You can update Raspberry Pi OS packages without reinstalling, but that is different from moving to a new major release. For a major-version move such as Bookworm to Trixie, Raspberry Pi recommends a clean install on new boot media—not an in-place conversion. Back up the old system, install the new image separately, and copy over only the files and settings you still need.
What “upgrade Raspberry Pi OS” can mean
There are two different jobs behind the word “upgrade”: applying software updates within the release already installed, and migrating the system to a newer major release. The first is routine maintenance. The second can involve changed system components and application compatibility, so Raspberry Pi recommends a clean installation.

How to update packages without reinstalling
If you want the latest available fixes while staying on your current major release, refresh APT’s package lists and install upgrades:
sudo apt updatesudo apt full-upgrade
Raspberry Pi recommends full-upgrade because package dependencies can change more often in Raspberry Pi OS. If APT reports that it needs more storage, check available space with df -h and make room before continuing. These commands do not perform a major-release migration. (Raspberry Pi OS documentation)

Do not use rpi-update for routine upgrades
rpi-update is not the general Raspberry Pi OS upgrade command. It installs pre-release firmware, which can make a system unreliable or unbootable. Raspberry Pi says routine firmware updates arrive through APT and generally reserves rpi-update for developers and testers, or for a specific fix recommended by a Raspberry Pi engineer. How to move to a major release safely
Raspberry Pi’s recommended route is a clean image on new boot media. Using separate media lets you keep the existing installation available while you test the new one; it is a practical fallback, not a guarantee that every file or setting will transfer cleanly. The official instructions warn that writing an image overwrites the selected storage device, so confirm the target before you flash it. (Raspberry Pi installation guidance)

- Back up the existing system. Preserve important files and, if you need to be able to return to the old setup, keep the existing boot media intact.
- Prepare new boot media. Write the desired Raspberry Pi OS image to a new storage device, typically a microSD card. A USB card reader is one way to connect it to the computer used to write the image.
- Inventory what the old system depends on. Record applications, locally edited configuration, services, scheduled tasks, hardware interfaces, third-party repositories, and drivers you rely on.
- Boot the new installation and check it. Confirm that the Raspberry Pi starts and that the hardware and core services you need work.
- Restore selectively. Reinstall required applications and copy important files. Review each configuration for the new release instead of copying the old root filesystem wholesale.
Why a major-release move can break custom setups
A clean install does not automatically preserve every application, service, driver, or configuration from the previous system. Major releases can change the interfaces those components depend on. Raspberry Pi’s Bullseye-to-Bookworm migration guide, for example, documents changes to camera and video systems, graphics, networking, display, and audio. Those examples illustrate why an application and configuration audit matters; they are not a list of changes that necessarily applies to the separate Bookworm-to-Trixie transition. - Bookworm made libcamera the camera system.
- MMAL and OpenMAX were removed in favor of V4L2, and DispmanX support was dropped.
- The desktop moved from X11 to Wayland.
- Networking changed from dhcpcd to NetworkManager.
- Audio changed from PulseAudio to PipeWire.
Before migrating an application you maintain, check whether it relies on any components affected by the transition, and verify that its configuration and dependencies are supported on the target release.

Why an in-place Bookworm-to-Trixie conversion is a risk
Raspberry Pi’s Trixie announcement says it does not recommend or support upgrading a running Bookworm image in place. It refers to community instructions but says these are written for a clean Bookworm image and may not work on a customized system. Raspberry Pi cannot test every user modification, so it places such attempts at the user’s risk. In other words, those instructions are not an official, guaranteed upgrade procedure. Changing APT repository codenames and running full-upgrade should not be presented as Raspberry Pi’s supported way to move between major releases. What if you need to preserve the existing installation?
If rebuilding would be difficult, first preserve the old boot media and make a separate backup of irreplaceable files. You can then test the clean installation without immediately giving up the working system. For a customized Raspberry Pi, treat the migration as a rebuild: document its dependencies, reinstall and validate them on the new release, and move configurations individually. If you cannot tolerate downtime or have hardware-specific dependencies, test the new setup before switching the device into its production role.
Check current release-specific compatibility
Release announcements can include temporary package gaps. When Trixie was announced, Raspberry Pi said packages for the Raspberry Pi AI HAT+/AI Kit, TV HAT, and Wolfram Mathematica were not yet available and advised affected users to remain on Bookworm temporarily. That was a release-time caveat, not confirmation of package availability today.
