NADRA’s 14 August 2026 announcement is about a physical identity card that uses a QR code instead of an embedded microchip—not a new digital identity wallet. The first rollout phase covers standard National Identity Cards (CNICs); NADRA announced that NICOP and Juvenile Cards would follow from January 2027, with Pakistan Origin Cards (POCs) transitioning later. Existing identity cards remain valid until their expiry dates.
What is NADRA’s new identity card?
It is a physical identity card with a machine-readable QR code in place of the microchip used on the Smart National Identity Card. NADRA says the code contains relevant cardholder information and the cardholder’s photograph. It can be read through the PakID mobile application or suitable camera-connected software. The announcement does not describe the card as a complete digital wallet or as a replacement for NADRA’s wider digital services.
NADRA says the card is manufactured in Pakistan by the Pakistan Security Printing Corporation to NADRA’s technical and security requirements. Who gets the QR-code card, and when?
NADRA says the Federal Government approved issuance on 23 February 2026. Its announced rollout schedule is phased:

This is NADRA’s announced schedule, not confirmation that every category, office, or applicant can already obtain the QR format. The announcement does not provide a separate fee schedule or complete application workflow specific to the new card.
Will an existing CNIC or other identity card still work?
Yes. NADRA says all types of identity cards already issued remain valid until their respective expiry dates. Current cardholders do not need to replace a valid card solely because of the QR-code announcement.

How will QR-code verification work?
NADRA says the code is intended to let authorized organizations capture and verify identity information using PakID or suitable camera-connected software. It says this could make it easier for institutions to enter information into computerized systems and reduce data-entry errors, but the announcement gives no measured results for that claimed benefit.
NADRA’s stated reason for moving away from the chip is that chip-enabled functions could not be used as intended: readers and supporting infrastructure were unavailable. NADRA says the Smart National Identity Card was introduced approximately 14 years before the August 2026 announcement, and that a QR code can be read using an ordinary smartphone or appropriate camera software.

The agency says it will provide reading and verification software to telecom operators, banks, hospitals, Pakistan Railways, police, and other authorized institutions. This is a rollout commitment; the announcement does not publish a technical specification or a list of institutions already using the system. It also does not provide an independent comparison of security, cost, or verification speed.
What features will appear on the card?
According to NADRA, the card will show the family number and symbols for persons with disabilities, senior citizens, organ donors, and citizens of the State of Azad Jammu and Kashmir. The name and address will appear in Urdu and English. NADRA also says visible and covert security features have been updated.

Is the QR format covered by a legal framework?
NADRA’s February 2026 announcement says rule amendments introduced the QR code as a defined security and verification feature and authorize “QR code or any other technological feature” in place of a microchip. It cites Gazette notifications S.R.O. 330(I)/2026 and S.R.O. 331(I)/2026, dated 24 February 2026. For exact legal obligations, consult the Gazette notifications themselves rather than relying on NADRA’s explanatory summary.

NADRA’s general guidance says CNICs are for Pakistani citizens aged 18 or older and sets out documentation and biometric requirements. Applications can be made through PakID, though an applicant may need to visit a NADRA Registration Centre for biometric verification or a photograph. The guidance lists standard CNIC, Smart CNIC, and QR-code CNIC types; it does not establish that every applicant can immediately choose the QR format.

- Use PakID where the guidance allows an online application: PakID.
- Follow any instruction to attend a NADRA Registration Centre for biometrics or a photograph. Confirm the current application route and card availability with NADRA before applying.
How is this different from NADRA Digital ID?
The QR-code card is a physical credential. NADRA’s broader Digital ID programme is a separate service ecosystem. Its published descriptions include registering through PakID, storing documents in a PakID Vault, single sign-on for connected services, verifiable credentials, and consent-oriented data sharing.
