It was an important step in testing reusable-launch technology, but it did not prove that spaceflight had become cheap—or earn an official “perfect” rating. The headline phrase is best understood as shorthand for a successful test milestone, not a claim that one flight met every objective.
What Grasshopper was designed to test
Grasshopper was a SpaceX technology demonstrator for powered vertical takeoff and landing (VTVL). Its purpose was to exercise technologies that could help a launch vehicle stage return to Earth for reuse. It was a test vehicle, not an operational rocket carrying payloads to orbit.
The idea behind the tests was to learn how to control a vehicle through a powered descent and landing. In a statement reproduced in a 2015 congressional hearing, SpaceX said the Grasshopper and F9R-Dev tests “proved out the flight software, landing legs, and various other technologies necessary for a safe return to earth.” That is SpaceX’s characterization of the campaign, not an independent government finding. How the test flights progressed
The first hop
Grasshopper’s first reported hop was modest: about six feet, lasting less than three seconds. The significance was not height or distance; it was the beginning of a program that could advance from a brief lift-off toward more demanding controlled-flight tests. The 80.1-meter flight
In March 2013, one Grasshopper flight reached 80.1 meters (262.8 feet), hovered for about 34 seconds, and landed safely. Space.com reported the altitude and hover time, while a NASA-hosted Space Launch Report data sheet also records the 80.1-meter height and notes that liftoff and landing took place at the same spot. These figures describe that flight, not every Grasshopper test. Space.com’s flight report and the NASA-hosted data sheet provide the details.
The broader test campaign
SpaceX told Congress that Grasshopper and its successor test vehicle, F9R-Dev, conducted 13 test flights combined at the company’s McGregor facility between 2012 and 2014. The statement gives an aggregate count; it does not provide a complete flight-by-flight list of outcomes. The hearing transcript contains SpaceX’s account.

What “perfect test flight” can—and cannot—mean
The sources describe successful or highly successful tests, but “perfect” is not a formal rating established for Grasshopper. A safe landing or a successful milestone on one flight does not establish that every test objective was met across the program. Nor does it show that a reusable orbital rocket was ready for routine service.
A more precise way to describe the achievement is that Grasshopper tested key elements of powered vertical landing, including flight software and landing hardware, through progressively more ambitious flights. The 80.1-meter flight demonstrated a controlled ascent, hover, and landing at the launch location; the campaign as a whole supplied testing experience that SpaceX said was relevant to safe vehicle return.

Did Grasshopper make spaceflight cheaper?
No published figure in the cited material establishes a Grasshopper-era reduction in launch costs. Grasshopper tested technology; it was not itself evidence that a specific launch became cheaper. SpaceX’s current mission page says the company believes a fully and rapidly reusable rocket is pivotal to substantially reducing the cost of access to space. That is the company’s rationale and objective, not a measured result attributable to Grasshopper. SpaceX’s mission page.
Spaceflight Now reported an ambition attributed to SpaceX founder and CEO Elon Musk of reducing costs by a hundredfold. That figure should be read as an aspiration, not as a saving achieved by Grasshopper or an independently verified outcome. Spaceflight Now’s report on the 2013 test.

Why the tests mattered
Grasshopper’s value was as a step in development: it allowed SpaceX to test vertical flight and landing-related systems before relying on recovery as part of operational launch activity. SpaceX’s current description of its approach refers to Falcon boosters landing on ocean droneships or at land-based zones, illustrating the company’s broader reuse strategy. That present-day context should not be confused with Grasshopper’s own role as a low-altitude demonstrator.
