The answer depends on where the property is, what kind of solar installation it is, and which planning rules apply. Planning approval and private legal liability are also separate questions: a planning authority may assess glare without deciding a neighbour’s civil claim.
Start with the location and the type of installation
Responsibility cannot be assigned reliably without knowing the country and local authority, and whether the panels are on a home, another building, or a standalone solar site. Rules can distinguish between domestic and non-domestic systems, rooftop and ground-mounted arrays, and installations proceeding under permitted development, prior approval, or a full planning permission.
The examples below are from UK sources, including distinct rules for England and Wales. They do not establish the law in other countries or settle an individual dispute. Check the current rules and decision documents for the property in question.
Planning responsibility is not the same as legal liability
Planning rules may require an applicant to consider potential glare or allow an authority to assess it as part of a particular approval route. That does not, by itself, establish who is liable in a private dispute. The UK policy and planning sources cited here describe planning considerations and assessment; they do not create a universal rule that the owner, installer, manufacturer, neighbour, or council is legally responsible for every glare complaint.

How glare is considered in UK planning examples
England: some permitted-development routes
England’s Town and Country Planning (General Permitted Development) (England) Order 2015 includes prior-approval provisions for specified solar development. In a relevant route, the authority may consider “the impact of glare on occupiers of neighbouring land.” Whether that provision applies depends on the type of development and the applicable order conditions; it should not be assumed to cover every domestic rooftop system.
Wales: qualifying non-domestic installations
Welsh Government guidance describes a distinct permitted-development example for qualifying non-domestic solar installations: so far as practicable, they must be sited to minimise glint or glare and meet stated development limits. The example shows why the installation’s location and details matter; it is not a general rule for all panels in the UK.

Nationally significant projects and policy guidance
For nationally significant solar projects, Planning Inspectorate technical advice describes identifying potentially sensitive receptors and, where glare potential is found, using modelling and predictive methods. Relevant inputs can include panel height, direction, type, location and extent, as well as the identity of affected receptors. UK renewable-energy planning guidance also identifies effects of glint and glare on neighbouring uses as a planning consideration: Renewable and low carbon energy.
The UK government’s draft EN-3 policy distinguishes glint, a momentary flash from direct reflection, from glare, a continuous source of excessive brightness experienced by someone in the path of reflected sunlight. It notes that panels are designed to absorb irradiation but may reflect sunlight at certain angles. The policy says applicants should identify potential receptors, including nearby homes, and decide whether assessment is needed; where quantitative assessment is warranted, it describes considering the geometry, impact and impairment, angle, duration and intensity of reflections. EN-3 is draft policy, not a final binding rule: Draft National Policy Statement for Renewable Energy Infrastructure (EN-3).

What to do if glare is affecting your property
- Identify the relevant authority and installation. Establish the country and local planning authority, and whether the panels are on a home, another building or a standalone site. Note whether the system appears domestic, non-domestic or utility-scale.
- Keep a factual record. Record when the glare occurs, where it appears, and which rooms or outdoor areas are affected. This can help describe the issue accurately; it is practical documentation, not a stated legal requirement.
- Check the planning documents. Ask the local planning authority about the planning permission, prior-approval decision, or permitted-development conditions that apply. The authority can clarify the planning route, but that does not guarantee it will resolve a private legal dispute.
- Describe the impact specifically. If an assessment is being considered, useful details include the affected receptor locations, panel position and direction, panel type, reflection geometry, timing and duration, intensity, and any mitigation being considered.
Why the same panels can affect neighbours differently
Reflection depends on the relationship between the panels, the sun and the observer. A complaint therefore needs to be considered in its site-specific context: the direction and type of panels, the location of nearby homes or other sensitive receptors, and when and how long a reflection occurs can all matter. Technical assessment guidance for larger projects treats these as inputs rather than assuming that every panel creates the same effect.
