Set help desk SLAs by defining what is measured, when the clock runs, which hours are covered, and what customers can expect when support is closed. Choose targets only after comparing them with actual staffing and ticket performance; a target that cannot be delivered consistently is not a useful promise.

What a help desk SLA should define

A service-level agreement (SLA) makes support expectations measurable. For each commitment, state the metric and target, the applicable calendar, and the rules that determine when the timer starts, pauses, resumes, and stops. Zendesk describes SLA policies as agreed measures of the response and resolution times a support team delivers to customers (Zendesk: Defining SLA policies).

Keep staffed support hours distinct from the SLA target. Support hours explain when people are available to work requests. The SLA explains how quickly a defined event should occur under a stated clock. For example, a response target measured in business hours does not mean the same thing as the same duration measured in calendar hours.

Set support hours before choosing targets

1. Define the service boundary

List the services and channels covered, who can submit requests, and any exclusions. Then specify what happens when a ticket arrives outside staffed hours: it might wait for the next opening, receive an on-call response, be directed to self-service, or enter a separately covered 24/7 service. Describe only coverage the team can actually provide; do not call a service 24/7 unless its operational coverage supports that promise. Atlassian treats support availability as an explicit service attribute, with schedules ranging from round-the-clock coverage to defined daily hours (Atlassian Cloud app operations guide).

2. Publish a precise calendar

State the time zone, covered days, local opening and closing times, and holiday treatment. Say whether SLA clocks use business hours or calendar hours, and what happens to requests received outside the window. If users span regions, choose a shared or regional calendar based on how support is staffed and routed—not merely on where customers are located.

Business-hour calendars can pause SLA time outside working hours or on holidays. Calendar-hour clocks continue through nights and weekends. Zendesk identifies business versus calendar hours as a deliberate policy choice, while Atlassian documents calendars and pausing time outside business hours or during holidays (Zendesk: Fine Tuning: Succeeding with SLAs; Atlassian: Setting up SLAs).

Choose measures customers can understand

First response

Define whether a first response means an acknowledgement, a meaningful reply from an agent, or another specific event. An automated receipt can confirm that a request arrived, but it may not satisfy a promise of a human or substantive response. State the rule so customers and staff interpret the target the same way.

Resolution

Define what counts as resolved—for example, the point at which the team has completed the requested work under its stated process. Resolution is not the same measure as first response. A team can respond promptly while a case remains open because work, investigation, or an external dependency is still outstanding. Updates and requester waits

Add an update-cadence target or separately track time waiting for the requester only when it serves a clear operational purpose. Avoid overlapping measures that create more reporting work without clarifying what the team owes customers. If requester wait time affects a timer, explain how the pause works and when timing resumes.

Build priorities and targets from real service capacity

Use a small number of service tiers tied to user impact and urgency. For each tier, define how a ticket qualifies, who can change its priority, and whether a customer contract or organization-specific commitment changes the target. A label such as “urgent” is not enough by itself: teams need consistent criteria to route work and customers need to understand what the tier means.

Set response and resolution targets from the service you can deliver, not from a vendor example or an assumed industry norm. Review historical performance by priority and calendar, and account for staffing, demand, escalation coverage, dependencies, and the cost of faster service. The available guidance does not establish a universal target duration or benchmark; appropriate values depend on those organizational conditions. Write the timer rules

For each metric, document the events that control the clock. Make the rules consistent with the work the team is accountable for and clear enough to explain to a requester.

Timer rule What to specify
Start The event that begins measurement, such as ticket creation or assignment.
Pause Conditions that stop counted time, such as a defined wait for information from the requester or time outside the support calendar.
Resume The event that restarts measurement, such as a requester reply or the next covered business period.
Stop The qualifying response or resolution event that completes the metric.
Reopen Whether a reopened ticket starts a new measurement, resumes the previous one, or follows another stated rule.
Handoff or dependency How reassignment, another support group, or a vendor dependency affects the timer and accountability.

Distinguish help-desk work time from time waiting on someone else if both are operationally important. Pilot standards before making contractual promises

  1. Set internal standards first. Define provisional targets for each metric, priority, and calendar without presenting them as guarantees.
  2. Measure actual performance. Review tickets by priority and coverage calendar, including response and resolution results.
  3. Diagnose misses. Determine whether failures stem from inadequate coverage, inconsistent priority assignment, dependencies, or targets the team cannot sustain.
  4. Revise the operating model or targets. Adjust staffing, routing, escalation paths, definitions, or target values based on the cause—not simply to improve a report.
  5. Review on a schedule and after material change. Reassess commitments when demand, staffing, channels, or coverage changes.

Make the published promise easy to read

Present the commitment in plain language. A customer should be able to identify:

  • Which service, request types, and channels are covered, and who may use them.
  • The response or resolution event being measured and its target.
  • The applicable days, hours, time zone, holidays, and business- or calendar-hour clock.
  • When the timer starts, any pause conditions, how timing resumes, and what completes the measure.
  • What happens to requests submitted after hours and how to reach any escalation or on-call path.
  • Any exclusions, exceptions, or remedies that apply.

Evaluate whether SLA tooling fits the policy

Help desk and IT service management platforms can support SLA goals, calendars, timer conditions, and reporting. Compare their capabilities against the policy you have defined rather than letting a product’s defaults determine the customer promise.

Do SLA hours include nights and weekends?

Only if the policy uses calendar hours or its coverage calendar includes those periods. A business-hours SLA generally counts time within the defined support schedule, subject to its stated calendar and holiday rules.

What is the difference between first response and resolution time?

First response measures the time until the defined initial reply or acknowledgement. Resolution measures the time until the request meets the policy’s completion criterion. They need separate definitions and targets.

What support hours should a help desk offer?

Set hours your staffing and escalation arrangements can reliably cover, then publish the time zone, days, daily schedule, holidays, and after-hours handling. There is no universal schedule supported by the cited guidance.
