Check the retailer’s current official notice, ask separately about card redemption and returns, and look for any bankruptcy-case deadline. The answer depends on the retailer, the kind of purchase, your state, and any court order.
This guide covers U.S. consumers. It cannot determine the result for a particular retailer without its current notices and case details.

First, identify what you are trying to resolve
Gift-card redemption, a return of an item already delivered, an order that never arrived, and a refund for an accepted return are different issues. Write down the retailer’s name, store location or website, purchase date, order number, card issuer and balance if known, and how you paid. These details help you find the right policy and determine which deadlines may apply.
- Unused gift card: Can the retailer, a successor, or another merchant redeem it?
- Delivered item: Is the return still eligible under the retailer’s policy and any closure notice?
- Undelivered order or deposit: Is there a shipment delay, cancellation, or payment-dispute route?
- Return already accepted: Was a refund promised, and how is it being processed?
Check the retailer’s current official notices
Start with the retailer’s website, verified customer-service number, emails, and store signage. Look for closure or bankruptcy notices and search them for “gift cards,” “returns,” “refunds,” “exchanges,” “claims,” and cutoff dates. If a bankruptcy claims administrator is named, use its instructions and verify its contact details against an official retailer or court notice.

- Gift Cards are shipped active and ready for use.
- This card is non-reloadable. No cash or ATM access. Funds do not expire. If available funds remain on your card after the valid thru date has passed, please call customer service for a replacement card. A one-time purchase fee applies at the time of checkout. No fees after purchase.
- To access your card information safely, type the complete website address shown on your Gift Card (MyGift.GiftCardMall.com) directly into your browser's address bar. Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
- Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.
Do not rely on an old article or another retailer’s policy to establish what is accepted now. Gift-card acceptance can change: the Federal Trade Commission says a company in bankruptcy may honor gift cards, or a competitor may accept them. It recommends contacting the company or competitor and checking again if cards are not being accepted yet. Michigan’s attorney general similarly advises checking the merchant and its website periodically.

- Is a successor, buyer, or competitor accepting the card?
- Is there a final redemption date?
- If cards are not accepted now, where should I check for updates?
Keep the physical card, its terms, the card number or identifier, and any balance information. Do not assume that a federal rule limiting expiration dates or fees guarantees that an insolvent merchant will pay the card’s balance; the FTC discusses merchant insolvency separately from those protections.
Questions about an item return
Find the return policy that applied to your purchase and ask whether returns are still being accepted for purchases made on your date. Confirm the final return date, where the item must be sent or presented, required proof and condition, and whether the refund would go to the original payment method or through a bankruptcy process. Ask for the answer in writing when possible.

The FTC advises consumers to locate the policy and deadlines, act promptly, and keep receipts and other records. The federal sources cited here do not establish a general right to return an otherwise eligible item after a retailer closes; eligibility depends on the policy and any applicable closure or court notice.
Check for bankruptcy deadlines and state-specific rules
A bankruptcy court can set deadlines for a particular retailer. For example, a Pennsylvania attorney general notice said a court order in Rite Aid’s 2025 case set June 5, 2025 as the last day for gift-card use and returns or exchanges. That date has passed and applies only to that case; it is not a general deadline. Find the current notice for the retailer you are dealing with.

Gift-card laws also vary by state and by card type. Connecticut’s attorney general says a consumer is not necessarily entitled to a refund or compensation when a business closes with unspent gift cards, and notes that card issuer type matters. California’s attorney general describes California Civil Code section 1749.6 as requiring covered businesses to honor gift certificates even in bankruptcy. These state-specific statements should not be applied to other states or every kind of card. Check the law and official guidance for your state and the specific issuer.

Save the physical card and terms, receipt, order confirmation, tracking information, return authorization, policy copy, closure announcement, and all communications. Keep dated screenshots or PDFs of web pages that may change. Note the date, name, and substance of each call, promise, complaint, or submission. The FTC recommends gathering receipts, invoices, statements, contracts, and related records and keeping notes of efforts to resolve a problem.

Consider a payment dispute for an undelivered order
If you paid by credit card for goods that were not accepted or delivered as agreed, contact the seller promptly and then the card issuer if the problem is unresolved. The FTC says a qualifying billing-error notice generally must be sent in writing within 60 days after the first statement showing the error. That process does not cover every dissatisfaction or ordinary return; the FTC says product-quality disputes are not billing errors.
In a merchant bankruptcy, the Consumer Financial Protection Bureau’s interpretation of Regulation Z says a consumer may assert a qualifying claim or defense directly against the credit-card issuer without first filing a claim in the merchant’s bankruptcy case. This is not a guaranteed refund: the rule has conditions and limits, so contact the issuer promptly and explain the facts.
Debit-card protections differ. Contact the bank or debit-card issuer immediately to ask about its dispute process. North Carolina’s Department of Justice also advises consumers whose business closed after a credit-card payment to contact the card company promptly about a possible chargeback.
For an order that was never shipped
The FTC’s mail, internet, and telephone order rule may apply to most covered orders. If the seller did not state a shipping time, it generally must ship within 30 days. If it cannot ship on time, it must notify you and give you the choice to agree to the delay or cancel for a full refund. This rule concerns shipment, not whether you can return goods that were delivered.
Escalate through the right channel
- Retailer still operating: Use its formal complaint channel or ask for a manager, and keep the response.
- Retailer in bankruptcy: Follow the official case or administrator instructions and note every applicable deadline.
- State-law question: Contact your state attorney general or consumer-protection office for guidance about your location and card type.
- Credit-card billing problem: Dispute it promptly with the issuer and retain proof of any required written notice.
The channel depends on what you are owed, who can address it, how you paid, what deadlines apply, your state and card type, and what evidence you have. A state consumer office can help direct you, but it cannot guarantee that a closed retailer has funds to pay.
