For a room with a suitable window and a stable place to install a unit, a window air conditioner is the straightforward starting point. Choose a portable AC when moving it between rooms or avoiding a unit mounted across the sill matters more—but only if you can route its hot-air exhaust outdoors and fit the window kit. Neither type is universally more efficient, quieter, or more powerful; the official guidance available does not establish a controlled, current head-to-head winner.

How the two types differ

The U.S. Department of Energy (DOE) defines a room air conditioner as a unit designed for mounting in a window or through a wall to cool an enclosed space. A portable air conditioner is a portable, encased cooling assembly. These are distinct product categories, and DOE maintains separate guidance for them: room air conditioners and portable air conditioners.

The practical difference is installation. A window unit sits in the opening, so check the window dimensions, mounting support, and room-size rating before buying. A portable unit stays in the room, but it still needs to send condenser heat outside. DOE’s defined portable configurations use ducts connected to adjustable window brackets; a portable AC is not ordinarily a window-free way to cool a room.

When a window AC makes more sense

  • You plan to cool one room in a fixed location.
  • Your window can accommodate the unit and support a secure installation.
  • You would rather not keep a floor-standing appliance and its exhaust duct in the room.

Window ACs are designed for window or through-wall mounting. Before selecting one, measure the opening and verify that the unit can be installed and supported as its manufacturer requires. Match capacity to the room rather than choosing the largest unit available: DOE’s Federal Energy Management Program (FEMP) warns that oversizing can raise purchase cost and energy use and reduce humidity removal through excessive on-off cycling.

When a portable AC makes more sense

  • You need to move the appliance between rooms.
  • Mounting an appliance across the window sill is impractical or undesirable.
  • You have a window or another suitable route where the exhaust kit can be installed and sealed.

Portable ACs trade a window-mounted installation for an appliance inside the room and an exhaust route to the outdoors. Check that the supplied or compatible window panel fits your window, that the duct can reach without being obstructed, and that the opening can be sealed around the kit. If you have no workable way to exhaust heat outdoors, do not assume a typical ducted portable AC will cool the room as intended.

Single-duct and dual-duct portable units

DOE distinguishes portable units by how they supply air to the condenser. A single-duct unit draws all condenser inlet air from the conditioned room and exhausts condenser outlet air outside through one duct. A dual-duct unit draws some or all condenser inlet air from outside through one duct and exhausts through a separate duct. These definitions describe the configurations; they do not prove that every dual-duct model outperforms every single-duct model.

Which costs less to run?

There is no universal answer from the available official figures: DOE/FEMP’s efficiency guidance covers room air conditioners and explicitly excludes portable ACs. Its figures therefore cannot establish that window units always cost less to run than portable units, or quantify the difference for a particular household.

For context—not as a portable-versus-window comparison—DOE/FEMP’s December 2024 guidance models a 12,000 Btu/h room AC without reverse cycle, with louvered sides, in the 8,000–13,999 Btu/h band. The example assumes 750 operating hours per year and electricity at 11.1 cents/kWh, the average price at federal facilities as of July 2024:

Under those assumptions, the modeled nine-year cost for the ENERGY STAR-level room AC is $167 below the less-efficient example. These are modeled values, not promises about current household bills; electricity prices, hours of use, and the selected model affect actual costs. How to compare specific models

Compare models within the same category and check the rating method and date. Do not assume Btu/h figures from different test methods are interchangeable. For either type, consider:

  • Capacity and room conditions: Match the capacity to the space and its heat load; an oversized room AC can cycle excessively and remove humidity less effectively.
  • Efficiency rating: Compare the stated rating using the same method, rather than relying on category-wide claims.
  • Installation fit: Check window dimensions and support for a window unit, or window-kit fit, duct routing, and sealing for a portable unit.
  • Practical use: Consider how often you need to move the appliance, where it will sit, storage, and any specified noise or condensate-handling details.
  • Total running cost: Use the model’s verified efficiency information, your likely hours of use, and your local electricity rate.

DOE’s room-AC page says units manufactured and distributed in commerce must meet the standards in 10 CFR 430.32(b). For portable ACs, DOE lists a standards rule published January 10, 2020, with compliance required beginning January 10, 2025, and a test procedure under 10 CFR 430, Subpart B, Appendix CC. DOE also published a proposed determination on May 16, 2025, to withdraw its prior determination that portable ACs qualify as covered products under EPCA; that is a proposal, not a completed withdrawal.

Are rebates available?

Some utilities offer rebates or other incentives for ENERGY STAR-qualified room air conditioners, according to DOE/FEMP. Availability and eligibility depend on your location and the utility’s terms; check the ENERGY STAR Rebate Finder rather than assuming an incentive applies. This room-AC incentive guidance does not establish that a comparable rebate is available for every portable model.
