At a public hearing about a proposed data center, ask first what decision the hearing body can make, then press for documented figures, enforceable operating standards, and clarity about who pays for infrastructure. The right questions depend on whether the meeting concerns zoning, site review, an air permit, a utility proceeding, or public information: each may have a different decision-maker, record, and public-comment process.
Prepare around the decision on the agenda
Before the hearing, review the notice, agenda, staff report, application, site plan, draft conditions, and technical studies. Note the item number, the body expected to act, and the deadline for written comments. If materials are missing or revised, ask the clerk or agency where they can be inspected and when they will be available.
Separate documented facts, applicant estimates, official findings, unresolved questions, and opinions. When someone gives an estimate, ask: “What document supports that estimate, and where can the public review it?” For federal hearings covered by EPA’s summary of 40 CFR 25.5, relevant reports, documents, and data are to be available at least 30 days before the hearing; that timing is not a universal rule for local land-use hearings. EPA’s summary of 40 CFR Part 25 describes the scope of those procedures.
Establish what is actually being decided
- What action is this body being asked to take, and what legal standards govern that action?
- Is this a zoning change, conditional or special-use permit, site plan, air permit, utility decision, or informational meeting?
- Which approvals remain, which agencies control them, and what is the expected sequence?
- Which application materials and studies are part of the public record? When will missing or revised materials be available?
- Does this application include multiple buildings or later phases? How will cumulative impacts be evaluated?
Do not assume one hearing approves the whole project. For example, Page, Arizona’s September 2026 FAQ described a proposed text amendment as distinct from subsequent zoning, utility, technical review, and development approvals; that sequence applied to Page’s proposal, not to every jurisdiction. Page’s data center FAQ provides that local example.

Ask for water and cooling evidence
- What are the projected typical, peak, and seasonal water demands, and what assumptions produce those figures?
- What source and delivery method are proposed—municipal water, groundwater, reclaimed water, or another supply—and what approvals are in place?
- What cooling system is proposed, and how does it affect the water estimate?
- Has the supplier assessed effects on existing users, drought planning, wastewater treatment, and future capacity?
- Who pays for required pipes, treatment, storage, or other upgrades, and will the agreements be public?
Do not attribute a water source or quantity to a project unless its record supports the claim. Page’s September 2026 FAQ, for instance, said no source, quantity, or delivery method had been approved for the potential project discussed there. That status should not be transferred to another proposal.
Probe electric demand and off-site infrastructure
- What electric load is forecast, including peak demand, and what utility analysis supports it?
- Would the project require generation, transmission, substation, or gas-pipeline upgrades? Where would they be built?
- Who pays for each upgrade, and could costs affect other customers, rates, or public budgets?
- Which utility and regulator decide those cost and capacity questions?
- Will the facility use on-site generation or storage, and under what operating conditions?
- How do later phases or nearby projects affect cumulative load and long-term capacity?
Ask for the relevant utility filings and regulator’s analysis; a general planning framework cannot establish how a particular project will affect rates or who will bear its costs. The University of Iowa’s Data Center Decision Tool identifies energy resources, off-site utility infrastructure, and long-term capacity as local review issues.

Seek measurable noise, lighting, and site controls
- What noise study was conducted, where were sound levels modeled, and what operating conditions were assumed?
- What limits apply at the property line and at nearby homes or other sensitive locations? Are low-frequency sounds assessed as well as ordinary sound levels?
- How often will compliance be tested after opening, who will review the results, and what happens if a limit is exceeded?
- What setbacks, buffers, screening, building-height limits, and lighting controls are proposed?
- How will stormwater, construction hours, hazardous materials, and waste be managed?
- How can neighbors report a problem, and who investigates and corrects a verified violation?
Ask for objective standards, monitoring, reporting, and an identified enforcement process rather than a general assurance that impacts will be minimized. The University of Iowa tool flags dBA and low-frequency dBC measures, sensitive-receptor setbacks, lighting, emergency access, hazardous materials, stormwater, construction hours, and post-construction testing as subjects local rules may address. Those are questions to investigate, not evidence that a particular proposal meets or violates a standard.
Examine backup power and air permitting
- What backup generators or other combustion equipment are proposed, including fuel, count, capacity, and permitted operating hours?
- What emissions are expected during routine testing, maintenance, and outages, and what analysis and permit limits apply?
- How often will generators be tested? Will residents be notified of scheduled tests?
- Where can the public inspect the air-permit application, technical analysis, and proposed conditions?
Project-specific equipment counts are not typical-use figures. In a July 13, 2026 notice for a proposed Falls Township air-quality plan approval, Pennsylvania DEP said the application included 280 natural-gas-fired generator engines and three diesel emergency generator engines for backup service and limited testing and maintenance. DEP said residents could request the application and that a 30-day comment period would follow publication of the notice; that notice’s meeting and comment period have passed. Use it as an example of records and operating details to request, not as current event information. Pennsylvania DEP’s notice describes that proposal.

Ask about emergency response and construction impacts
- Has the fire department reviewed site access, water supply, suppression systems, electrical hazards, and specialized response needs?
- What emergency plan will be public, and who pays for any additional equipment or training needed for the site?
- What construction traffic routes, work hours, dust controls, and road repairs are proposed?
- Who handles construction complaints, and how will complaints and resolutions be recorded?
Page’s FAQ said an emergency response plan had not been approved for its potential project at that time and described emergency planning as part of later development review. That is a local example, not a status report on another project. The University of Iowa tool also lists emergency access, hazardous materials, stormwater, and construction hours among potential local standards.
Separate economic forecasts from binding commitments
- How many temporary construction jobs and permanent operating jobs are forecast, and what assumptions distinguish them?
- What tax revenue is estimated for each public body, over what period, and using what assessment assumptions?
- Are tax incentives, rebates, discounted services, or public infrastructure contributions proposed? Where are the terms documented?
- Do estimates include public costs such as roads, utility upgrades, emergency services, or water infrastructure?
- Which commitments would be written into an approval, contract, or enforceable agreement, and who would monitor compliance?
Request the underlying fiscal analysis and distinguish a projection from a guaranteed outcome. No general jobs or tax figure applies to an unspecified facility; local estimates must be evaluated using their stated assumptions and terms.

Compare alternatives on the same assumptions
If the hearing considers alternate sites, designs, or conditions, ask staff or the applicant to compare them using consistent assumptions. Useful axes include water demand and source; electric load and off-site infrastructure; emissions and backup-power operations; noise and low-frequency sound; setbacks and screening; traffic and construction disturbance; emergency response; public infrastructure costs and incentives; enforceability and monitoring; and cumulative impacts from phases or nearby facilities.

A concise public comment can identify the decision, the evidence or uncertainty, the effect on the speaker or community, and the action requested. For example: “The packet does not show projected peak water demand or identify an approved source. Please make those materials public and require a reviewed water-supply plan before the next approval.” Adapt the request to the hearing body’s authority.

Before speaking, check whether registration is required, whether written comments are accepted, the deadline and speaking limit, and whether the body answers questions or only receives testimony. EPA’s summary of 40 CFR 25.5 describes notice and document access, a convenient time and place, time for unscheduled testimony, consideration of a Q&A period, and a publicly available record in its covered federal water-quality hearing context. These provisions should not be presumed to govern a local zoning hearing.
Afterward, check the official record for minutes, recordings, written submissions, staff responses, revised conditions, and the next decision date. Sangamon County’s project materials illustrate how a local project page can gather hearing materials, public comments, and later meeting opportunities.
