Radar, electronic-warfare receivers, and infrared sensors can each reveal different clues about a stealth aircraft, but no single clue guarantees a usable target. Stealth manages an aircraft’s signatures to make finding and engaging it harder—not to make it literally invisible. An air defense must turn any initial detection into a reliable track, identify the target, share targeting data, and complete an engagement.
What does stealth change?
Stealth is a way of managing observability through design, technology, and tactics. The F-35 Joint Program Office puts it plainly: “Stealth is not invisibility.” It says stealth is intended to “elude or greatly complicate an enemy’s ability to find and destroy an aircraft.” That is a description of the goal, not a guarantee that an aircraft can never be detected.
Radar is only one part of an aircraft’s signature. DARPA’s historical account of early low-observable aircraft work describes efforts to reduce radar cross-section, use radar-absorbent materials, shield inlets, shape and cool exhaust, reduce infrared and visual signatures, and use low-probability-of-intercept radar. These measures address different ways an aircraft might be observed; they do not make every signature disappear in every situation.
How does radar detect a stealth aircraft?
Active radar
Active radar transmits energy and processes the signal that returns. Stealth design aims to reduce or manage that return, making detection and subsequent tracking more difficult. The result depends on the sensor and encounter conditions; the sources cited here do not establish one detection range or probability that applies to all radars, aircraft, aspects, or flight profiles.

Lower-frequency radar
The F-35 Joint Program Office page quotes retired Marine Maj. Dan Flatley saying VHF radars can spot F-35s under some circumstances. That is an attributed program-office explanation, not a universal performance specification. A radar indication or “spot” is not by itself a precise, continuous track or proof that a weapon can be guided to the aircraft.
Passive radar
Passive radar can use transmissions from other sources as illumination and analyze energy reflected by an object, rather than transmitting its own radar signal. A Congressional Research Service (CRS) overview says analysts argue that passive radar could potentially detect aircraft such as the B-2 and F-35 at certain frequencies and flight profiles. The same overview notes the key limitation: passive radar may provide a detection or cue for another sensor without supplying the information needed to target and engage the aircraft.

What can electronic warfare and passive listening reveal?
Electronic-support and signals-intelligence systems listen for radio-frequency activity rather than measuring an aircraft’s reflected radar return. The CRS overview distinguishes communications intelligence, which concerns communications, from electronic intelligence, which analyzes spectrum-using systems such as radars, satellites, and jammers. If an aircraft or associated system emits a detectable signal, that activity may help a receiver locate or characterize an emitter.
This method depends on relevant emissions being present and detectable. Hearing a radar or datalink is not the same as detecting the aircraft’s radar reflection, and neither automatically provides a weapon-quality track. The U.K. Ministry of Defence’s Invisible Battlespace Phase 2 competition document identifies passive detection, electronic surveillance, low-probability-of-intercept radar, and fusion with other sensor sources as areas of interest.

How does infrared search and track fit in?
Infrared search and track (IRST) detects heat radiation rather than sending out radar energy. According to the CRS overview, a target that is hotter than its surroundings is easier to detect; how readily a sensor can use that contrast depends on conditions and the target’s heat signature.
A 2014 Naval Air Systems Command (NAVAIR) article on the F/A-18 IRST pod described a long-wave infrared sensor that searches for, identifies, and tracks heat sources at extended ranges, operates passively, and can track multiple targets under normal and electronic-attack conditions. The article reported a program milestone on December 5, 2014; it is not a current performance assessment against every aircraft, nor evidence that an infrared sensor always provides a firing solution.

How the sensing methods differ
| Method | What it senses | Does it transmit? | What it may provide—and what it does not establish |
|---|---|---|---|
| Active radar | Returns from transmitted radar energy | Yes | A detection or track, depending on the sensor and conditions; a detection alone does not establish a firing solution. |
| Lower-frequency radar | Radar returns at lower frequencies, including VHF | Yes | The F-35 Joint Program Office describes spotting an F-35 under some circumstances; it does not establish a universal ability to track or engage it. |
| Passive radar | Reflections of transmissions from other sources | It does not transmit its own radar signal | Potential detection or cueing in some frequencies and flight profiles, as discussed by CRS; the cited overview notes that this may not be enough to target and engage. |
| Electronic support and signals intelligence | Radio and radar-frequency emissions | No; these systems listen passively | May help locate or characterize an emitter when relevant signals are detectable; it does not measure the aircraft’s reflected radar return. |
| IRST | Infrared radiation, including heat contrast | No; it operates passively | Can search for, identify, and track heat sources, as described in NAVAIR’s 2014 F/A-18 pod article; that account does not prove universal detection or weapon-quality targeting. |
Why an initial detection is not the same as an engagement
An air defense has to connect several functions. An initial sensor indication may only cue another sensor; the system still needs enough information to maintain a track, identify what it is observing, pass useful data through command and control, and support an engagement. Each handoff is a potential weak link. A detection therefore does not, by itself, show that a missile can be launched with a reliable solution or hit its target.
Retired Marine Maj. Dan Flatley, quoted by the F-35 Joint Program Office, describes the distinction this way: “Adversaries have to build a kill chain, just because a radar can find an object — and VHF radars can spot F-35s — doesn’t mean it can fix, track, target, and consummate that kill chain with a missile hit. We’re not trying to prevent every aspect of that chain, just snap one of those links.”

Why air defenses combine sensors
Integrated air defense is an architecture, not one special counter-stealth sensor. NATO’s Integrated Air and Missile Defence Policy, dated February 13, 2025, describes persistent surveillance using a combination of active and passive, static and deployable, military and civilian networked sensors across ranges and altitudes. It places surveillance alongside battle management, command and information functions, active defense, and passive defense, with layered surface-based systems intended to complement one another.
Combining sensors can let one system cue another or add a different kind of observation—for example, radar returns, emissions, or heat. The value depends on whether the systems can share and interpret useful data in time. NATO’s policy describes the intended architecture; it does not prove that any particular network or weapon can detect and defeat a specific stealth aircraft.
What the available evidence can—and cannot—tell you
The sources cited here explain sensing methods, system roles, and the separation between detection and engagement. They do not provide a consistent, independently comparable dataset of detection ranges or probabilities for named stealth aircraft across radar, passive sensing, infrared, and networked defenses. Treat claims that a particular sensor always finds—or can never find—a stealth aircraft with caution unless they specify the system, conditions, and evidence.
