Before sharing a conflict update, check not only what the words say but what the image, file, timing, and audience could reveal. A face, landmark, live location, or photo’s metadata can expose a person or place. Remove unnecessary details, consider foreseeable harm, and do not post when the risk is unclear. No checklist or privacy setting can make every post safe in every conflict.
Why a conflict update can expose more than it says
Personal-data protection is also a safety and dignity issue. The International Committee of the Red Cross (ICRC) writes: “Protecting individuals’ personal data is an integral part of protecting their life, integrity and dignity.” The statement appears in its Handbook on data protection in humanitarian action (2024). Exposure can come from several layers of a post:
- Visible content: Faces, signs, landmarks, documents, distinctive backgrounds, or a device screen can identify people or places.
- File metadata: A photo or other file may carry details such as location, date, time, camera model, or photographer’s name. CPJ’s source-protection guidance discusses location, date, and time in metadata; the Electronic Frontier Foundation’s protest guide describes additional photo metadata.
- Timing and context: A live post or a sequence of updates can reveal movements, routes, relationships, or patterns even if no single post gives a precise address. The ICRC’s discussion of humanitarian operations, harmful information, and data protection explains how digital traces can reveal interactions and movements.
- Communication records: Who communicates with whom, and when, may itself be sensitive. Humanitarian digital-dialogue guidance identifies surveillance, metadata, interception, and hacking as risks. See the joint ICRC, IFRC, IOM, and OCHA Centre for Humanitarian Data tip sheet.
These are general risk mechanisms, not a way to predict every threat. Platform practices, local law, the people involved, and conditions on the ground vary.
Run this check before publishing
- Identify who or what could be exposed. Could the update identify a source, family, shelter, route, facility, group, or humanitarian operation? Remove details that are not needed for the reader’s purpose.
- Check location and timing. Look for a geotag, exact location in the text, visible landmarks, and clues that reveal where someone is right now. Consider waiting until you have left before posting an exact-location image. CPJ includes geolocation and delay advice in its U.S. journalist safety kit; treat delay as one possible risk-reduction measure, not a universal rule.
- Inspect the image or file. Check both what is visible and what information may be attached to the file. Remove metadata from sensitive files before sharing, then review the image itself for faces, signs, landmarks, distinctive features, device screens, documents, and revealing backgrounds. Removing metadata does not remove clues visible in the content.
- Consider consent and foreseeable harm. When possible, ask identifiable people before publishing their image. Then consider separately whether identification could still expose them to danger or unwanted attention. The EFF offers protest-imagery guidance, while the ICRC warns against sharing images of people in detention or otherwise making vulnerable people objects of public curiosity. - Review the account and channel. Check who can access the post, whether your account privacy settings are current, and what the service may retain. CPJ’s Digital Safety Kit advises journalists to assess apps’ data and metadata practices and secure accounts and devices. A private account or encrypted conversation does not control what happens after a post is published: recipients may copy or screenshot it, and the service may hold data.
- Pause if you cannot assess the risk. Conflict conditions can change quickly. If an update includes operationally sensitive information or could expose someone, wait, remove the detail, or do not publish it.
How to decide whether to share
Use the reader’s purpose as a filter: what must they know, and what can be left out? A useful decision is not simply “public” versus “private.” Consider how specifically a post identifies a location, whether it is live or delayed, whether people are identifiable, what metadata may remain, how widely it could be copied or accessed, and what could happen if it reaches an unintended audience.

- Share with less detail when the update is useful without naming a person, giving an exact location, or showing identifying features.
- Delay or remove identifying content when timing or background details could reveal someone’s current location or movements.
- Do not publish when the likely safety cost is serious and you cannot reduce it enough, or when consent and the person’s circumstances are unclear.
The ICRC warns that false, misleading, hateful, or otherwise harmful information can endanger civilians and humanitarian work. Check claims before amplifying them, and avoid forwarding material simply because it is circulating. The ICRC explains the risks of harmful information.

Turning off geolocation or removing file metadata may reduce some exposures, but neither makes a post anonymous. Visible details, audience behavior, copies and screenshots, communication patterns, and information held by a service can still create risk. No particular app or setting is established as universally safe by the humanitarian and journalist guidance cited here. CPJ’s geolocation advice is written for U.S. journalists, and EFF’s cited image guidance concerns protest photography; use them as practical explanations of risk, not guarantees for every platform or conflict.

The ICRC’s guidance on protecting civilians from digital threats during armed conflict places these concerns in a broader safety context. When the consequences of exposure are uncertain, withholding a detail—or the whole post—is a legitimate safety choice.
