Yes. Multifactor authentication (MFA) makes a stolen password less useful, but it does not make every sign-in method immune to phishing. An attacker may steal both your password and a one-time code, bombard you with approval prompts, or exploit weaknesses in how codes are delivered. The safest option is phishing-resistant MFA, such as FIDO/WebAuthn passkeys or security keys, when your account supports it.

How phishing can get past MFA

MFA asks for more than a password to verify a sign-in. That extra factor can stop someone who has only stolen your password, but the result depends on the factor and how the account is configured. CISA warns that some MFA methods can be vulnerable to phishing and other attacks (CISA’s MFA guidance).

A fake login page can capture a code, too

A phishing email may lead to a counterfeit sign-in page that looks like the real service. If you enter your password and then type in a six-digit authenticator code, the attacker may use those credentials while the code is still valid. The code is an additional check, but it is not bound to the genuine website.

Unexpected approval prompts can wear you down

With push-based MFA, a sign-in attempt can trigger an approval request on your phone. An attacker who has your password may send repeated prompts, hoping you will approve one just to make them stop. This is called push bombing or push fatigue. Do not approve a request you did not initiate; report it to your organization if it concerns a work account.

SMS and voice codes have different risks

Text and voice codes can be targeted through weaknesses in phone-network delivery, including SS7 exploitation, or through a SIM swap, in which an attacker gets a phone number transferred to a SIM they control. These are different from push bombing and from entering a code on a fake website. CISA discusses these attack paths in its phishing-resistant MFA fact sheet.

Which MFA methods resist phishing best?

For a login method to be phishing-resistant, it should help prevent a credential or approval from being reused on a counterfeit site. CISA says FIDO/WebAuthn can block a login attempt to a fake site. Its MFA tip states: “The only widely available phishing-resistant authentication is FIDO/WebAuthn authentication” (CISA MFA tip).

Method Phishing protection Practical considerations
FIDO2/WebAuthn security key Phishing-resistant; CISA ranks a physical security key highest among the options in its small-business guidance. Check that the account, browser and device support the key. Keep a secure recovery method and, where appropriate, enroll a backup key.
FIDO2/WebAuthn passkey Phishing-resistant when implemented through FIDO/WebAuthn. Availability and recovery vary by service and device. Confirm that the account offers passkeys and understand how you can regain access if a device is lost.
Authenticator app with number matching Stronger fallback against push bombardment than a simple approval prompt, but not equivalent to phishing-resistant FIDO/WebAuthn. Requires the service to support number matching; follow the displayed sign-in details and reject unexpected requests.

Text or email codes Weakest option among those in CISA’s small-business guidance; codes may be intercepted or entered into a fake site. Use only when stronger options are unavailable, and move to a stronger method when the service permits.

The ordering and descriptions above reflect CISA’s small-business guidance, not a claim that every provider implements each method identically (CISA guidance on implementing phishing-resistant MFA). Account and device support can differ, so check the provider’s own security settings before choosing a method.

What to do if an MFA prompt or phishing email seems suspicious

  • Do not approve an unexpected prompt. Deny it, and report repeated requests to your IT or security team if it is a work account.
  • Do not enter a code after following an email link. Close the page and open the service using its official app, a saved bookmark or an address you enter yourself.
  • Check the account’s security settings. Look for passkeys, FIDO2/WebAuthn security keys or another phishing-resistant option. Confirm the service supports the method on your device.
  • Set up recovery before you need it. Follow the provider’s recovery process and secure any backup methods. A stronger sign-in method is less useful if losing a key or device leaves you unable to recover the account.
  • If you entered your password or code on a suspicious site, act promptly. Use the real service to change the password, review active sessions and sign-in activity, and revoke sessions or devices you do not recognize. Contact your workplace IT team for an organizational account.

What organizations should prioritize

Organizations should enforce MFA wherever it is available, then prioritize phishing-resistant MFA for email, VPN access, administrators and other accounts that can reach critical systems. CISA’s 2025 phishing guidance emphasizes stronger protections and attention to privileged users (CISA phishing guidance).

Use stronger methods for higher-impact access

Start with accounts that can reset other users’ credentials, manage cloud services or reach sensitive systems. Where supported, use FIDO/WebAuthn security keys or passkeys for those users. If a service does not support phishing-resistant MFA, CISA points to number matching as a fallback that can help block push bombardment; it should not be treated as equally phishing-resistant.

Make sign-ins easier to manage and investigate

CISA’s ransomware guidance describes centralized single sign-on (SSO) paired with MFA as a way to potentially reduce social-engineering exposure and create an audit trail (CISA ransomware guide). Organizations should also give staff a clear way to report suspicious emails and unexpected authentication prompts. Training and reporting complement technical controls; they do not replace stronger authentication.
