To understand an Ohio electric bill, start with the billing dates and kilowatt-hour (kWh) usage, check whether the meter reading was estimated, then separate electricity supply charges from delivery charges. The Price to Compare helps evaluate generation offers; it is not the price of every service on the bill.

Start with the billing period, amount due, and meter status

Before examining individual charges, find the service dates, current charges, credits, prior balance, due date, and total amount due. Ohio rules require residential electric bills to include key billing information such as service-period dates, relevant meter readings, identification of estimated readings, payment and credit information, and consumption history. The rules also require the bill to provide contact information for billing questions and complaints.

Ohio residential bills must allow at least 21 days from the postmark date before the due date. See Ohio Administrative Code Rule 4901:1-10-22.

Check how much electricity you used

Usage is generally shown in kilowatt-hours (kWh), a measure of electrical energy consumed. Compare the current period with prior months and, when available, the same period a year earlier. A longer billing period can raise the total even if daily use is similar; weather can also affect household consumption.

Look for wording such as “estimated” beside the meter reading. An estimate is not the same as an actual read, and a later actual reading may affect a subsequent bill. Ohio rules require estimated bills to be identified and utilities to publish an active bill calculator. Ask your utility how its estimates work and how to request an actual reading if one appears overdue or inaccurate.

The Office of the Ohio Consumers’ Counsel (OCC) says customers whose readings are estimated for more than two consecutive months may request two actual meter readings per calendar year. Some customers may be able to submit their own reading, but meter types and utility procedures differ; confirm acceptance and instructions with your utility before submitting one. Separate electricity supply from delivery

Your bill can include charges for producing electricity and for bringing it to your home. Those are different services, and choosing a different generation supplier does not eliminate delivery charges.

  • Generation is the electricity supply: the power produced for your use. Supply may come through the utility’s standard offer, an alternative supplier, or an aggregation program.
  • Transmission moves high-voltage electricity from generation sources toward local distribution systems.
  • Distribution carries electricity through local wires and equipment, including substations and meters, to your home.

OCC describes a common set of four charges on Ohio electric bills. The actual labels, order, riders, credits, and other company-specific items vary by utility, so use the bill’s own definitions when identifying a line item.

Common charge What it pays for How OCC characterizes it
Customer charge A fixed monthly charge associated with grid connection, equipment, and maintenance. Fixed; a delivery charge paid to the utility regardless of electricity use or generation source.
Generation service The electricity supply used during the billing period. Usage-based; the supply may be the utility’s offer, an alternative supplier, or aggregation.
Transmission service Moving high-voltage electricity to local distribution lines. Usage-based in OCC’s common-charge explanation; a delivery charge.
Distribution service Local wires and equipment that deliver electricity to the home. Usage-based in OCC’s common-charge explanation; a delivery charge.

OCC says distribution rates are set by the Public Utilities Commission of Ohio (PUCO), while transmission is federally regulated. Its 2026 bill explainer describes generation as typically about half of a bill and delivery costs together with transmission as typically about half. These are approximations, not guaranteed shares for an individual customer. See OCC’s Electric Bill Made Easy.

What the Price to Compare means

Ohio residential bills must show a Price to Compare notice. OCC describes the figure as the utility’s price for generation and some related transmission charges. It is intended to help you compare supply offers; it is not your all-in electricity rate and does not include all delivery charges.

For a useful comparison, check the offer’s generation rate, how that rate is structured, and the contract terms against the Price to Compare that applies to your utility and billing period. Do not assume a lower generation rate will reduce the full bill by the same percentage: delivery charges remain separate, and other charges or credits may change. Current offers and eligibility depend on service territory and can change, so check your utility and Energy Choice Ohio for current information.

Ohio customers may receive supply through a competitive supplier, community or government aggregation, or the utility’s Standard Service Offer (SSO). The distribution utility and available choices depend on where you live. Municipal utilities, cooperatives, and submetered arrangements may have different programs or protections.

Find out why a bill went up

Compare the new bill with the previous one in a consistent order. A bill can rise because usage changed, a rate or charge changed, the billing period was longer, or a credit or one-time item differs. AEP Ohio notes that its customers’ bills can increase without higher usage when a rate changes and recommends checking generation costs, including rates that may adjust periodically. That is one possible explanation, not a diagnosis for every Ohio customer. See AEP Ohio’s rates and billing information.

  1. Compare billing-period length and kWh. Check both the start and end dates and the usage total before concluding that the rate changed.
  2. Check the reading status. Note whether each bill used an actual or estimated meter reading.
  3. Compare the generation rate and supplier terms. Look for a rate change, a different offer, or a rate that can adjust over time.
  4. Compare fixed and delivery charges. Review customer, transmission, and distribution charges, along with any utility-specific riders or credits.
  5. Check other line items. Review taxes and nonrecurring charges if they appear, and consult the utility’s definitions for unfamiliar labels.

Ohio utilities must publish a bill calculator that shows rates and charges and lets customers enter billing determinants to check a bill. Use your utility’s calculator and definitions for the relevant period. If an item still does not make sense, contact the utility first using the billing contact information on the bill; Ohio’s rules provide for PUCO assistance if the complaint remains unresolved after that contact.

Protect your account information when asking for help

If you share a bill image to get help interpreting a charge, cover your account number, service address, meter number, and barcode. Leave the charge labels, dates, usage, and relevant rates visible if you want someone to compare the bill’s components.

Options if the bill is difficult to manage

OCC’s fact sheet discusses budget billing and PIPP Plus for eligible customers. Availability, eligibility, and terms depend on the program and the customer’s circumstances, so check current details with official sources. Municipal, cooperative, or submetered customers should confirm which utility or program administrator handles billing questions and assistance.
