There is no defensible all-purpose ranking of fifth-generation fighters based on public information alone. Compare them by mission, exact aircraft and variant, and evidence that uses the same definitions and assumptions. Public U.S. Air Force descriptions frame the F-22 around air dominance, stealth, supercruise, maneuverability and integrated avionics, while they frame the F-35 around stealth, situational awareness and multirole operations. Those are official descriptions of design priorities—not results from a common head-to-head test.

What does “fifth generation” mean?

It is a broad description, not a standardized public scorecard. A 2012 U.S. Air Force article described fifth-generation capability in terms that included maneuverability, multirole capability, fused sensors and avionics, and communication with other weapons systems. Then-Air Force Lt. Gen. Herbert J. “Hawk” Carlisle put it plainly: “It’s not just about stealth.” He also stressed the importance of a “fused system capability” networked and integrated across the force. Those comments describe Air Force thinking at the time; they are not current comparative test findings.

That broader definition matters when comparing aircraft. Stealth is one part of a system that also includes sensors, information processing, communications, weapons, mission planning and the ability to operate from a particular base or carrier. A jet’s value therefore depends on the mission and threat assumptions, not just on a label or a single headline specification.

Start with mission and exact variant

Before comparing specifications, decide what the aircraft is expected to do: gain air superiority, conduct strike missions, operate from an aircraft carrier, deploy from austere locations, or perform several of those roles. The word “best” has no stable meaning without that context.

For the U.S. aircraft covered by the public sources here, the Air Force describes the F-22 as an air-dominance fighter and emphasizes its combination of stealth, supercruise, maneuverability and integrated avionics. Its descriptions of the F-35 emphasize stealth, situational awareness and multirole capability. These are useful statements of service priorities, but they do not supply a shared scoring method or establish which aircraft is superior in a particular engagement.

The F-35 is a family of three variants with different operating requirements. Do not treat an F-35 specification as interchangeable across the family:

F-35B Short takeoff and vertical landing Its basing and takeoff requirements differ from those of the A and C variants.
F-35C Carrier-suitable Carrier operation is part of the design context; do not transfer another variant’s figures to it.

The variant descriptions are given in the U.S. Air Force fact-sheet collection. A meaningful comparison also names the opposing aircraft and its variant; a family name alone may conceal important differences.

How to compare stealth and survivability

Low-observable design is a defining part of fifth-generation aircraft, but public descriptions do not provide comparable signature measurements for the F-22 and F-35. Without authoritative, matched evidence, a precise radar-cross-section figure or a claim that one aircraft is “stealthier” is not a sound public comparison.

Instead, separate what is established from what is not. The U.S. Air Force describes stealth as a feature of both aircraft. The Government Accountability Office (GAO), in its May 2024 F-35 report, describes low-observable technology integrated with advanced sensors and computer networking. Neither description publishes a common measure of detectability or demonstrates how the aircraft compare under identical radar, aspect, configuration and mission conditions.

Stealth also should not be treated as a guarantee of invisibility or survival. For a specific mission, survivability depends on the threat environment and the wider force and operational context. Public descriptions can support a discussion of design intent; they cannot resolve classified performance questions.

How to compare sensors, fusion and networking

Ask what information a system is designed to collect, combine and share—not just how many sensors an aircraft has. The Air Force’s F-35 fact sheet says its sensor package gathers, fuses and distributes information, and describes an internal electro-optical targeting system (EOTS). This supports describing intended functions and integration. It does not establish a measured detection range or prove that the F-35 sees farther than the F-22.

The F-22 is described by the Air Force as having integrated avionics. That phrase and the F-35’s sensor-fusion description are not, by themselves, directly comparable performance measurements. A fair comparison would need common test conditions and defined measures, such as detection, identification, track quality, information-sharing performance and operation in a specified threat environment. The public service descriptions cited here do not provide those matched results.

Keep three kinds of statement distinct:

  • Stated design function: what a service or manufacturer says a system is intended to do.
  • Measured performance: results obtained under specified, comparable test conditions.
  • Operational ranking: a conclusion about which aircraft performs better in a defined mission and threat scenario.

Evidence for the first category should not be presented as if it proves the second or third. The F-35 modernization and networking details in GAO’s May 2024 report are program information, not a head-to-head operational ranking.

How far can an F-35 fly?

A range figure is useful only when it states what “range” means and identifies the variant and conditions. Combat radius—the distance an aircraft can travel to a mission area and return—does not mean the same thing as ferry range, which describes a transfer flight. Fuel, weapons load, flight profile, reserve requirements and tanker or other support assumptions can also change the answer.

The public evidence used for this comparison does not provide a matched range or combat-radius comparison across the F-22 and F-35, nor does it establish a single figure applicable to every F-35 variant. Do not infer a ranking from an unqualified range number. When consulting a specific figure, check that its source names the variant, metric and operating assumptions; otherwise, it cannot answer how far that aircraft can fly on the mission you have in mind.

How much does an F-35 cost?

“Cost” can refer to a single aircraft’s flyaway or lot price, total acquisition, modernization, sustainment or lifecycle cost. Those figures have different accounting boundaries and cannot be substituted for one another. The GAO figures below describe F-35 program-level costs in particular reports; neither is a current unit price or a comparable cost for another fighter.

More than $428 billion GAO’s May 2020 estimate of total F-35 acquisition costs, including planned procurement of 2,470 U.S. aircraft through FY2044. It is a dated program estimate, not the price of one aircraft or a current cross-platform comparison.
$209 billion more than originally planned GAO’s May 2024 report on the F-35 program’s cost relative to its original plan, in that report’s program-accounting context. It is not a unit-cost figure and does not show that the same amount applies to every variant or customer.
$1.8 billion The cost GAO’s May 2024 report gives for the TR-3 modernization suite in its modernization context. It is not the cost of the entire F-35 program or the price of an aircraft.

GAO’s May 2024 report also described ongoing modernization and program schedule and cost challenges. These are important acquisition and oversight findings, but they do not measure combat capability. That same report said more than 990 F-35s had been delivered to U.S. services, partner nations and foreign military sales customers as of May 2024. This is a dated cumulative delivery count, not a current inventory figure.

For a real purchasing or budget comparison, specify the year, country or customer, variant, contract or lot, and cost boundary. A procurement price cannot be fairly compared with another aircraft’s lifetime operating cost, and the program totals above cannot fill a gap in comparable aircraft-by-aircraft cost data.

A practical comparison checklist

  1. Define the mission. State whether the comparison concerns air superiority, strike, carrier use, expeditionary basing or a mix, and identify the threat assumptions.
  2. Name each aircraft and variant. For the F-35, distinguish A, B and C rather than transferring figures between them.
  3. Use like-for-like evidence. Check that stealth, sensor, range or cost claims use the same definitions and comparable conditions.
  4. Label the type of evidence. Separate official design descriptions, measured results and independent oversight findings.
  5. Leave unsupported rankings unresolved. If public sources do not provide matched performance data, say so rather than filling the gap with unsourced numbers.

The available public material here most clearly supports a comparison of U.S. Air Force descriptions of the F-22 and F-35, plus GAO’s F-35 acquisition reporting. It does not establish a global ranking across fifth-generation fighters, a matched range table, or quantitative stealth and sensor rankings. That limit should not be mistaken for proof that no additional data exists; it means these sources do not establish those comparisons.
