To protect a hybrid cloud environment, inventory data and dependencies across on-premises systems, edge locations, and cloud accounts; set a recovery point objective (RPO) and recovery time objective (RTO) for each workload; then choose backup copies and restore paths that meet those targets. Keep backups protected from production-side compromise, and test restores regularly. A completed backup job is not proof that you can recover.

What should a hybrid cloud backup plan protect?

Start with workloads, not a provider’s product list. An application may depend on data stored in a local data center, cloud services, and configuration or identity systems. A copy of its data alone may not be enough to make the application usable after recovery.

Build an inventory covering data centers, edge locations, and cloud accounts or subscriptions. For each workload, record:

  • Its owner, data classification, and business purpose.
  • Where its data and configuration live, what depends on them, and how quickly the data changes.
  • Required retention, including legal or contractual requirements.
  • Acceptable data loss and downtime, expressed as RPO and RTO.
  • The restore granularity required: for example, an individual file or object, a point in time, an application or database, a volume, or an entire instance.

AWS’s guide to backup and recovery architectures covers on-premises, cloud-native, and hybrid workloads and recommends designing around recovery and compliance requirements. The inventory details above are a practical way to make those requirements visible; they are not a prescribed template.

Set recovery targets before choosing backup frequency

AWS defines the RPO as the acceptable amount of time since the last recovery point—the data-loss window the business can tolerate. The RTO is the acceptable delay between an interruption and service restoration. Agree on both targets with the people responsible for each workload before selecting a schedule or recovery design.

A shorter RPO generally requires more frequent or continuous protection. A short RTO may require prepared recovery capacity or a recovery architecture that brings services back faster than restoring everything from a cold backup. Those choices have operational and cost trade-offs; there is no universal schedule that fits every workload. AWS describes options including continuous, point-in-time, file-level, application-level, volume-level, and instance-level recovery. Confirm that the chosen service supports the needed method for the exact workload and location.

Protect backups from production failures and compromise

Backups should not simply inherit the same access and security boundaries as production. If a compromised production account or administrator can also delete or alter every backup, those copies may not help in a recovery. Use encryption and tightly scoped access, and consider separate accounts, subscriptions, or administrative controls where the threat model warrants them. Keep backup administration and recovery automation from receiving unnecessary production privileges.

Microsoft’s Azure Backup security guidance describes a 3-2-1-1 approach: three copies in total (one production copy and two backups), on two media types, with one copy offsite and one immutable and isolated copy. This is Microsoft’s vendor guidance, not a universal regulatory mandate. Immutability, isolation, and the location of copies should be chosen to address the organization’s risks and obligations.

For an offline copy on physical media, such as an external drive, include secure handling, rotation, encryption, retention, and a tested restore process. A drive kept connected to production, or one with no reliable rotation and recovery procedure, is not a substitute for a hybrid backup design.

Choose a recovery path for each incident

The recovery method depends on what failed. Plan separately for accidental data loss, a compromised security boundary, and a regional disruption; one backup destination may not cover all three. Cross-account, cross-subscription, or cross-region recovery is relevant when supported and when the incident could make the original account, control plane, or region unavailable.

Incident Recovery path to plan Decision to verify
Accidental deletion or unwanted change Restore the affected file, object, or other required granularity from an appropriate recovery point. Can you identify a clean point in time and restore only what is needed?
Data corruption or application failure Recover a consistent application or database state, then validate it with the application owner. Does the backup capture the consistency and dependencies the workload needs?
Ransomware or account compromise Use a clean recovery point and an isolated or cross-boundary restore path where available. Can compromised production credentials or controls reach and tamper with the backup?
Regional or infrastructure disruption Recover to a suitable alternate location or supported cross-region destination. Is the recovery destination available, and can the workload’s dependencies be restored there?

Compare backup options against the estate

AWS Backup, Azure Backup, and third-party hybrid backup platforms are examples to evaluate, not endorsements or an exhaustive list. AWS’s Data Residency and Hybrid Cloud Lens discusses options for Outposts, including EBS snapshots, S3 versioning and replication, and third-party backup solutions; it calls for periodic full recovery testing. Microsoft documents Azure and on-premises backup coverage, along with hybrid-agent hardening, vault protections, redundancy, and cross-region restore.

For each candidate, verify current documentation and support for the exact workload and region. Compare the options on these dimensions:

  • Coverage for the specific on-premises, edge, and cloud systems in the inventory.
  • Achievable RPO and RTO, plus the restore granularity available for each workload.
  • Recovery destinations, including cross-account, cross-subscription, or cross-region options when required.
  • Encryption, access control, isolation, and immutability capabilities.
  • Retention, data location, and relevant compliance requirements.
  • Monitoring, operational complexity, and support for restore-test automation.
  • Storage, transfer, and recovery costs.

There is no apples-to-apples price or feature comparison established here. The right fit depends on workload support, objectives, jurisdiction, data classification, existing cloud footprint, and budget.

Write a runbook and prove recovery works

For each workload and incident scenario, document who declares the incident, how responders choose a clean recovery point, where they restore, how they regain access to required keys and credentials, which dependencies come first, and who confirms that the application and its data are usable. A restore drill should test the recovery path, not merely confirm that a backup exists.

  1. Choose the scenario and scope. Include representative file or object recovery, application or database recovery, and full workload recovery as appropriate to the risk.
  2. Use the intended security boundary. For compromise scenarios, exercise an isolated or cross-boundary route if that is part of the plan.
  3. Restore to the planned destination. Follow the documented sequence, including access to credentials and keys and recovery of dependencies.
  4. Validate the result. Have an owner confirm data integrity and application behavior, rather than treating a successful copy operation as sufficient.
  5. Measure and improve. Record achieved recovery time and the age of the recovered data; compare them with the workload’s RTO and RPO. Fix gaps and update the runbook before the next exercise.

Set test scope, method, and frequency according to risk and objectives. Microsoft’s benchmark recognizes that a full recovery test every time may be difficult; NIST’s June 2026 operational-technology guide likewise emphasizes creating, testing, and reviewing backups during recovery exercises. AWS’s hybrid-cloud lens identifies successful periodic recovery testing as a desired outcome. A plan that has never been exercised in a representative scenario has not demonstrated that it can meet its targets.
