Prepare by identifying shipments that cannot be late, tracking their milestones, and agreeing on contingency decisions before a disruption hits. Then confirm current capacity, routing, lead times, and all applicable charges with your carrier or freight forwarder. Freight rates and booking windows vary by lane, mode, carrier, shipment, and date, so market headlines are context—not a quote for your cargo.
Why delays can push freight costs up
Congestion can make capacity effectively tighter and schedules less reliable, even when the underlying cause is a port bottleneck, route change, weather, labor issue, or operational constraint. UNCTAD’s Review of Maritime Transport 2025 reports that port congestion contributed to higher freight rates in 2024 and into 2025, alongside disruptions, weather, and labor issues. This is historical context, not a forecast of rates in October 2026.
Route changes and carrier operating conditions can affect both transit time and cost. For example, Maersk’s March 16, 2026 Hormuz closure update and CMA CGM’s Middle East situation updates, including a July 21, 2026 surcharge advisory, illustrate disruption-linked service and charge changes. Their terms apply to specific circumstances, trades, and loading dates; they do not establish universal charges.
The U.S. freight network is large and interdependent. In its May 18, 2026 announcement of the National Freight Strategic Plan, the U.S. Department of Transportation said, “More than 54 million tons of goods valued at $68 billion travel through America’s freight network every day.” That figure describes U.S. freight activity, not global freight, and USDOT’s plan identifies resilience, efficiency, security, and visibility as system priorities. Build a shipment plan before disruption
Map what is exposed
Keep a working list of important shipments with origin, destination, mode, cargo-ready date, required delivery date, and the business activity that depends on arrival. Flag shipments with a single practical route, little schedule flexibility, or a delivery deadline that would trigger lost sales, production stoppage, or a customer commitment problem.
Set decision points in advance
For each critical shipment, decide who can authorize a response and what conditions trigger it. Possible actions include expediting, rerouting, drawing down buffer stock, or telling customers that an arrival estimate has changed. Set the trigger based on the cost of delay and the alternatives actually available; there is no universal delay threshold that suits every shipment.

Track milestones and verify readiness
Monitor milestones such as cargo readiness, booking confirmation, departure, transshipment, arrival, and delivery. Ask the carrier or forwarder to confirm the current estimate and flag missed milestones promptly. Also verify that cargo, documents, allocations, and cutoff requirements are ready; a route option is not useful if the shipment cannot meet its operating requirements. USDOT’s 2026 National Freight Strategic Plan names better supply-chain visibility and data-driven planning among its priorities.
Ask about alternatives early
Before a delay becomes urgent, ask whether another routing, port, service, or mode could work for the cargo and destination—and whether capacity is available, rather than merely possible in principle. Flexport’s July 9, 2026 Global Logistics Update offered lane-specific advance-booking guidance for that market period. Treat it as a dated snapshot, not a standing booking rule: lead times and capacity need to be reconfirmed for the shipment and booking date.

Compare service options on total cost and delivery risk
When there is more than one feasible option, request current, like-for-like quotes and compare the factors that determine whether the shipment meets its business need:
- Delivery performance: expected arrival, variability, and the chance of meeting the required date—not transit time alone.
- Total landed cost: base freight plus applicable surcharges, inland legs, handling, insurance, and the business cost of delay.
- Capacity certainty: confirmed allocation, cargo-ready date, cutoff, and a fallback if the first option fails.
- Operational fit: cargo handling requirements, route risks, and whether the shipment can change ports or modes.
Ask the provider to state surcharge scope, amount, effective date, and applicability in writing. Check the contract and current carrier notices for base-rate changes and fuel, emergency, or other disruption-related charges. For example, Maersk’s March 2026 notice and CMA CGM’s updates show why the carrier, trade, operating conditions, and loading dates matter. A headline rate or surcharge should not be applied to a different lane without confirmation.

Recheck assumptions before booking and during transit
Before committing to a booking or freight budget, reconfirm the route, capacity, lead time, cutoff, quote validity, and surcharge terms with the carrier or forwarder. Revisit open shipments when a milestone slips or route conditions change, then update procurement, operations, and affected customers using the revised schedule and cost assumptions.
For ocean freight, the Federal Maritime Commission’s News and Advisories is a regulatory source for maritime updates, including detention-fee matters. Use such notices for relevant regulatory context, while relying on the carrier or forwarder for shipment-specific routing, timing, capacity, and charge details.
