Hourly billing still works for consulting when the client can see what the time covered and how it relates to the agreed work. That takes more than a total on an invoice: agree on scope and billing rules up front, record work as it happens, and make the final summary easy to review. A clear record can explain a claim; it cannot guarantee the client will accept it or prove the quality of the work.
Is hourly billing still common?
It depends on the kind of professional service and the survey population. IEEE-USA’s summary of its 2024 consultant fee survey reports that three-quarters of surveyed consultants billed hourly. That result describes those respondents, not every consultant or service industry. IEEE-USA’s survey summary.
Other professional-service models are moving away from hourly pricing. In a CPA.com release dated December 9, 2024, only 10% of the participating client advisory services (CAS) practices said hourly billing remained their primary pricing method. The survey covered calendar-year 2023 and 206 self-selected practices; the release describes a shift toward recurring fixed fees. These findings are not contradictory: “consulting” spans different services and ways of packaging work. The practical choice is whether time is a useful way to price the engagement and whether both sides can review what was done.

What do billable-hours benchmarks tell you?
Service Performance Insight’s 2025 Professional Services Maturity Benchmark reports an average of 1,385 annual billable hours in 2024, compared with 1,413 in 2023. The benchmark draws on 403 professional-services organizations and separates billable time from non-billable categories, as well as on-site from off-site work. These are aggregate organizational patterns, not a recommended target for an individual consultant. SPI Research’s 2025 benchmark report.
The distinction matters when reviewing utilization or invoices: not every hour worked is necessarily billable, and a benchmark total does not tell a client what happened on a specific engagement. Project-level records answer that narrower question.

How can you make billable hours easier to review?
“Prove” is best understood here as making the billed time explainable. A useful record connects each entry to agreed work; it is not, by itself, a legal standard, a guarantee of acceptance, or proof that the work was valuable.
Agree on the rules before work begins
Put the practical billing terms in the engagement agreement or written kickoff confirmation:

- Scope, expected deliverables, and what counts as work outside scope.
- Hourly rates, billing increments, and rounding rules.
- How meetings, preparation, administration, and client-requested changes are treated.
- When entries or invoices will be reviewed and who approves them.
- What supporting descriptions the client will receive and in what format.
Clear terms reduce avoidable disagreements about what an entry means. If scope changes, record the change and confirm how it affects billing before the extra work accumulates.
Record time close to when the work happens
Use a time-tracking tool or a dated work log to note the date, client or project, task, duration, and a concise outcome or work product. For example, “Reviewed the draft pricing model; corrected assumptions in rows 12–18 and sent comments” is more informative than “spreadsheet work.” Keep the description factual and specific enough for the client to connect the entry to the agreed scope.

Choose a recordkeeping method that preserves dated entries and makes it easy to assign time to projects or tasks. A notebook can help someone who prefers manual records, but it is an aid to organization—not independent evidence that the work was performed. Screenshots, keystroke tracking, or employee surveillance are not necessary substitutes for a clear work record.
Review the invoice before sending it
Check that entries are assigned to the right project, use the agreed increments, and match the engagement’s billing rules. Group related entries under readable task descriptions, then provide a summary that lets the client see the period covered, work completed, hours, rate, and amount due. Retain the underlying entries so you can answer questions without reconstructing the month from memory.

When is hourly billing a good fit?
Hourly pricing can be sensible when the amount or direction of work is difficult to predict, or when a client wants to authorize work in increments. It is less helpful when the deliverable and effort are predictable enough that the client mainly wants a known price. Use these questions to choose:
- Is the scope predictable? A well-defined, repeatable deliverable may be easier to price as a fixed fee.
- Does time reflect what the client is buying? If value depends more on a defined outcome than on duration, hours may be a poor proxy.
- Can both sides maintain and review task-level records? If not, hourly billing can create friction even when the work is legitimate.
- Does the client prioritize budget certainty? A fixed fee offers a clearer price for a defined scope, while hourly work requires a plan for variable effort and scope changes.
- Is the service ongoing and repeatable? A recurring fee may suit stable work better than repeatedly itemizing time.
What are the alternatives to hourly billing?

No pricing model wins in every situation. CPA.com’s CAS findings show a move among surveyed practices toward recurring fixed fees, but they do not establish that fixed pricing is right for all consulting work. The engagement’s scope, the client’s budget preferences, and the usefulness of time as a pricing measure should drive the choice.
What should you look for in a time-tracking system?
For software, compare whether it supports project and task coding, dated entries, an approval history, reporting, and invoice export. Those functions help make records easier to organize and share; they do not prove the work’s quality or ensure a client will approve a charge. A manual log can work too, provided it captures the agreed details consistently.
