“AI as a tool” describes how people use an AI system to pursue a goal; artificial general intelligence (AGI) describes a proposed breadth of capability across many tasks and domains. The terms answer different questions: one is about the system’s role in an activity, the other about what it can do. They are not opposites, and an AI used as a tool can still have varying degrees of autonomy.

What does “AI as a tool” mean?

It means a person uses an AI system as an instrument to help achieve an objective: for example, asking a writing assistant to brainstorm ideas or revise a draft. The person supplies the purpose and decides how to interpret or use the result. That does not mean the person must control every step, or that the system is necessarily simple.

NIST’s glossary reproduces this definition of an AI system: “A machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations, or decisions influencing real or virtual environments.” The definition is from a source document cited in NIST’s AI glossary. NIST’s human-centered AI Use Taxonomy similarly focuses on people interacting with AI to achieve particular goals and on how AI contributes to an outcome. Its 16 activity categories are independent of particular AI techniques and domains.

How is it different from artificial general intelligence?

“AI as a tool” describes a relationship between a person and a system in a particular activity. AGI describes a capability concept: broad ability to learn, reason, and apply knowledge across different tasks and domains. A tool can be narrow or highly capable; calling something a tool does not settle how broad its abilities are.

Stanford HAI’s Artificial Intelligence Glossary defines AGI as “an AI system with general, human-level (or beyond) ability to learn, reason, and apply knowledge across a wide range of tasks and domains.” This is a useful institutional definition, not a universally agreed test for AGI. The OECD’s 2019 report says, “There is no universally accepted definition of AI,” and describes artificial narrow intelligence (ANI), or applied AI, as designed for a specific problem-solving or reasoning task. It contrasts that with hypothetical AGI that could generalize and abstract learning across cognitive functions; views about AGI vary widely.

The OECD’s discussion appears in Artificial Intelligence in Society (2019). It is a conceptual comparison, not a measured benchmark for deciding when AGI has been achieved.

Does calling AI a tool mean it is passive or fully controlled?

No. The word “tool” describes a role, not a fixed level of control. The OECD explains autonomy as the degree to which an AI system can learn or act without human involvement after people delegate autonomy to it. Objectives can be explicit, implicit in rules or training data, or not fully known in advance. The OECD.AI explanation of AI distinguishes this question of autonomy from whether the system is AI.

For instance, a person might ask a writing assistant to suggest revisions, then review the suggestions. A more autonomous agent might plan a sequence of steps and use external tools. These examples illustrate different arrangements; they do not establish the performance of any particular product.

What does “tool” mean when people discuss AI agents?

It can refer to something different: software that an AI agent can call, such as a browser, code environment, or API. Stanford HAI’s glossary describes agentic AI in terms of setting or interpreting goals, planning and sequencing actions, using tools, responding to feedback, and adapting over time. In this usage, AI is not merely a tool for a person; the AI itself uses tools to carry out tasks.

Agentic behavior and AGI are not synonyms. Agentic AI concerns autonomous or semi-autonomous action and planning. AGI concerns the breadth of ability across tasks and domains. A system could display some agentic behavior without meeting a chosen definition of AGI.

How should you use the terms precisely?

  • Say “AI as a tool” when describing a person’s use of AI to support a goal or workflow.
  • Say “AGI” when discussing broad, cross-domain capability, and name the definition you mean because thresholds vary.
  • Describe autonomy separately: specify whether a system only suggests, or can plan and act with delegated authority.
  • Distinguish tools used by an AI agent from AI used as a tool by a person.
