal, but the boundary is not absolute. Anthropic documents VS Code and JetBrains extensions for Claude Code, and OpenAI documents Codex CLI for local repository work as well as scripts and CI. Choose based on the context and controls you need, not just the interface label.

How to choose for your own workflow

  1. Define the change. If you can describe it as one small addition or a question about a selected function, begin with completion or IDE chat. If the goal requires tracing behavior across the repository or coordinating edits to several files, an agent may be a better starting point.
  2. Check the context available. Confirm which files, selections, or repository information the assistant can use. A well-phrased request cannot compensate for context the tool does not have.
  3. Set boundaries before asking for edits. For an agent, identify the files or behavior in scope and determine whether commands require approval or may run automatically. Check local settings and organization policy; GitHub notes administrators can disable Copilot agent mode.
  4. Match autonomy to risk. For an unclear task, ask for a plan and acceptance criteria before implementation. For consequential code, keep a human review step even if the assistant can make edits or run tools.
  5. Inspect the result. Review generated code and the diff, run appropriate tests, and check command effects. An agent’s ability to make changes does not establish that those changes are correct.

Is one approach more productive or accurate?

The official product materials cited here describe capabilities and controls; they do not establish that completion or chat-based assistants are universally more productive or accurate. No direct comparative result is provided for developer outcomes. Treat the choice as a workflow decision: task size and ambiguity, repository context, tool integration, permission model, and the review burden you are willing to own.

Plan and entitlement details can change

GitHub’s product page says Copilot Pro+ and Enterprise users get access to Claude and OpenAI Codex in VS Code and GitHub. That access is plan-specific, and integrations or entitlements may change; verify what is currently included for your account (GitHub Copilot product page).
