No—an AI-capable PC does not have to run Windows. Apple marketed the MacBook Air with M3 as able to run some AI models on-device and use cloud-based AI services. That makes it an example of an AI-capable Mac, but it does not make it a Copilot+ PC or prove it matches one on every AI task.

What makes the MacBook Air M3 an AI-capable computer?

The M3 MacBook Air has hardware that can accelerate machine-learning work. Apple’s technical specifications list a 16-core Neural Engine in both the 13-inch and 15-inch models. Apple also says the M3’s CPU and GPU include accelerators for on-device machine learning.

At the laptop’s March 2024 launch, Apple said it could run optimized AI models locally, including large language models and diffusion models for image generation. Apple also pointed to cloud-based services such as Microsoft Copilot for Microsoft 365, Canva, and Adobe Firefly. Those examples illustrate two different ways to use AI: a compatible model can run on the Mac, or an app can send work to a cloud service.

Apple called the M3 Air “the world’s best consumer laptop for AI” in its launch announcement. That is Apple’s marketing claim, not an independent comparative test. The announcement explains Apple’s positioning; it does not establish that the laptop is best for every AI application.

How an AI-capable Mac differs from a Copilot+ PC

“AI PC” can describe a computer with hardware suitable for AI tasks, a machine whose apps use AI services, or a specific vendor-defined product category. These meanings overlap, but they are not interchangeable.

Microsoft uses Copilot+ PC for a defined category of Windows computers with built-in AI experiences designed to use dedicated AI hardware, including a neural processing unit (NPU). Microsoft’s support documentation describes features such as image creation and transformation and Phi Silica, a small language model optimized for local NPU operation. Microsoft says these components are serviced separately through Windows Update, so the feature set can change over time.

The M3 MacBook Air is not a Windows Copilot+ PC. Apple’s claim is that the Mac can support local and cloud AI workloads; it is not a claim that macOS provides Microsoft’s Copilot+ feature set. The distinction is between broad AI capability and membership in a particular Windows category.

What the published hardware figures do—and do not—tell you

Published figure What it refers to What it cannot establish by itself
16-core Neural Engine Apple’s technical specifications for the M3 MacBook Air, in both screen sizes. How quickly the Air completes a particular AI task, or how it compares with an NPU in a Windows laptop.
More than 45 trillion operations per second (TOPS) Microsoft’s launch-era claim for NPUs in the first Copilot+ devices announced with Snapdragon X Elite and X Plus in May 2024. A directly comparable performance result against Apple’s Neural Engine or a guarantee of application performance.

These are different kinds of specifications, not results from a shared benchmark. A core count and a TOPS figure do not show how a particular model, app, or workload will perform. No directly comparable cross-platform AI benchmark is established here, so it would be misleading to declare one platform faster on that basis.

Apple Intelligence compatibility on the M3 Air

Apple’s support information published September 15, 2026 lists Mac computers with M1 or later as compatible with Apple Intelligence in macOS 27. That includes the M3 MacBook Air, but compatibility does not mean every feature is available to every owner under every configuration.

  • Feature availability can vary by language and region.
  • Some features have additional storage conditions: Apple specifies up to 14 GB on M3-or-later Macs with at least 12 GB of unified memory, and up to 8 GB for other supported Mac models.
  • Some features use server-side models and may have usage limits, so Apple Intelligence should not be treated as entirely on-device AI.
  • The M3 Air’s memory configuration varies by model and build; check the configuration you own rather than assuming every M3 Air has the same memory capacity.

For a specific feature, check the current Apple Intelligence requirements for the installed macOS version, language, region, and Mac configuration. General compatibility is not a guarantee that a particular feature will be available in a particular location or setup.

Why the software matters as much as the chip

An accelerator only helps when the software is built to use it. Microsoft’s developer guidance makes this point explicitly for NPUs: an NPU’s presence does not ensure that every application or model will run on it. Microsoft recommends Windows ML for local model execution and describes hardware discovery and fallback behavior.

The same practical question applies when choosing a Mac: does the app or model you plan to use support the relevant Apple hardware, and does it run locally or rely on a cloud service? A laptop’s AI label or processor specification cannot answer that for every workload.

How to judge whether the M3 Air fits your AI use

  • Start with the task and app. Check whether your chosen software supports the AI feature you need, and whether it processes work locally, through a server, or with a mix of both.
  • Check feature requirements. For Apple Intelligence, confirm the current macOS, language, region, memory, and storage conditions that apply to the specific feature.
  • Compare exact configurations. Identify the screen size and memory configuration of the M3 Air, and the processor and configuration of any Windows laptop you are considering. Do not assume all models in either family are identical.
  • Account for your existing ecosystem. Software availability and the operating system you already rely on may matter more than whether a product carries an AI category label.
  • Look for relevant, comparable evidence. A useful performance comparison tests the same task with compatible software on specified configurations. Neural Engine core counts and vendor TOPS claims are not substitutes for that test.

What the M3 Air does—and does not—show

The MacBook Air M3 shows that AI-capable personal computers are not exclusive to Windows: Apple designed and marketed a Mac with hardware for on-device machine learning and support for local and cloud AI use. It does not show that the Air is a Copilot+ PC, that all AI features run locally, or that it outperforms a Windows alternative. Those questions depend on the feature, software, configuration, and evidence available for the particular comparison.
