Microsoft Entra ID P1 includes Conditional Access and advanced identity administration; P2 includes those P1 capabilities plus risk-based access through Entra ID Protection and Privileged Identity Management (PIM). If you need ordinary Conditional Access, P1 may be enough. If policies must respond to sign-in or user risk, or administrators need just-in-time privileged access, P2 is the relevant tier. Check your existing Microsoft 365 subscription before buying either license.
What is the difference between Microsoft Entra ID P1 and P2?
P2 builds on P1 rather than replacing it. Both tiers support Conditional Access, while P2 adds deeper risk detection and reporting, risk-based Conditional Access, and PIM. P1 also supports hybrid identity and administration features such as dynamic groups, self-service group management, and password writeback.

Does Entra ID P1 include Conditional Access?
Yes. P1 is the required Entra ID tier for Conditional Access, and Microsoft also makes Conditional Access available to Business Premium customers. P2 includes it as part of the P1 feature set. For policy requirements involving other Microsoft services, check those services’ licenses too: Microsoft notes that Intune, Purview, and Workload ID can have their own requirements.

Do you need P2 for risk-based Conditional Access?
Yes, for policies that use user risk or sign-in risk as conditions. Those capabilities come from Microsoft Entra ID Protection, a P2 feature. P1 does not provide those risk-based policies, although some P1 risk views can show limited information; it is therefore more accurate to say P1 lacks full risk access than to say it has no risk visibility at all.
P2’s ID Protection capabilities include risk policies, full risky-user and risky-sign-in reporting, full risk detections, user-at-risk alerts, weekly digests, and MFA registration policy through Conditional Access. Workload identity reports additionally require Workload Identities Premium, and some risk detections depend on separate Defender product licenses. Is PIM included in Entra ID P1?
No. PIM is included with P2; Entra ID Governance is another qualifying license. PIM supports eligible and time-bound privileged role assignments, activation, and related controls, so administrators do not need to rely only on standing privileged access.
Licensing may apply to more people than the person who configures PIM. Microsoft’s licensing guidance identifies people with eligible or time-bound role assignments, relevant PIM for Groups members and owners, approvers, and access-review participants among the categories that may need coverage. Assess the actual roles and workflows in use, and verify current Microsoft terms before estimating seats. Do not assume that licensing only the administrator who turns on PIM is sufficient.

Which plan should you choose?
Choose P1 when baseline access controls are the requirement
- You need Conditional Access but do not need user-risk or sign-in-risk conditions.
- Your organization needs P1’s hybrid identity or administration features.
- Your current subscription does not already include P1, and the required scope is covered by the applicable license terms.
Choose P2 when risk response or privileged access matters
- You want Conditional Access policies that react to user or sign-in risk.
- You need fuller Identity Protection reports, detections, and alerts.
- You need PIM for eligible, time-bound privileged assignments and activation.
Check existing subscriptions and the people in scope
Microsoft lists P1 in Microsoft 365 E3 and Microsoft 365 Business Premium, and P2 in Microsoft 365 E5. Other suite and add-on bundles may also apply. Audit the organization’s assigned SKUs and contractual terms before purchasing standalone licenses. For PIM or governance use, account for affected users, approvers, and reviewers rather than counting only administrators.

What to verify before buying or enabling features
- Exact SKU and agreement: Confirm whether your organization already has P1 or P2 through a suite or add-on. Bundle availability and terms can vary by market and change over time.
- Cloud and feature scope: Consult Microsoft’s live Entra licensing matrix for the specific feature and cloud. Do not treat all governance capabilities as part of P2: some advanced lifecycle, entitlement management, and access review features are assigned to separate Entra ID Governance or Entra Suite plans.
- Related service licenses: Check requirements for products interacting with Conditional Access, workload identities, Defender risk signals, and governance features.
