Open the PDF or image in Files, then use the viewer’s Markup controls to annotate it. On iPadOS 26, Apple’s dedicated Preview app can open files stored in Files and mark up PDFs and images. On earlier software versions, the available controls depend on the app and viewer.
Mark up a PDF or image from Files

Open the Files app and find the PDF or image you want to annotate. Tap the file to open it.

If your iPad runs iPadOS 26, open the item in Preview from Files. Apple describes Preview as an app for viewing, editing, and marking up PDFs and images stored in Files; it supports touch or Apple Pencil on supported iPad models. Apple’s iPadOS 26 announcement explains the Preview features. On other versions, use the controls provided by the file viewer.

If you do not see the Markup toolbar, tap Markup or the toolbar button that reveals it. The button and its location can vary by app and software version. Apple’s iPhone guide to Markup describes using Markup in supported apps.

Select a pen, marker, or pencil tool and draw with your finger. In Preview on a supported iPad, you can also use Apple Pencil. Use the toolbar controls to adjust options such as color, opacity, and line weight.

For annotations beyond freehand drawing, use the available Add controls to insert text, shapes, or a signature. Apple documents these options in its Markup guide.

Finish with the viewer’s save or completion controls. The exact label and saving behavior depend on the app and operating system version, so check the open document after you finish to confirm your changes are there.

What changes between iPhone, iPad, and software versions?
Markup is available in supported apps, but Files does not present the same editing route on every device or operating system. For example, Apple introduced Preview on iPad with iPadOS 26 and says it can access files in Files and mark up PDFs and images. Earlier versions may instead show Markup within the file viewer. If a button is missing, the current app may not offer that Markup feature for the file; try opening the item in an app that supports it.

Apple Pencil is optional. A finger is enough for basic drawing in supported Markup tools, while Apple Pencil support in Preview applies to supported iPad models. Check compatibility for your exact iPad before choosing a Pencil.
