Publishing a policy opens the door; it does not, by itself, triage reports or get fixes to users. Build the workflow around named owners, a tracked case for every report, risk-based decisions, and clear communication.
Start by distinguishing a disclosure policy from a handling process
A vulnerability disclosure policy (VDP) explains how an organization accepts reports about its own systems or products. It sets scope, permitted testing, a reporting channel, and expectations for reporters. Coordinated vulnerability disclosure (CVD) is broader: it covers the work of assessing and coordinating a vulnerability among affected parties, developing remediation, and sharing an advisory. Depending on the issue, that can involve product makers, service providers, suppliers, the reporter, and users.

For an organization-owned service, the owner may be able to verify and fix the issue within one team. A vendor product can involve several dependent parties, so the process must account for who can develop a fix, who can mitigate exposure, and who communicates with users.
Choose a framework that fits your organization
The sources describe related but distinct parts of the work; they are not interchangeable rules for every organization.

Use NIST SP 800-216 and CISA BOD 20-01 as references for formal handling, while keeping their federal context clear. ISO/IEC 29147 and 30111 address disclosure and handling respectively; ISO/IEC TR 5895 describes the multi-party lifecycle. The available summaries establish those scopes, not every implementation detail in the full ISO texts.
1. Prepare and publish a policy reporters can follow
Make the policy easy to find and specific enough that a researcher can determine whether an asset is in scope, what testing is authorized, and how to submit a useful report. Assign an accountable intake owner before publishing it; an unmonitored mailbox is not a reliable reporting process.
Define scope and testing boundaries
- Name the systems, services, products, and domains that are in scope. Explain what is out of scope, including how you want reports about assets you do not control handled.
- Describe permitted and prohibited testing in practical terms. State the boundary for access, data handling, and actions that could disrupt a service, without implying that the policy authorizes activity outside its scope.
- Give reporters a dependable channel, such as a monitored email address or submission route, and say what information helps you reproduce an issue.
Set expectations and internal ownership
- Explain how receipt will be acknowledged and when the reporter can expect another update. Set a resolution target or explain how you will provide estimates; avoid promising that every issue can be fixed on the same schedule.
- Name the team or role responsible for intake and case ownership. Establish routes to product engineering, security, legal or privacy, communications, and incident response when the issue warrants their involvement.
- Document how the organization will respond to reports that are duplicates, cannot be reproduced, or concern an out-of-scope asset.
CISA’s announcement of BOD 20-01 quoted Bryan Ware, then Assistant Director for Cybersecurity at CISA: “Cybersecurity is strongest when the public is given the ability to contribute, and a key component to receiving cybersecurity help from the public is to establish a formal policy that describes how to find and report vulnerabilities legally.” The practical point is that a clear policy makes lawful reporting possible, while the internal process must still handle what arrives.

2. Receive, acknowledge, and track every report
Create a case record when a report arrives, even if it appears incomplete. Preserve the original message and timestamp, and record the reporter’s contact preference, affected asset or product, evidence, reproduction steps, and later communications. Assign an owner and a status so the report does not remain only in an inbox.
Acknowledge receipt and tell the reporter what happens next, including when to expect an update. Do not imply that acknowledgement means the issue has been confirmed. NIST recommends formal handling and communication; CISA BOD 20-01 specifically calls for tracking reports to resolution and communicating with reporters and stakeholders.
3. Verify the issue and assess its impact
Reproduce the reported behavior safely where possible. Determine whether it is a vulnerability, a duplicate, or a false positive; identify affected versions and dependencies; and assess exploitability and likely consequences. Record what has and has not been verified, rather than turning an unconfirmed report into a definitive finding.

Assess the issue in the context of the organization’s risk: exposure, potential impact, evidence of exploitation, affected users, and available mitigations all matter. CISA calls for evaluating potential impact and prioritizing action, but the cited guidance does not prescribe one universal severity rubric. Define a rubric that fits your products and users, then apply it consistently.
If there is evidence of active exploitation or a breach, route the matter through the organization’s incident process as well as the vulnerability remediation workflow. A patch case and a security incident may need to proceed in parallel.

Give a verified issue an accountable technical owner, target dates, and an escalation path. Prioritization should take account of severity, exposure, known exploitation, the number and type of affected users, mitigation availability, and dependencies on other vendors. Set a risk-based target, explain it to the reporter, and update the estimate if facts or dependencies change.

Develop and test a patch or mitigation before release. For a multi-party issue, identify which participants are coordinating, which can mitigate, and which depend on another party’s fix. Agree on responsibilities and communication timing rather than assuming a single organization can resolve the whole issue. ISO/IEC TR 5895:2022 describes this coordinated, multi-party lifecycle.

Coordinate release timing with affected parties so users have usable remediation information while avoiding unnecessary exposure of systems that remain unpatched. The advisory should tell readers what they need to decide and do:
- Which products and versions are affected.
- The issue’s severity and likely impact, stated in terms users can understand.
- Where to obtain the patch or mitigation and what action users should take.
- Any relevant limitations or dependencies that affect applying the fix.
Handle reporter credit or attribution according to the reporter’s wishes and the policy. ISO/IEC 29147 addresses disclosure of remediation information; CISA describes coordination that can include remediation and advisory publication. A release is not complete if users cannot identify whether they are affected or how to reduce their risk.

6. Follow up after release
Confirm the fix is available and works as intended, update the case to resolved, and answer outstanding reporter questions. Review whether the vulnerability points to a broader engineering or supplier issue that merits changes beyond the individual patch. Record acknowledgement, triage, remediation, and communication elapsed times so the program can identify process bottlenecks and improve its targets.
Set disclosure timing by risk, not by a universal countdown
The cited sources do not establish a universal deadline for every vendor to patch a vulnerability. A policy should set explicit acknowledgement and resolution targets, but distinguish a target from a guarantee. Timing depends on impact, known exploitation, whether a mitigation is available, the vendor’s responsiveness, and how many parties must coordinate.
CISA’s undated Coordinated Vulnerability Disclosure program page, checked in 2026, says CISA may disclose in certain cases as early as 45 days after first attempting to contact a vendor that is unresponsive or has not established a reasonable remediation timeframe. This is a conditional CISA coordination practice, not an industry-wide patch deadline or a rule that applies to every report.
When a target changes, communicate the reason and the next expected update. A responsible process accounts for user protection and the risk of exposing unpatched systems, while still moving a report toward a concrete decision and resolution.
