Least privilege is essential for AI agents, but it only limits the permissions an agent has. It does not decide whether a particular action is authorized when the agent is about to take it. To contain risk, check each action against its target and parameters, require independent approval for consequential operations, and make the agent’s activity observable and revocable.

Why isn’t least privilege enough for AI agents?

Least privilege narrows the tools, data, and systems an agent can reach. But an agent can interpret content, plan several steps, and chain permitted tools in ways that lead to an unintended result. A permission set that looks narrow in one service can also add up to broad effective access across several connected systems.

That creates a confused-deputy risk: a misdirected agent can use its legitimate identity and permissions to do something the person or system that supplied the request was not authorized to do. The security question is therefore not just “What can this agent access?” It is also “Should this actor perform this exact operation on this resource, with these parameters, right now?”

OWASP’s AI Agent Security Cheat Sheet identifies risks including tool abuse and privilege escalation, data exfiltration, memory poisoning, excessive autonomy, high-impact action abuse, and cascading failures. “Chaos” is a useful headline description of unexpected behavior, not a formal security category.

How can an agent be redirected into misusing its permissions?

Untrusted content can carry instructions

Webpages, emails, retrieved documents, and tool responses may contain instructions that conflict with the user’s intent or the system’s rules. OpenAI’s Understanding prompt injections describes prompt injection as a third party misleading a model by placing malicious instructions in its conversation context. Treat external content as data to assess, not as authority to grant permissions or initiate sensitive operations.

Permitted tools can be chained

An agent may combine several individually allowed actions into an outcome that policy would not allow as a single operation. A tool’s risk label or the fact that it appears on an allowlist does not itself authorize its use in every context. OWASP says the execution component still needs to check the actor’s authorization and any required approval for the specific action.

Memory and connected systems extend the exposure

Stored context can preserve misleading or inappropriate information, while tools may connect an agent to data and services beyond its immediate interface. Assess the combined access the agent can exercise end to end, not just one credential or integration at a time. Microsoft Learn’s Least privilege for AI agents with Microsoft Entra Agent ID warns that, without aggregate-permissions analysis, an agent’s true cross-system capability is easy to underestimate.

What should authorization check before each action?

Put an enforcement point between the agent’s plan and the tool or system that executes it. It should evaluate the actor, target resource, requested operation, parameters, and current approval state each time an action is attempted. Microsoft Learn’s AI agent shared responsibility model summarizes the principle as “Authorization on every action, not only at session start.” A prompt instruction or a check performed once when a session begins is not an adequate execution boundary.

For destructive, financial, administrative, sensitive, or externally visible operations, make approval independent of the agent’s own decision. Show the reviewer the action that will actually run, including its target and material parameters, and bind the approval to that exact action. Use short-lived authorization where supported, and fail closed if a required policy or audit check cannot be completed. An approval that is broad, reusable, or detached from the final parameters can authorize more than the reviewer intended.

  1. Inventory the agent. Record its owner, purpose, identity, tools, data sources, downstream systems, and effective permissions. Include access inherited through roles and connected services.
  2. Give it a distinct identity. Avoid shared accounts and long-lived credentials. Prefer task-scoped, short-lived access when the platform supports it, and document who can revoke the identity or its grants.
  3. Allowlist and scope tools. Enable only reviewed tools and operations, and restrict them to the resources the task needs. Deny unreviewed tools, plugins, and integrations by default.
  4. Enforce authorization at execution. Check each action against the actor, target, parameters, and live approval state. Do not rely on the model to enforce policy through its prompt.
  5. Gate consequential actions. Require a human decision for high-impact, irreversible, sensitive, or externally visible operations. Bind that decision to the exact operation that will execute.
  6. Keep untrusted content in its lane. Separate instructions from retrieved or tool-provided data, preserve provenance, and prevent external content from directly triggering sensitive actions.
  7. Constrain execution. Run code execution, browsing, and file parsing in sandboxes. Restrict outbound network access and block access to internal services the agent does not need.
  8. Protect memory and secrets. Isolate memory by user, tenant, and use case; limit retention; protect secrets; and validate the provenance of information written to persistent memory.
  9. Log and bound activity. Record tool calls, identity, effective scope, resource, inputs and outputs, approval decisions, and correlation information. Set limits on steps, loops, and cost so an error cannot run unchecked.
  10. Test revocation and review access. Verify that disabling the agent, rotating credentials, invalidating tokens, and removing downstream permissions actually stop access. Reassess permissions after a material change to the workflow or environment.

Should a person approve agent actions?

Human approval and agent-only operation are different oversight models, not a universal safe-versus-unsafe choice. Google Cloud’s guidance distinguishes a human-in-the-middle setup, where a person approves actions, from agent-only operation, where the agent proceeds without waiting.

Human-in-the-middle A person reviews and approves actions before they proceed. Approval can reduce some risk, but careless or poorly informed approval can still let a harmful action through. Present the exact action and its target to the reviewer.
Agent-only The agent proceeds without waiting for a person’s approval. Safety depends on the agent’s programming and controls, and remains exposed to prompt injection, tool chaining, and error-handling failures.

Choose oversight by considering the impact and reversibility of an operation. Where an action could cause substantial harm or be difficult to undo, keep a meaningful independent control in the execution path rather than asking the agent to approve its own plan.

Who is responsible for the controls?

Responsibility varies with the deployment model and service configuration. Microsoft Learn’s shared-responsibility guidance assigns controls differently across IaaS, PaaS, and SaaS, and cautions that the service’s terms and configuration affect the allocation. A provider’s security features do not remove the deploying team’s need to understand how its own identity, permissions, workflow, and approval policies are configured.

For each agent, establish who controls:

  • Its identity, delegated tokens, and revocation path.
  • Its instructions, approved tools, and permission scopes.
  • Its orchestration, memory safeguards, and execution sandbox.
  • Action-level authorization and human approval gates.
  • Network egress, audit logs, and incident response.

Where these controls are split between provider and customer, document the boundary and verify the actual configuration rather than assuming the service supplies an end-to-end safeguard.

How can a team tell whether its controls work?

Test the enforcement and recovery paths, not just the agent’s intended behavior. Check whether untrusted content can cause a tool call, whether a tool can reach an unintended resource, whether an approval remains valid after action parameters change, and whether the system blocks execution when policy or audit checks fail. Confirm that logs let an operator connect an action to its identity, scope, resource, and approval.

Also rehearse disabling the agent and removing its access across connected services. A revocation procedure is only useful if it invalidates active credentials and downstream permissions quickly enough to stop further actions.

The security principle to carry forward

Least privilege limits the agent’s available authority; action-time authorization decides whether that authority may be used for a particular operation. Combine scoped identities and tools with independent approval for consequential actions, constrained execution, useful audit trails, and tested revocation. This turns “what can the agent reach?” into a stronger operational question: “What is it allowed to do now, and how will we stop it if that changes?”
