Short answer: an AI agent is the concrete software actor that receives information, pursues a goal, uses tools and takes actions. Agentic AI describes the broader capability or architecture that lets a system plan and act with limited supervision. Agent AI is ambiguous: Microsoft Research uses it for multimodal, environmentally grounded or embodied systems, while many vendors use it as a reordered synonym for AI agent.

The direct distinction

Think of the terms as different levels of description. An AI agent is something you can deploy: a program or service that interprets inputs, decides what to do next and performs actions. Agentic AI is the design property that makes those actions goal-directed, iterative and partly autonomous. A system can therefore contain one or more AI agents and use an agentic architecture.

Anthropic defines an agent as “an AI model that directs its own processes and tool use when accomplishing a task—that is, deciding for itself how to achieve what users want, rather than following a fixed script.” Its operating loop is planning, acting, observing the result, adjusting and repeating until the task is complete or a person checks in.

“Agent AI” has no single industry-wide meaning. In a January 2024 Microsoft Research publication, the phrase refers to interactive systems that perceive visual stimuli, language and other environmental data, then produce meaningful embodied action. In product marketing, however, it may simply mean an AI agent. Always define the term before comparing systems.

Is Agent AI the same as an AI agent?

Sometimes, but you cannot assume it. If a vendor says “Agent AI” and describes a service that receives a request, chooses tools and completes a workflow, it is probably using the phrase as a synonym for AI agent. If the context is robotics, simulation, computer vision or human-environment interaction, the Microsoft Research sense may be intended.

Ask the author or vendor to specify three things: what the system perceives, what actions it can take and where those actions occur. “Perceives a web page and calls an API” describes a software agent. “Perceives a room through cameras and moves a robot” describes the broader embodied usage.

What makes a system genuinely agentic?

Marketing language is less useful than observable behavior. Evaluate the following capabilities separately.

Goal-directed autonomy

After receiving an objective, can the system choose the next step without a fixed sequence of instructions? Limited autonomy may still include approval gates for high-impact actions.

Planning and decomposition

Can it turn “prepare a customer report” into subtasks, select an order and recover when one task fails? A chatbot that only generates a response is not demonstrating this behavior.

Tools and environment access

Agents become operational when they can search a data store, call an API, run code, update a record or operate a computer. Tool access should be explicit and permissioned.

Observation and adaptation

After acting, does the system inspect the result, revise its plan and try again? A single tool call followed by a final answer is closer to a tool-using assistant than a long-running agent loop.

Memory and state

State may be limited to one task, persisted across sessions or stored in an external system. Ask what is retained, for how long and who can delete it; “has memory” is too vague to compare products.

Modality and embodiment

Text-only agents differ from systems that process images, audio, video, sensor streams or physical and simulated environments. Modality expands what an agent can observe, but does not automatically make it more autonomous.

Governance and intervention

Look for bounded permissions, action logs, rate limits, approval checkpoints, rollback and a clear stop mechanism. These controls are part of an agent’s engineering, not optional documentation.

AI agent versus chatbot with tools

A chatbot with a calculator, search plug-in or single API function can be useful without being agentic. The practical boundary is whether the system controls a multi-step process: it selects among tools, evaluates outputs, changes course and continues toward a goal. A scripted workflow can call many tools and still be non-agentic if every branch was predetermined.

The distinction is a spectrum rather than a legal category. A customer-support agent might retrieve an account, check a policy and draft a reply, but require approval before sending. A coding agent might inspect a repository, run tests, revise a patch and ask for confirmation before committing. Both are agentic because they operate an observe-and-adjust loop; neither should be described as fully autonomous if a human must approve key actions.

How major definitions fit together

IBM describes agentic AI as a system that accomplishes a specific goal with limited supervision and says such systems consist of AI agents that mimic human decision-making. Its architecture guidance emphasizes autonomous planning, breaking complex work into smaller tasks and using tools to interact with external systems.

Microsoft defines an AI agent as a system that achieves a goal by taking action based on inputs perceived in its environment. Google Cloud describes agents as software systems that use AI to pursue goals and complete tasks, with reasoning, planning, memory and autonomy. IBM’s AI-agent explanation likewise focuses on agents that design workflows with available tools.

These definitions overlap because “agentic AI” describes the system pattern while “AI agent” identifies the actor inside it. A platform may orchestrate several specialized agents—such as a researcher, analyst and approver—inside one agentic workflow.

A practical comparison framework

When comparing two products, replace labels with evidence. Record the answers in a design review or procurement checklist.

Research and reporting

An agent can search approved sources, extract evidence, identify missing information, draft a report and request review. The agentic part is the iterative workflow and source-checking, not the prose generation alone.

Software delivery

A coding agent can inspect a codebase, edit files, run tests and propose a change. Safe deployments still require restricted credentials, isolated environments and human approval.

Operations

An operations agent may monitor events, query logs and open a ticket. Automatic remediation should be limited to reversible actions until its failure modes are understood.

Embodied systems

A robot or simulated character that combines vision, language and sensors with movement fits the embodied meaning of Agent AI used in Microsoft Research. Its physical action makes permissions, safety boundaries and emergency stopping especially important.

Which term should you use?

  • Use AI agent when naming a concrete component, service or deployable actor.
  • Use agentic AI when discussing the architecture or behavior—planning, tool use, memory, adaptation and limited supervision.
  • Use Agent AI only when you define it, quote the source’s usage or specifically mean embodied and environmentally grounded interaction.

In technical documentation, define the term on first use and describe permissions and approval points. That makes a specification understandable even when product terminology changes.

Failure modes to test before deployment

  • Tool misuse: the agent selects an inappropriate API or sends malformed data. Use schemas, allow-lists and dry-run modes.
  • Runaway loops: repeated retries consume time or money. Set step, time and budget limits.
  • Incorrect observation: the agent misreads a page, file or sensor result. Validate critical outputs independently.
  • Privilege escalation: a tool exposes more data or write access than required. Give each agent the minimum scope.
  • Unclear completion: the agent stops after producing text rather than achieving the goal. Define machine-checkable success criteria.
  • Silent human bypass: an approval gate is missing from an exceptional path. Test denial, timeout and escalation branches.

FAQ

Can one system contain several AI agents?

Yes. A coordinator can assign subtasks to specialist agents and combine their results. The overall workflow is agentic, while each specialist is an AI agent.

Does memory make an AI system an agent?

No. Memory is one capability. Without goal-directed planning, tool use and action, stored conversation history does not establish agency.

Is autonomy all-or-nothing?

No. Systems can be supervised at every step, at selected checkpoints or only when exceptions occur. Document the exact approval policy instead of calling a product simply “autonomous.”

Why do vendor descriptions disagree?

“Agent AI” and “agentic AI” are still used inconsistently. Compare the permitted actions and observable control loop, not the label.

Can an AI agent work without external tools?

Yes, but its actions are limited to the model’s own outputs or an application’s built-in state. External tools are what let an agent affect systems such as databases, browsers or ticketing platforms.

Are all multi-step automations agentic?

No. A fixed script can execute many steps without choosing a plan or adapting to results. Agency requires some control over decisions in the workflow.

What is the safest way to introduce an agent?

Start in a sandbox with read-only permissions, strict time and step limits, complete logs and approval before any irreversible action.
