To limit what an AI agent can cost, set a hard limit on the API account or project that pays for its model usage. To limit what it can buy, use payment authorization rules that can approve or decline transactions, ideally with an amount bound and expiry. A prompt can tell an agent what it should spend; it does not itself stop an API request or authorize a payment.
Why a prompt is not a spending control
An agent’s instructions govern its intended behavior. A spending limit must be enforced by the system that records usage or authorizes a charge. The IMF’s April 2026 Note No. 2026/004 describes payment activity in terms of intent and orchestration, control and authorization, and settlement. Applied to agent spending, that framework helps distinguish an agent deciding what to do from a payment system deciding whether a transaction may proceed.
That distinction matters because “agent spending” can mean different things. Model and API usage is billed by a provider; a purchase may be charged through a merchant or payment provider; workspace usage controls may cover yet another scope. No single budget setting should be assumed to govern all three.

Choose the control that matches the cost

Set a hard limit on API usage
OpenAI documents monthly limits at both the organization and project level. The organization limit applies across projects; a project limit applies to API traffic billed to that project. Both may apply to a request, so check which organization and project credentials the agent actually uses rather than assuming a project setting covers unrelated traffic.

- Identify the billing scope. Determine which organization and project bill the agent’s API requests. Confirm that each relevant project is covered by the intended limit.
- Configure a monthly hard limit. Set the organization or project limit appropriate to the budget and enable enforcement where available. Treat it as a control on provider-recorded API spend, not a ceiling on every cost the agent might incur.
- Set alert thresholds below the cap. Alerts give an operator a chance to investigate while requests can still proceed. They do not stop usage, so do not use an alert as a substitute for an enforced limit.
- Plan for reaching the limit. A hard limit may reject requests and interrupt legitimate work. OpenAI warns that enforcement is not instantaneous and recorded spend can slightly exceed the configured amount; it is not a penny-exact cutoff.
If an API request begins failing with a 429 response after a limit is reached, inspect the applicable organization and project usage before changing the budget. Have an authorized operator revise the limit if continued work is approved; do not treat the error itself as permission to bypass the control.
Control purchases at payment authorization
For purchases, put the decision in the payment or authorization flow that handles the transaction. OpenAI’s Agentic Commerce documentation describes delegated payment requests with a maximum chargeable amount and an expiry. In that flow, the merchant remains responsible for accepting or declining orders and processing payment through its systems; OpenAI is not the merchant of record.

Where the integration supports it, define transaction conditions such as the maximum amount and how long an authorization remains valid. Specify who owns the budget, which transactions need human review, and how approval or decline decisions are recorded. These are practical policy choices, not a universal template prescribed by the cited sources.
Programmatic approval as one implementation example
Stripe’s February 27, 2025 annual letter describes virtual cards created through Stripe Issuing that allow users to approve or decline authorizations programmatically. Stripe also reported that more than 700 AI agent startups launched on its platform in 2024; that is a Stripe-reported platform figure, not a count of all AI agent startups. The example shows one possible authorization approach, not a guarantee that a particular feature or integration is available for every account, region, or agent.

OpenAI’s June 18, 2026 announcement describes administrator-defined usage limits and overrides for eligible ChatGPT Enterprise usage at workspace, group, or individual level. Those controls do not establish a general purchase authorization rule for arbitrary agents. OpenAI also says ChatGPT workspace spend reporting does not show total API spend against a combined contractual commitment, so workspace reporting should not be mistaken for a complete view of API costs.

Operator checklist
- Name the person authorized to set or change the budget.
- Map each cost to its enforcement point: API billing, workspace usage, or payment authorization.
- Choose organization and project API scopes that match the agent’s credentials and billing.
- Set a hard API limit where available, with alerts below it.
- For purchases, define authorization rules, amount bounds, expiry, and when a person must review a transaction.
- Decide how approval and decline decisions will be recorded.
- Test what users and systems experience when an API limit is reached or a payment is declined, and define the authorized recovery path.
