Yes—but “private” depends on what you are trying to protect. End-to-end encryption can prevent a messaging service or an interceptor from reading message content in transit. It cannot stop a recipient from sharing a message, protect content on an accessible or compromised device, or ensure that an organization preserves its records. The Signal controversy is about both privacy and government recordkeeping; it is not evidence that Signal’s encryption was broken.
What the Signal controversy does—and does not—show
Reporting in The Atlantic in June 2026 described U.S. officials’ Signal group chats, disputes over retaining government records, auto-delete settings, and software on some government-issued phones that captured chats. The report also noted that Signal was not approved for classified information in the context it covered. These are questions about how officials use messaging, what their devices capture, and which rules apply to official records—not proof that Signal’s encryption was defeated.
Two questions are often collapsed into one: can someone outside a conversation read its contents, and must an organization retain a communication because it was official business? Encryption addresses the first question. It does not decide the second.
What end-to-end encryption protects
Signal says its conversations are end-to-end encrypted by default: “Signal conversations are always end-to-end encrypted, which means that they can only be read or heard by your intended recipients.” That means the service says it cannot read message and call content. Signal also says users can compare safety numbers to help confirm they are communicating with the intended person. These are Signal’s statements about its design and verification tools, not a guarantee that every device or circumstance is secure. See Signal’s privacy and trust guidance.

Encryption protects content from particular forms of access; it does not make a conversation impossible to expose. A participant can copy, photograph, forward, or describe what they received. Someone with access to an unlocked device—or malware or other access on an endpoint—may see content there. An organization may also capture messages on a managed phone for records retention. None of those cases requires breaking encryption between the participants.
What Signal may have to provide
“End-to-end encrypted” does not mean a provider has no information about an account. In a disclosure dated March 6, 2026, Signal said a subpoena sought account-creation and last-connection times for accounts associated with 37 phone numbers. Signal reported that seven accounts did not exist, 24 had no responsive information for the relevant period, and it supplied available responsive information for six. The figures describe what Signal said it possessed and produced for that particular request and period; they do not establish what another service retains or what Signal would hold in a different case. Why disappearing messages do not settle recordkeeping
Auto-delete is a setting for messages in an app, not proof that every copy has vanished. The Atlantic reported that software on some government phones captured Signal chats even when messages were configured to auto-delete. It also described legal disputes about preserving official communications. The practical distinction is between a message’s lifespan in the app and other copies or records created by a recipient, device, or organization.
For private users, this means disappearing messages can reduce how long a conversation remains visible in the app, but they cannot force a recipient’s device or records system to forget it. For public officials, personal privacy and official recordkeeping obligations can collide. The reporting does not make a general rule for every government, jurisdiction, or kind of communication.

Personal privacy and public accountability are different concerns
An Associated Press report published March 20, 2025 examined encrypted messaging and access to government records. AP found accounts on encrypted platforms registered to cellphone numbers for over 1,100 government workers and elected officials in its review across all 50 states. AP cautioned that an account alone does not prove official use and that its review was likely incomplete. The report raises a transparency concern when official business happens in a channel that is not captured in public records; it does not mean private citizens should give up encrypted personal conversations. How to think about privacy before sending a message
- Consider who might access the content. Encryption can limit access by the provider or an interceptor, but recipients and endpoint devices remain part of the trust boundary.
- Verify the person you are speaking with. Signal says safety-number comparison can help confirm you are communicating with the intended person; it does not certify that their device is uncompromised.
- Do not treat deletion as a records policy. If you are communicating on behalf of an employer or public agency, follow the organization’s approved channels and retention rules rather than assuming an app timer resolves them.
- Distinguish product claims from guarantees. Signal says its client and server source code are publicly available, a transparency feature that does not by itself prove every deployed build or device is secure.
So, do private conversations online still exist?
Yes. Online conversations can be meaningfully private against interception and provider access when end-to-end encryption is used, but privacy is not absolute secrecy. It depends on the people in the conversation, their devices, copies made outside the app, and any obligations attached to the communication. The Signal controversy illustrates why strong encryption and accountable recordkeeping are separate requirements—not why private online communication has disappeared.
