To find and request automated license plate reader (ALPR, also called LPR) records, start with the police, sheriff, state police, or other agency that operates or accesses the system. Check its transparency and public-records pages first, then submit a narrowly scoped request for specific records—such as policies, retention schedules, contracts, sharing agreements, or logs. Raw plate scans and individual vehicle histories may be exempt or confidential, depending on the state and agency.
Identify the agency and search for records already posted
The likely records custodian may be a local police department, sheriff’s office, state police agency, city or county clerk, or another government office. There is no single nationwide routing rule, so begin with the agency likely to own or access the ALPR system and check its website for a records-request portal and contact details.
Search the agency and local government websites using terms such as “ALPR,” “LPR,” “license plate reader,” “public records,” “FOIA,” “records custodian,” “transparency,” and “retention.” Look for a current ALPR policy, retention rules, published contracts, data-sharing agreements, and any proactively released logs. For example, Palo Alto’s police transparency page describes monthly publication of partially redacted search logs. The Los Angeles County Sheriff’s Department also maintains an ALPR transparency page.
Check the target agency’s retention schedule before delaying a request. Palo Alto says its captured data is automatically purged after 30 days unless it is identified as relevant to a specific criminal investigation; that is a local policy, not a national retention standard. Choose specific record categories and a date range
Request records as separate categories rather than asking broadly for “all ALPR data.” Name the system if known, give exact dates, and ask for existing records rather than a newly created report. Useful categories include:
- Current ALPR/LPR policy, standard operating procedures, and related privacy policies.
- Retention, purge, preservation, and deletion schedules or policies.
- Vendor contracts, purchase orders, renewals, and procurement records.
- Data-sharing agreements or memoranda of understanding with other agencies.
- Search, access, use, and audit logs, using the agency’s terminology where known.
- Training, maintenance, or calibration records when relevant to your question.
These categories are distinct: a system policy may explain permitted use, a retention schedule may describe when records are deleted, and an audit log may document access or searches. Agencies do not necessarily hold every category. Henrico County’s ALPR policy, for example, says searches should be associated with an official police record number, illustrating that search documentation may exist without establishing that every agency keeps the same logs. Understand why raw plate scans may be withheld
An ALPR scan may include a plate number, the date and time, and the scan location. Such records can reveal where a vehicle has traveled and may identify a person. Do not assume an ordinary public-records request will produce a person’s plate-read history or a bulk file of raw scans. The governing law varies. North Carolina’s statute treats captured plate data as confidential and not a public record, subject to specified circumstances. Washington’s 2026 legislative report describes a public-disclosure exemption and a bona fide research exception that excludes individually identifiable information. The ACLU argues that logs and ALPR records may be released with specific plate and vehicle identifiers redacted. That is an advocacy and legal position, not a guarantee of disclosure; the applicable statute and agency interpretation control. ACLU discussion of ALPR records and disclosure
Separate requests for administrative program records from requests for raw scan data. If material is withheld, ask the agency to identify the specific legal exemption and to release reasonably segregable portions if the applicable law permits. Redaction does not ensure that a record will be disclosable.

Adapt this request template to your jurisdiction
Use the public-records law that applies to the agency and follow its required portal, format, and procedures. Adapt the wording below with the agency name, known system name, and a defined date range:
Under the applicable public-records law, I request electronic copies of the following records held by [agency] concerning its automated license plate reader (ALPR/LPR) system for [date range]: (1) the current ALPR policy and any revisions during that period; (2) retention, deletion, and preservation schedules or policies; (3) contracts, purchase orders, and data-sharing agreements in effect during that period; and (4) search, access, use, or audit logs maintained by the agency for that period. I am requesting records as maintained, and am not asking the agency to create a new record. If any portion is withheld, please identify the specific legal basis and provide any reasonably segregable portion that may be released under applicable law. Please advise me before incurring fees above [amount].

For a large log request, narrow the date range or specify the kind of log you need. Do not include a vehicle plate number unless it is necessary to your purpose and the law permits the request; an identifying plate may raise privacy or law-enforcement exemptions. Verify local rules for fees, response times, identity requirements, and appeals rather than assuming they are uniform.

What to do if the agency denies or limits the request
Read the response against the exact records and date range you requested. If the agency withholds a category, ask which legal exemption applies to that record and whether any nonexempt portion can be separated and released under the governing law. If it says records do not exist, clarify whether another office maintains the system or its records, but do not assume the agency must create a new record. For review or appeal, follow the procedure and deadline in the relevant state or local law.
Check state guidance and current local rules
State-specific law and agency practice can change what is available. Alabama, for example, has administrative guidance concerning ALPR data, while states and agencies may have distinct statutes, policies, retention periods, request channels, and appeal procedures. Before submitting, verify the current public-records statute, any ALPR-specific provision, the agency’s request channel, its current retention schedule, fees, response deadlines, and appeal route. The request template is a starting point, not a jurisdiction-specific legal determination.
