HashiCorp’s white paper Accelerating innovation at scale: A platform-centric approach to hybrid cloud automation argues that reusable self-service infrastructure, consistent automation and built-in policy controls can help organizations deliver applications faster across cloud and on-premises environments. It presents HashiCorp’s platform and customer examples as support for that approach, but it is a vendor-authored paper—not an independent comparison or validation of results.

Why the paper says hybrid cloud delivery gets stuck

The paper describes a familiar operational problem: infrastructure work is split among teams, cloud environments and disconnected tools. Developers may wait for provisioning or access, while platform and security teams must reconcile inconsistent workflows and preserve oversight. HashiCorp links that fragmentation to slower handoffs, duplicated effort and friction around governance.

To illustrate the problem, the ©2025 paper reports that 81% of enterprises use multiple cloud providers, 62% of companies report lost time-to-market because of fragmented cloud tools and missing automation, and 85% report siloed teams contributing to fragmented workflows and slower handoffs. It also says 63% of IT teams manually correlate data from five or more tools in hybrid and multi-cloud environments, spending more than 12 hours per employee each week on that work. The paper does not identify the underlying study, sample or methodology for these figures, so they should be read as HashiCorp-reported claims rather than independently established market measurements. The paper further reports that 75% of developers lose 6–15 hours a week to tool sprawl and that employees lose 2.4 hours per day to inefficiencies from siloed workflows and manual data reconciliation. These figures are presented by HashiCorp; the PDF does not provide enough methodological detail to assess how they were measured.

What a platform-centric approach means

In the paper’s model, platform engineering is a governed enablement function. Platform teams make reusable, pre-approved infrastructure workflows available to developers through self-service, while policies and security controls are built into provisioning and deployment rather than left to ad hoc checks.

  • Reusable building blocks: Shared modules, images and templates let teams provision from approved patterns instead of assembling each environment from scratch.
  • Self-service provisioning: Developers request or deploy infrastructure through defined workflows, reducing reliance on manual tickets and handoffs.
  • Policy guardrails: Platform and security teams define constraints that apply as infrastructure is provisioned and changed.
  • Workflow integration: Version-control-driven infrastructure-as-code pipelines connect changes to existing development and CI/CD practices.
  • Secrets and access management: Centralized controls and runtime secrets injection are intended to reduce scattered credentials and inconsistent access practices.

The intended trade-off is not unrestricted developer autonomy. It is faster access within boundaries established by platform, operations and security teams.

What HashiCorp Infrastructure Cloud covers

The white paper calls the offering HashiCorp Infrastructure Cloud, powered by HashiCorp Cloud Platform. It describes infrastructure lifecycle management alongside security lifecycle management, with managed cloud services, self-hosted enterprise offerings and community source-available products. The paper discusses use cases including development-environment provisioning, self-service infrastructure, shared modules and images, policy controls, CI/CD secrets management, centralized access management, service discovery and orchestration across runtimes, and automated scheduling and discovery for AI workloads.

Those are capabilities and intended use cases described by the vendor; the paper does not provide a neutral head-to-head assessment against other platform engineering or infrastructure automation approaches. For an organization evaluating options, useful comparison criteria include consistency across on-premises and cloud environments, the quality of developer self-service, policy enforcement and auditability, secrets and access controls, integration with existing CI/CD and version-control workflows, and measured delivery or operational outcomes.

Customer outcomes the paper attributes to HashiCorp

HashiCorp includes three customer examples. The outcomes below are reported in its white paper and should not be treated as independently verified benchmarks or guaranteed results.

Criteo Automated service discovery and rollout; four operators supported networking needs for more than 500 internal users. Service discovery went from four hours to minutes, and new service rollout from three weeks to one minute; the paper also says manual service spin-up operations were eliminated.

The white paper includes customer comments alongside these figures. Tom Davies, Principal Software Engineer at BT Group, says: “HashiCorp helped us move seamlessly, allowing teams to focus on application development rather than cloud provisioning.” Harsha Vathsavayi, Product Manager at Roche, describes using automation and Terraform for customer onboarding and says delivery accelerated. Pierre Souchay, Discovery and Security Authorization Lead at Criteo, says teams can register and de-register services instantly, check service health and availability, and automatically back up changes. These are customer statements reproduced in the vendor’s paper.

How to judge whether this approach fits

A platform-centric model is most relevant when teams repeatedly provision infrastructure across multiple environments and current processes involve queues, inconsistent patterns or manual reconciliation. Before adopting any platform, assess the operating model as well as the technology:

  • Can developers use approved workflows without bypassing necessary controls?
  • Can policy decisions be enforced and audited consistently across the environments you operate?
  • Will the platform integrate with your existing infrastructure-as-code, source-control and CI/CD workflows?
  • Can you centralize secrets and access management without disrupting runtime needs?
  • Can you measure outcomes such as provisioning lead time, deployment frequency, manual effort, policy exceptions and operational cost?

HashiCorp’s paper offers an illustrative scenario in which provisioning takes 15 minutes instead of 30 days. That is an example in the document, not a measured customer result. Organizations should establish their own baseline and define success measures before using such a scenario to set expectations.

What the paper establishes—and what it does not

HashiCorp’s central argument is that common, policy-governed workflows can reduce friction between application teams and the groups responsible for infrastructure and security. Its customer examples show the kinds of outcomes the company says its approach enabled. The paper does not establish that the same results will follow in other organizations, provide a neutral comparison with competing approaches, or document the methodology behind its broad statistics.
