Protect a child’s mObywatel Junior access by using a private, hard-to-guess app PIN, securing the phone with its own screen lock, installing the official app, and keeping the ZPE QR code or UUID private. The Ministry says data for listed documents, including the school ID, is encrypted on the phone and that mObywatel does not create an external user account. Those are statements in its privacy policy, not a guarantee against every risk or an independent security audit.
What mObywatel Junior does
mObywatel Junior is the student-facing area of Poland’s mObywatel public-service app. The official leaflet says it became available in September 2025, is available to pupils including adult students, and can be used by pupils in early primary grades without a Trusted Profile. It displays no advertisements. COI describes the available documents as the school ID, temporary driving licence and Large Family Card.
A parent or guardian can also add the child’s school ID to their own mObywatel app. To add the digital school ID, the official instructions use a QR code or UUID issued through the Integrated Educational Platform (ZPE). COI says the school ID may be placed on up to five devices.
Secure the app, phone and setup details
Choose a private Junior PIN
Set a PIN that is difficult to guess and do not share it with friends or anyone who asks for it unexpectedly. The official leaflet identifies the PIN as protection against unauthorized access to the digital school ID. It does not explain PIN reset, lockout or retry limits, so do not assume a particular recovery option is available.

Lock the phone separately
Use the phone’s own screen lock as well as the app PIN. Keep the operating system and official mObywatel app updated. The Junior leaflet documents app PIN protection, but does not describe a separate Junior device-management service.
Use official installation and enrollment channels
Install mObywatel through its official distribution channel. Treat the ZPE QR code or UUID as setup credentials: use only the value issued for the child’s document, and do not enter it into a link or website sent unexpectedly. If a message asks for the child’s PIN, PESEL or setup code, do not respond through that link. The Ministry’s general mObywatel security advice covers phishing awareness and reporting, but does not establish a Junior-specific recovery process.

Choose which devices should hold the school ID
There is no official security ranking between using the child’s phone and a parent’s phone. Decide based on who can reliably secure each device and PIN, where the ID needs to be available, and how many devices the family wants to maintain. Every device holding the ID is another device to protect. Keep the traditional school ID as a fallback if the family needs one.
What the Ministry privacy policy says
The Ministry’s mObywatel privacy policy says the app does not create an external user account and that data for listed documents, including the school ID, comes from state registers and is stored in encrypted form on the phone. Document data refresh requires user consent through the app’s “Odśwież dane” function. The policy also says the app does not process personal data downloaded through use of its services and does not collect information about use of data-transfer or electronic-verification functions. These are policy statements; they do not independently verify the Junior implementation or eliminate every security risk.

The policy identifies name, surname and PESEL as data processed to create and manage the app’s User Certificate. It says statistical records include counts of activated services, issued certificates, refreshed data, reported lost phones and reported problems; these records are retained for six years after the user’s last activity and are not processed for marketing. The policy also says the app does not record or analyze calls, contacts or messages. Users can inspect app resource access in their phone settings.

The Ministry’s general security guidance says activating mObywatel on another device invalidates the previous device certificate. The same guidance discusses invalidating an mDowód certificate by phone, but does not confirm that either step is the exact recovery procedure for a Junior school ID. Do not assume it removes all Junior data or restores a child’s profile.

The current app regulation gives the mObywatel support route for app questions and incorrect-data reports. It says users can stop using the app by deactivating a service where that feature is available or by uninstalling the app. For a lost Junior phone or a request concerning a child’s data, contact official support and ask which procedure applies to the child’s profile and certificate; the published material does not set out a confirmed Junior-specific recovery or representation process for a child’s data-rights request.
