A vector database can help an agent find relevant information, but it cannot decide by itself what to remember, how long to keep it, how to resolve changes, or whether a retrieved result is good enough for the task. Reliable agent memory is a lifecycle: select, organize, store, retrieve, update, and evaluate information in ways that fit the workload.

What “agent memory” needs to do

Memory is not just a collection of documents that can be searched. It is the information an agent can use beyond its immediate prompt, plus the policies and processes that determine what becomes available and when. A useful system must answer several questions:

  • What should be retained? A passing detail may not deserve storage; a recurring preference or an important constraint might.
  • How should it be represented? A fact, an event, a procedure, and the current state of a task may need different forms.
  • How should it be recalled? A paraphrased concept, an exact identifier, a sequence of events, and a chain of relationships pose different retrieval problems.
  • How should it change? New evidence can correct, qualify, duplicate, or contradict an existing memory.
  • Does it improve the agent’s work? Retrieval quality matters only insofar as it supports the intended task.

A vector index addresses one part of this system: finding records that are semantically related to a query. It does not supply the whole memory lifecycle. A 2024 review in the Proceedings of the AAAI Symposium Series identifies separating memory types and managing memory over an agent’s lifetime as open problems.

Separate current context from information meant to persist

One practical starting point is to distinguish information needed for the current interaction from information that should remain useful across interactions. Microsoft Learn’s Azure Cosmos DB guidance uses a short-term and long-term distinction; it is an implementation framework, not a universal taxonomy.

Short-lived context

Recent dialogue, tool outputs, intermediate results, and in-progress task state often belong in the active context. They help the agent continue the current job, but may become irrelevant when the task ends. Depending on the application, they can expire, be summarized, or be promoted if they contain durable information. Microsoft’s example of retaining five to ten recent dialogue turns is illustrative, not a recommended setting for every agent.

Durable facts and preferences

Information such as a stable user preference, a recurring constraint, or a confirmed fact may be useful in later threads. Keep its provenance and scope clear: a preference stated once for a particular task is not automatically a permanent preference. A system should also distinguish a user-provided fact from an inference made by the agent.

Past episodes and procedures

An episode records something that happened, ideally with enough context to understand when and why it matters. A procedure captures a reusable way to accomplish a task. These are different from a standalone fact: “the deployment failed after the credential expired” is an episode, while “check credential expiry before deployment” is a possible procedure derived from it.

Research does not establish one agreed vocabulary for these categories. The 2024 AAAI review discusses procedural, semantic, and episodic long-term memory. A December 2025 survey, Memory in the Age of AI Agents, offers a broader organizing framework that separates memory by form (including token-level, parametric, and latent), function (including factual, experiential, and working), and dynamics (how it is formed, changed, and retrieved). Treat these as useful lenses from different sources, not interchangeable labels or a settled standard.

Choose retrieval by the shape of the question

Different retrieval methods find different kinds of relevance. The best choice depends on what the agent needs to recall, and a system can combine methods when one signal is not enough.

Approach Useful when Important limitation
Vector similarity The query may paraphrase a stored idea, or the wording may differ while the meaning is similar. Semantic closeness does not guarantee that an exact name, phrase, number, or relationship will be surfaced.
Full-text or lexical search The agent needs a named subject, exact phrase, or other distinctive term. Microsoft’s Azure guidance describes full-text indexing and BM25 ranking for this use. Exact-term matching alone may miss relevant records phrased differently.
Hybrid search Both semantic similarity and exact wording matter. Azure documents a pattern that combines lexical and vector results using reciprocal rank fusion. Combining rankings adds system choices to configure and evaluate; it does not guarantee a correct answer.
Graph-backed retrieval The task depends on explicit relationships or multi-hop connections between entities. A graph is a representation and retrieval option, not proof that a graph database will outperform other designs for a given workload.

For example, “What does this customer usually prefer?” may benefit from semantic retrieval over preference memories, while “Which account ID did they give me?” calls for reliable exact-term recall. “Which project depends on the service owned by this team?” is relational and may benefit from traversing explicit entity links. These are different recall shapes, so testing only one kind of query can conceal a system’s weaknesses.

A 2026 survey of graph-based agent memory reviews graph construction, storage, retrieval, and evolution. Neo4j’s agent-memory documentation describes one graph-oriented design and its POLE+O entity model. Those sources establish graph memory as a design option; they do not establish that every agent needs a graph or that it is universally superior to vector or hybrid retrieval.

Design memory as a lifecycle

A sound architecture makes the path from an interaction to future behavior explicit. The following sequence is a practical design framework; the right implementation and degree of automation depend on the application.

  1. Extract candidates. Identify possible facts, preferences, events, procedures, and active task state from dialogue and tool results. Preserve source and timing where they matter.
  2. Decide what is worth retaining. Apply rules for usefulness, durability, sensitivity, and scope. Keep transient state out of long-lived memory unless there is a reason to promote it.
  3. Represent and store it. Choose a form suited to the information: a record or summary for a fact or episode, a structured relationship for linked entities, or another representation appropriate to the task. Retain detail needed for later decisions.
  4. Retrieve for the task at hand. Route the query to the relevant memory tier and retrieval method. Combine semantic, lexical, or relationship-based retrieval when the expected question requires more than one kind of match.
  5. Check and update. Decide whether new evidence adds detail, supersedes an older statement, conflicts with it, or merely repeats it. Preserve uncertainty rather than silently turning an inference into a fact.
  6. Evaluate downstream behavior. Test whether the agent answers or acts better with the memory system than without it, including whether it retrieves the right detail and avoids using stale or irrelevant information.

Make retention and revision policies explicit

Before storing a candidate memory, define what makes it eligible: for example, whether it is expected to matter again, whether it is sufficiently supported, and whether it is appropriate to retain. Also decide what ends its useful life. Expiration can suit temporary state; durable preferences may instead need a way for users or new evidence to revise them. Summaries and promoted memories should not erase details that later tasks require.

When evidence changes, the system needs a policy rather than a blind append. It might keep a time-stamped history, mark a prior value as superseded, or request clarification when two claims cannot safely be reconciled. Which option is appropriate depends on the consequences of being wrong. A medical or financial preference, for instance, should not be treated like a low-impact formatting preference.

Evaluate against the workload, not a database label

Compare candidate designs using representative tasks and failure cases, rather than assuming that “vector,” “hybrid,” or “graph” predicts quality. The evaluation should test the complete memory path, including what gets stored and how updates affect later recall.

  • Target memory: Is the task about current thread state, a durable fact or preference, a past episode, or a reusable procedure?
  • Recall shape: Does it require a paraphrase match, an exact name or phrase, chronological recall, or multi-hop relationships?
  • Fidelity: Do constraints, dates, numeric values, and useful details survive summarization or consolidation?
  • Evolution: How does the system handle additions, repeated facts, corrections, and contradictions?
  • Operational fit: Measure latency and resource use, and account for indexing, query, partitioning, governance, and provider constraints. Microsoft’s Azure guidance notes that partition-key decisions affect query and insert performance, scalability, and cost; those details are specific to its service.
  • Task outcome: Does access to memory improve the answer or action, and does it reduce errors caused by irrelevant or outdated recall?

Use a test set that reflects the conversations and decisions expected in deployment. Include long-context recall, exact-identifier questions, relational questions, corrections, and cases where the right behavior is not to use a stored memory. Track both task quality and resource use. The December 2025 survey notes that evaluation protocols vary across agent-memory studies, which limits simple comparisons between published results.

How to interpret the Memora results

In a June 29, 2026 article, Microsoft Research describes Memora as separating rich memory values from shorter abstractions and cue anchors used to guide retrieval. Its retrieval policy iteratively refines queries and follows those anchors to reach related context that a one-shot top-k semantic query might miss. The stated design illustrates how storage and retrieval can be treated separately; it does not show that the same method is best for every application.

Microsoft Research reports 86.3% LLM-judge accuracy on LoCoMo and 87.4% on LongMemEval for Memora. Its account also reports up to 98% fewer context tokens than full-context inference, and 344 memory entries per conversation for Memora versus 651 for Mem0. The report describes LoCoMo dialogues as averaging 600 turns and LongMemEval contexts as containing 115,000 tokens. These are results reported by Microsoft Research for its system and stated evaluation setup, not a general ranking of memory architectures or proof of performance on a different workload. The entry counts alone do not establish that fewer entries preserve more useful information.
