The risks vary by system and use case; no single fluent response or badge proves that a chatbot is safe.
What are the main safety risks of AI chatbots?
A 2025 review of research on individual chatbot use identifies several concerns: hallucinations, bias, overly agreeable responses, overreliance, social isolation, and privacy leakage. The review summarizes possible risks; it does not establish how often they occur or prove that every chatbot causes them.
- Hallucinations: A chatbot may give a plausible-sounding answer that is false or unsupported.
- Bias: Responses may reflect or reproduce unfair patterns.
- Overly agreeable answers: A chatbot may affirm a user’s view instead of challenging a mistaken assumption.
- Overreliance: Users may defer to a chatbot when they should use their own judgment or seek qualified advice.
- Privacy leakage: Information entered in a conversation may be collected or handled in ways users do not expect.
- Social isolation and relationship cues: Companion-style bots can mimic human traits, emotions, or intentions. The FTC warns that this may encourage trust and relationship formation, particularly among children and teens; it is a potential risk, not an outcome for every user.
Conversational fluency is not proof of truth, expertise, empathy, or human understanding.
How can I use a chatbot more safely?
- Use it as an aid, not the decision-maker. Treat suggestions as a starting point, not as a substitute for judgment.
- Check consequential claims. For information that could affect health, finances, legal rights, safety, school, or work, compare the answer with reliable sources or ask a qualified person.
- Limit what you share. Avoid entering passwords, financial details, private records, or another person’s information unless you have reviewed the service’s data settings and terms and have a sound reason to provide it.
- Notice the stakes and the uncertainty. If an answer matters and you cannot verify it, do not rely on it to make the decision.
These are prudent precautions, not a tested checklist or a guarantee that harm can be prevented.

Can a chatbot be a therapist, doctor, lawyer, or trusted friend?
Do not take a warm tone or confident answer as evidence of professional competence, confidentiality, or human care. A general-purpose chatbot should not make consequential health, legal, or financial decisions for you. For those matters, consult a qualified professional; if you are facing an urgent or crisis situation, seek qualified human support and current local resources rather than relying on a chatbot to determine what to do.
This does not establish that every chatbot is unsafe for every supportive or informational use. The important distinction is between using a service for limited assistance and treating its conversational style as proof that it can safely replace a person.

What should parents and caregivers consider?
Ask the child what they use the chatbot for and review how the service works before deciding whether it is appropriate. Companion-style features deserve particular attention because friend-like communication may prompt children and teens to trust a bot.
- Is the service designed to act as a companion, and what age restrictions apply?
- What parent controls are available, and what do they actually let a caregiver see or manage?
- What happens to conversation data: how is it used, retained, or shared?
- How does the provider test for and respond to harmful interactions?
- What disclosures explain the chatbot’s limitations, and how can a user report a problem or reach a person?
In September 2025, the FTC announced an information-gathering inquiry involving seven consumer-facing chatbot companies. The inquiry asks about topics including testing and monitoring for negative impacts, child safeguards, disclosures, age restrictions, monetization, and the use or sharing of conversation data. It is not a finding that the companies broke the law or caused harm.

What does COPPA mean for chatbots?
COPPA is a U.S. law concerning children’s online privacy. FTC staff guidance says the Rule applies to covered online services directed to children under 13 that collect personal information, and to certain services that have actual knowledge they are collecting such information from children. Whether a specific chatbot is covered depends on its audience, practices, and circumstances.
For covered operators, requirements can include direct notice to parents and verifiable parental consent before collecting a child’s personal information, subject to limited exceptions. The Rule also addresses parental access and deletion, reasonable information security, limits on retaining information, and not making participation conditional on providing information that is not reasonably necessary. FTC staff’s FAQ is a compliance guide, not legal advice, and says it is not binding on the Commission.

How should an organization assess chatbot safety?
NIST’s AI Risk Management Framework (AI RMF) is voluntary guidance, not a law, product certification, or guarantee of safety. It provides a lifecycle structure for considering risks across design, development, deployment, use, and evaluation. Its trustworthy-AI characteristics include validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness, with harmful bias managed.
For a chatbot, an organization can turn that structure into a documented process:

- Define the intended use and users. Record what the chatbot is meant to do, who may use it, and what decisions it should not make.
- Identify foreseeable harms. Consider inaccurate answers, unsafe outputs, bias, privacy risks, security threats, and the effects of users over-relying on responses.
- Set safeguards and responsibilities. Decide what limitations to disclose, where human review is needed, how data will be handled, and who is accountable for issues.
- Test and monitor. Evaluate the system before deployment and monitor its behavior in use; define how problems are reported, reviewed, and addressed.
NIST’s AI RMF 1.0 page says the framework is being revised and identifies the Generative AI Profile, NIST-AI-600-1, released July 26, 2024. Organizations should consult current NIST materials when applying the framework because its status can change.
Is there a simple sign that a chatbot is safe?
No single badge, disclosure, or convincing answer establishes that a chatbot is safe for every person and purpose. When evaluating a service, ask the provider and review its documentation for the following:
- Intended uses, intended audience, and stated limitations
- What conversation data is collected, how long it is retained, and whether it is shared
- Available privacy settings and age safeguards
- How the provider tests for failures and monitors the service after launch
- Whether users can report problems or reach human support
- What could happen if an answer is wrong in your particular use case
These are practical evaluation questions, not an official FTC or NIST checklist. If you are comparing two services, apply the same questions to each; neither the FTC inquiry nor the NIST framework certifies a winning product.
