Before choosing a tank or installing it, confirm the generator’s fuel requirements, the system’s total volume and layout, and the rules enforced by your state and local authorities. For U.S. systems, federal underground-storage-tank (UST) rules may apply when at least 10 percent of the storage system’s volume is beneath the ground and no exclusion applies.
Plan the storage system before choosing a tank
A tank’s advertised capacity alone does not establish that it is suitable for a particular generator or installation. The appropriate choice depends on where the tank and piping will be, how much fuel the connected system will hold, the generator and engine requirements, and the rules that apply at the site.
- Confirm the fuel requirements. Check the generator and engine manufacturer’s instructions for fuel specifications, connections and system requirements.
- Map the proposed system. Identify aboveground and underground tanks, connected piping, and the total storage volume. A partly buried arrangement or underground piping can affect how the system is treated; do not assess only the visible tank.
- Check the rules before installation. Ask the relevant state UST agency and local fire or building authority what requirements apply to this configuration and location. Use a qualified installer to confirm tank suitability, installation controls and approvals.
- Plan for operation and maintenance. Ensure the tank and its components can be accessed for the checks, servicing and repairs required by the adopted code, the manufacturer and the applicable regulatory program.
Aboveground or underground: what changes?
Location affects regulatory treatment, installation requirements and access for inspection. There is no universally best arrangement: site constraints and the rules that apply to the specific system determine what is suitable.

EPA’s Federal UST Requirements for Emergency Power Generator UST Systems is a federal starting point for covered generator-fueling UST systems. EPA’s Underground Storage Tank Technical Compendium about the 2015 UST Regulation explains the federal threshold and system analysis. State requirements may be more stringent. EPA also notes that NFPA standards apply when a jurisdiction incorporates them into regulation; check the edition actually adopted locally rather than assuming a proposal or an unadopted standard is binding.

Confirm spill, fire and UST obligations for the site
Requirements depend on the installation and the facility. In the United States, relevant rules can include UST requirements, state and local fire codes, workplace rules, and spill-prevention obligations. A rule’s scope and exclusions matter: OSHA’s flammable-liquid standard, 29 CFR 1910.106, covers specified handling and storage situations and excludes some fuel-oil tanks connected to oil-burning equipment. That exclusion should not be treated as a blanket exemption for every diesel tank or generator installation.
For oil storage that is subject to the federal Spill Prevention, Control, and Countermeasure (SPCC) rule, EPA provides owner and operator guidance and inspection resources. Check applicability for the facility rather than assuming every tank is covered or that none is. EPA’s Oil Spills Prevention and Preparedness Guidance and References is a starting point. For workplace requirements, consult the applicable provisions of OSHA 29 CFR 1910.106, Flammable liquids.

Protect fuel quality and monitor tank condition
Keep tank condition and fuel quality in the maintenance plan, but do not assume that a general storage-life estimate or testing interval applies to every generator. The sources cited here do not establish one universal diesel shelf life or a single nationwide testing schedule. Follow the generator and engine manufacturer’s instructions, the requirements of the adopted code and regulatory program, and advice from a qualified fuel-maintenance provider for the actual system and operating conditions.
EPA reported that its 2016 study found moderate or severe corrosion of internal metal components in 83 percent of the 42 diesel USTs examined. EPA cautions that this study does not establish the nationwide share of diesel USTs affected. The finding is a reason to take system condition seriously, not proof that a particular tank is corroded and not a prescribed inspection interval. Use the applicable inspection requirements and manufacturer guidance to determine what to check and when.

Water at the tank bottom and fuel degradation testing are addressed in NFPA committee proposal and comment material, but that material does not establish current adopted requirements. Verify the locally adopted NFPA edition and the equipment-maker’s instructions before using any proposed interval as a maintenance rule.
Use a qualified installer and keep compliance records
For a covered emergency-generator UST, EPA’s May 2022 guide addresses installation, reporting, spill and overfill prevention, corrosion protection, release detection, inspections, compatibility, operator training, repairs, financial responsibility, release response and closure. Ask the relevant authority and qualified installer which of those requirements apply to the specific system. Keep the resulting approvals, equipment documentation, inspection and maintenance records, and any required operating or training records together so that facility operators can follow the applicable program.

When requesting proposals for a diesel fuel storage tank or generator fuel tank, provide the generator model and fuel requirements, intended capacity, complete tank-and-piping layout, site location and operating context. Ask the supplier and installer to document compatibility and the applicable listing or approval, and to identify permitting, installation and maintenance requirements.
