A chatbot typically answers a prompt; an AI agent can pursue a goal across multiple steps, choosing permitted actions, checking results, and adjusting its approach along the way. The distinction is not whether you can talk to it: it is who controls the work after you state what you want.

What is the difference between an AI agent and a chatbot?

A chatbot is a conversational interface, often built for bounded questions, drafting, information retrieval, or support. It may search a knowledge base or call a tool without becoming an agent: the user may still decide every next step, or the system may follow a fixed sequence.

An AI agent is organized around completing a goal. The model directs some of the task execution, chooses among permitted next steps based on the current situation, and can use tools, inspect results, and continue, stop, or ask a person for input. Anthropic describes this pattern as a self-directed loop of planning, acting, observing, and adjusting (Anthropic, “Trustworthy agents in practice,” April 9, 2026).

A useful third category is a fixed workflow: code or a process definition specifies the steps in advance. Anthropic distinguishes these predetermined paths from agents that dynamically direct their process and tool use (“Building effective agents,” December 19, 2024). A workflow can take actions, but those actions are determined by its programmed sequence.

Vendor terminology is not a universal standard. Google Cloud, for example, describes AI assistants as agents designed to collaborate directly with users under their supervision (“What are AI agents? Definition, examples, and types,” updated April 2, 2026). Treat labels such as “assistant,” “bot,” and “agent” as product names; examine how the system actually behaves.

How do chatbots, workflows, and agents compare?

What should be evaluated? Answer quality and user outcome. Step correctness and task completion. Final state, tool choices, policy compliance, recovery, and human handoffs.
Operational tradeoff Often simpler to constrain. Predictability and consistency. More autonomy, alongside added cost, latency, and oversight needs.

These are common patterns, not rigid product categories. A tool-enabled chatbot can retrieve an answer without owning the wider task; an agent can be presented through a chat window. To classify a system, ask whether it continues acting toward a goal and who determines its task sequence. OpenAI’s business guide to working with agents contrasts a travel-policy chatbot that retrieves an answer with an agent that could plan an offsite rather than merely answer questions about it.

When should you use each?

Choose a chatbot for bounded help

Use a chatbot or single-turn assistant when the task is to answer a question, draft or summarize material, or retrieve information—and a person will decide what happens next. Tool access alone is not a reason to add agent-like autonomy.

Choose a fixed workflow for stable, repeatable work

Use a predefined workflow when the task is well understood, its sequence rarely changes, and consistent execution matters more than adapting to unfamiliar conditions. A fixed process is often the simpler choice when its rules cover the work.

Consider an agent for multi-step work that needs judgment

An agent may be appropriate when completing a task involves connected actions, context-sensitive decisions, unstructured information, or exceptions that require adapting if a source or action fails. OpenAI identifies complex decisions, hard-to-maintain rules, and heavy use of unstructured data as possible candidate areas in “A practical guide to building agents”. Those are reasons to assess a fit, not proof that an agent is the right solution: deterministic approaches remain preferable when they adequately solve the task.

More autonomy is not automatically better. An agent can involve greater cost and latency, and requires oversight suited to what it can do. Anthropic recommends starting with the simplest approach and adding complexity only when the task warrants it (“Building effective agents”).

What should you check before giving an agent a task?

An agent’s capabilities and risks depend on more than its model: its instructions, tools, and execution environment also shape what it can do. Before deployment, define the permitted task and access, and decide where a person must approve an action.

  • Limit access: Give the agent only the tools and data required for its task.
  • Set action boundaries: Require human review for consequential actions, and make the agent stop or return control when it reaches a boundary.
  • Protect data flows: Treat untrusted content as a potential source of prompt injection, and constrain how the agent can handle private information.
  • Make behavior explicit: Provide clear instructions and use structured outputs where appropriate.
  • Test safeguards: OpenAI’s technical guidance on safety in building agents discusses approvals for tool operations, input guardrails, and trace grading and evaluations; it also cautions that mitigations do not make agents perfect.

How do you evaluate whether an agent actually works?

Judge the completed task, not just a fluent final response. A system can say an action succeeded even when the resulting environment does not show the intended change. Multi-step mistakes can also compound as a system makes additional tool calls.

  1. Define what success means in observable terms, including the expected final state.
  2. Test multi-turn tasks with realistic tool results, including failures and unexpected outcomes.
  3. Check the final state in the relevant system as well as the conversation transcript.
  4. Review which tools the agent chose, whether it stayed within policy, how it recovered, and whether it handed off to a person when needed.

Anthropic’s “Demystifying evals for AI agents,” published January 9, 2026, explains why transcript review alone may miss whether the environment reflects the intended result. The reviewed sources establish no general performance statistic showing that agents outperform chatbots; suitability depends on the task and the evaluation criteria.
