Yes. Solar panels are designed to absorb sunlight, and anti-reflective glass or treatments reduce reflection, but they do not make reflection impossible. Whether it causes a problem depends on whether sunlight reflects toward a person or other receptor, at what angle, and for how long. A site-specific assessment maps those reflection paths across relevant times and seasons.

Glint and glare are different

Draft UK planning guidance uses glint for a momentary flash caused by direct reflection of the sun from a panel. Glare is a continuous source of excessive brightness experienced by a stationary observer in the reflected-light path. In ordinary terms, glint is a brief flash; glare is brightness that persists long enough to be uncomfortable or distracting.

The distinction matters because a brief reflection and sustained exposure are not the same kind of impact. An assessment considers the location of the observer and the reflection’s timing, duration, angle and intensity—not simply whether a panel can reflect light.

Why reflection risk depends on the site

Reflection is a geometry problem. The sun’s position changes through the day and year, and the panel’s orientation determines where reflected light can travel. A reflection matters to a particular receptor only when the sun, panel and receptor line up in a relevant way.

Assessment therefore starts by identifying receptors: places where people may experience a reflection, such as occupied buildings, roads, or airport-related locations. The analysis then considers whether a reflection path can reach each receptor, when it could occur, and for how long. Panel size, tilt, fixed or tracking operation, surface treatment, frames and supports may also affect the analysis. Tracking panels move during operation, so their potential daily and seasonal reflection patterns can differ from those of fixed-tilt arrays.

A 2019 draft U.S. Department of Energy (DOE) environmental assessment for a specific Los Alamos project described panel reflectivity as comparable to still water and below that of standard glass and steel. It also noted that anti-reflective treatments reduce glint by increasing absorption. That project-specific comparison is not a universal reflectance rating or proof that every installation is harmless to every nearby receptor.

How a glare assessment is carried out

1. Map the receptors

List the locations where reflected light could matter and establish the relevant observation points. Draft UK planning guidance recommends beginning with a qualitative review of receptors. The appropriate level of detail depends on the site, the proposed system and the receptors involved.

2. Check whether a reflection path is geometrically possible

Compare the panel orientations and operating positions with the sun’s path and each receptor’s location. A geometric analysis can predict whether, and when, reflected light could reach a fixed receptor. If the geometry rules out a path, that is different from finding a path that reaches an occupied or safety-sensitive location.

3. Estimate timing, duration and potential impact

If a more detailed review is needed, consider the time of day, season, angle, duration and intensity of the reflection, along with the potential for visual impact or impairment. Draft UK guidance describes evaluating geometric possibility and potential impact using angle, duration and intensity. The FAA’s airport technical guidance likewise says the level of analysis depends on the site and system design.

4. Compare alternatives against the same receptors

Where a reflection path is identified, assess whether a changed layout or design alters it. Compare alternatives using the same receptor locations and relevant times, and consider the effect on both glare and energy generation. Options may include changing panel orientation or layout, but no measure can be assumed to work without checking the actual reflection path.

DOE’s 2013 description of Sandia’s Solar Glare Hazard Analysis Tool (SGHAT) said the tool could identify glare by time and season through the year and evaluate alternative designs or layouts. DOE procurement guidance, accessed October 4, 2026, points to a tool hosted by Sims Industries. Those references do not establish that the historical Sandia-hosted tool is currently freely accessible or state its current licensing terms.

5. Choose an assessment method appropriate to the project

Approach What it can establish When it may be useful
Qualitative review Identifies receptors and considers whether the site layout and sun path suggest a potential reflection concern. Early screening or a project for which a simple review is adequate. FAA airport guidance describes possible consultation with air traffic control, pilots and airport officials.
Geometric analysis Predicts whether reflected light could reach a fixed receptor and, if so, when. When a site needs a time- and location-specific estimate of potential exposure.
Field demonstration Allows observers to assess reflections using panels at the proposed site. When a project-specific demonstration would help address a concern. FAA airport guidance lists this as one possible approach; it does not prescribe it for every project.

These are approaches described in FAA airport technical guidance, not a universal tiered procedure or a rule that every solar installation must undergo a formal study. Larger reflective surfaces can increase the likelihood of glare impacts, according to the FAA guidance, but site geometry remains central to the result.

What the aviation evidence does—and does not—show

Airport projects have specific considerations, but findings about glare in aviation should not be treated as proof that a particular solar array caused an incident.

FAA policy for certain U.S. airports

The FAA’s May 26, 2021 policy announcement applies to proposed solar systems at federally obligated airports with control towers. It says those airports must file Form 7460-1 with a statement that the project will not cause visual impact. The FAA relies on the airport to confirm that sufficient analysis has been conducted; if impacts are found after construction, the airport is expected to mitigate them at its expense. This is not a general rule for residential solar installations. Project owners should confirm current FAA requirements for a live project.

Simulator study of pilot perceptions

A July 2015 FAA Office of Aerospace Medicine simulator study exposed general aviation pilots to simulated glare at 0, 25, 50 and 90 degrees left of straight ahead, for 0, 1 or 5 seconds. Researchers reported significant main effects for both angle and duration: perceived impairment was worse for longer exposures and sources nearer straight ahead. The experiment used halogen lamps and subjective impairment ratings; it was not a field study of a particular solar farm.

Accident statistic about natural sunlight

An FAA Office of Aerospace Medicine report published in May 2003 classified natural sunlight glare as a contributing factor in 130 accidents during the study period from 1988 through 1998. That figure concerns natural sunlight glare; it does not count accidents caused by solar panels.

What to do if you are concerned about a reflection

  1. Record the observation: note the date, time, duration and location, and whether the light appears to be a brief flash or sustained brightness.
  2. Identify the likely source and receptor: describe the panels and the place where the reflection is seen. Photographs may help document the observation, but they do not replace a formal geometric assessment.
  3. Raise the issue with the project owner, installer or planner: provide the recorded details and ask whether the relevant receptor and time window were considered.
  4. Check applicable local requirements: requirements depend on the location and project type. For airport projects, confirm the current agency process rather than assuming the rules for one airport apply to every site.

DOE procurement guidance advises checking module glare requirements, particularly near airports, and obtaining relevant tenant and neighbor approvals. This is practical screening and communication guidance; it does not mean every home installation requires a formal glare study. Polarized glasses are not a solution for a reflection affecting someone else’s property, and personal observation alone cannot establish the full reflection pattern across a site.
