No—not across Android today. F-Droid warned that Google’s developer-verification program could make independent app distribution dependent on Google’s approval. But Google’s published first enforcement phase, beginning in September 2026, is limited to specified app stores in Brazil, Indonesia, Singapore and Thailand on certified Android devices. Google says direct sideloading and stores outside that initial list are not covered in this first phase, and it has described an advanced flow for users who choose to install apps from unverified developers. Google has also announced a global expansion in 2027, so the longer-term scope matters.
What F-Droid says Google’s rules could change
F-Droid’s October 28, 2025 clarification challenged Google’s assurance that “sideloading is not going away.” F-Droid argues that if Google decides which developers and app identifiers are registered on certified Android devices, installing software outside Google Play could still depend on Google’s approval. It describes the program as an existential threat to free-software distribution platforms. Those are F-Droid’s characterizations of the risk, not evidence that F-Droid has already stopped working. Google presents the program as a security measure intended to make it harder for bad actors to distribute harmful apps repeatedly. Its March 2026 announcement says users will retain a way to install apps from unverified developers, but through a deliberate, more involved process. Google’s Matthew Forsythe, Director of Product Management, Android App Safety, described that approach this way: “Android is built on choice. That is why we’ve developed the advanced flow – an approach that allows power users to maintain the ability to sideload apps from unverified developers.” Google’s March 2026 announcement
The disagreement is partly about what counts as meaningful sideloading. Google emphasizes that installing apps outside its approval system remains possible through an advanced flow. F-Droid emphasizes users’ and developers’ independence from Google’s approval. The practical difference is that Google’s route adds checks and waiting time; the broader question of how much control the verification system gives Google remains central to F-Droid’s objection.

Where and when Google says verification will apply
Google’s current support documentation describes a phased rollout, not an immediate rule for every Android installation. Its developer FAQ says enforcement starts September 30, 2026 for apps from participating stores in Brazil, Indonesia, Singapore and Thailand, when installed on certified Android devices. The FAQ names Google Play, HONOR App Market, OPPO App Market, Samsung Galaxy Store, Palm Store, vivo V-Appstore and Xiaomi GetApps. These distinctions mean that “Android sideloading is banned” is not an accurate description of Google’s stated first phase. They also do not settle the full impact of the announced global expansion. Google’s help and developer pages describe the policy as it stands in their published guidance; check them for updates before relying on a particular date or installation route.

Can you still install APKs outside Google Play?
For the initial enforcement phase, Google says direct sideloading and apps from stores outside its named participating list are not subject to the new verification requirements yet. If Google’s verification warning appears for an unverified developer, its documented advanced flow lets a user proceed after extra security checkpoints and a waiting period. This is not the same as an installation that needs no added steps.
What Google’s advanced flow involves
Google’s March 2026 description says the flow is designed to slow down installations that may happen under pressure or coercion. It involves enabling developer mode, confirming that nobody is coaching the user through the process, restarting and reauthenticating the device, and waiting one day. The extra steps are the point: Google frames them as protective friction, while users who value quick, unrestricted installation may see them as a barrier. The flow’s availability does not mean every app will install in every circumstance, and the cited guidance does not establish which apps will fail after future rollout phases.
Will F-Droid still work?
The available policy statements do not establish that F-Droid has stopped working or that it will stop working in September 2026. Google says the initial enforcement does not cover direct sideloading or stores outside the named participating list. F-Droid’s warning concerns the consequences of a system in which app developers and identifiers on certified devices must meet Google’s verification requirements, particularly as coverage expands.

F-Droid’s concern is therefore about future dependence and control, not a confirmed current shutdown. Google’s 2027 global-expansion announcement means the initial exemptions should not be read as a permanent guarantee that every distribution route will remain unchanged. The cited material does not show the eventual effects of the 2026 rollout or the 2027 expansion.

Google’s published account options differ by distribution scale. Its developer FAQ lists a $25 fee for a full-distribution account. Google also describes a limited-distribution account for students and hobbyists to share apps with up to 20 devices at no fee and without government ID. The limited account is intended for small-scale sharing, not a substitute for distributing an app broadly. The full-distribution path is the option relevant to wider distribution under Google’s published account framework. The FAQ’s initial enforcement scope remains limited to the named stores and regions, while Google says verification will expand globally in 2027.
What Google’s malware claim does—and does not—show
Google has cited a claim that Android apps sideloaded from internet sources carry “over 50 times more malware” than apps available through Google Play. F-Droid quoted and challenged that figure in its October 2025 post, saying it had not seen the supporting analysis. The cited material also does not establish an independently verified current count of Android devices or F-Droid users affected, or the number of apps that will fail to install.
